Social Welfare and Single Mothers Karen Bridget Murray’s article, “Governing ‘Unwed Mothers’ in Toronto at the Turn of the Twentieth Century”, is a valuable reference into the struggles and triumphs of social welfare for unwed mothers. For me the article highlighted how government ideologies influence social welfare, how important the change from religious reformers practices to social work was and finally how appalling it is that the struggles and barriers these women faced are still relevant to single mothers today. Murrays article highlights how Liberal governance ideologies, “assumed... that individuals could and would adapt to the machinations of the market...[and] illegitimate births [were] viewed largely as a individual problem” (Murphy, 2004, pg. 254) and because of this there were few social resources available. In the book, the author looks at the welfare reform act enacted in 1996, known as the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. . Furthermore, many of these people have been women who not only were strong enough to fight for the rights of others, but also had to fight the forces whom thought that women where in some way second hand citizens themselves. These women were brave and determined enough to break out of the box that society placed them in, and stand up for the social injustices that they seen taking place, and try to make a difference. Of the many women from the early days of Social Work none fought harder for social reform than Grace Abbott. Grace Abbott spent her life fighting to enact legislation for the betterment of society as a whole. This work would eventually earn her the nickname “the mother of America’s forty-three million children.”

The prospect of the welfare state in America appears to be bleak and almost useless for many citizens who live below the poverty line. Katz’s description of the welfare state as a system that is “partly public, partly private, partly mixed; incomplete and still not universal; defeating its own objectives” whereas has demonstrates how it has become this way by outlining the history of the welfare state which is shown that it has been produced in layers. The recent outcomes that Katz writes about is the Clinton reform in 1996 where benefits are limited to a period of two years and no one is allowed to collect for more than five years in their lifetime unless they are exempted. A person may only receive an exemption on the grounds of hardship in which states are limited to granting a maximum of 20% of the recipient population. The logic behind this drastic measure was to ensure that recipients would not become dependent upon relief and would encourage them to seek out any form of employment as quickly as possible. State officials have laid claim to this innovation as a strategy that would “save millions of children from poverty.” However, state officials predict otherwise such as an increase in homelessness, a flooding of low-waged workers in the labour market, and decreased purchasing power which means less income from tax collections. The outcomes of this reform appear to be bleak for many Americans who reside below the poverty line. How does a wealthy country like America have such weak welfare system? This book is a study of the personal tales of many single mothers, with intentions to understand why single mothers from poor urban neighborhoods are increasingly having children out of wedlock at a young age and without promise of marrying their fathers. The authors chose to research their study in Philadelphia’s eight most devastated neighborhoods, where oppression and danger are high and substantial job opportunities are rare. They provide an excellent education against the myth that poor young urban women are having children due to a lack of education on birth control or because they intend to work the welfare system. Instead, having children is their best and perhaps only means of obtaining the purpose, validation and companionship that is otherwise difficult to find in the areas in which they live. For many of them, their child is the biggest promise they have to a better future. They also believe that though their life may not have been what they want, they want their child to have more and better opportunities and make it their life’s work to provide that.
The late nineteenth century was a critical time in reshaping the rights of women. Commonly this era is considered to be the beginning of what is know to western feminists as “first-wave feminism.” First-wave feminism predominately fought for legal rights such as suffrage, and property rights. A major hallmark of first-wave feminism is the concept of the “New Woman.” The phrase New Woman described educated, independent, career oriented women who stood in response to the idea of the “Cult of Domesticity,” that is the idea that women are meant to be domestic and submissive (Stevens 27). Though the concept of the New Woman was empowering to many, some women did not want to give up their roles as housewives. These women felt there was a great dignity in the lifestyle of the housewife, and that raising children was not a job to scoff at. Mary Freeman's short story “The Revolt of 'Mother',” tells the story of such a domestic woman, Sarah, who has no interest in leaving her position as mother, but still wishes to have her voice heard in the private sphere of her home. Freeman's “Revolt of Mother,” illustrates an alternative means of resistance for women who rejected the oppression of patriarchy without a withdrawal from the domestic lifestyle.
Welfare has been a safety net for many Americans, when the alternative for them is going without food and shelter. Over the years, the government has provided income for the unemployed, food assistance for the hungry, and health care for the poor. The federal government in the nineteenth century started to provide minimal benefits for the poor. During the twentieth century the United States federal government established a more substantial welfare system to help Americans when they most needed it. In 1996, welfare reform occurred under President Bill Clinton and it significantly changed the structure of welfare. Social Security has gone through significant change from FDR’s signing of the program into law to President George W. Bush’s proposal of privatized accounts.
Society has long since considered women the lessor gender and one of the most highly debated topics in society through the years has been that of women’s equality. The debates began over the meaning between a man and woman’s morality and a woman’s rights and obligations in society. After the 19th Amendment was sanctioned around 1920, the ball started rolling on women’s suffrage. Modern times have brought about the union of these causes, but due to the differences between the genetic makeup and socio demographics, the battle over women’s equality issue still continues to exist. While men have always held the covenant role of the dominant sex, it was only since the end of the 19th century that the movement for women’s equality and the entitlement of women have become more prevalent. “The general consensus at the time was that men were more capable of dealing with the competitive work world they now found themselves thrust into. Women, it was assumed, were unable to handle the pressures outside of the home. They couldn’t vote, were discourages from working, and were excluded from politics. Their duty to society was raising moral children, passing on the values that were unjustly thrust upon them as society began to modernize” (America’s Job Exchange, 2013). Although there have been many improvements in the changes of women’s equality towards the lives of women’s freedom and rights in society, some liberals believe that women have a journey to go before they receive total equality. One of the issues that demonstrated how sexism and heterosexism shape social welfare policy is the plight of single mothers. The well-being of single-parents, especially single mothers has been an important issue for the United States given that at least 50 percent of children who are currently growing up in the country will spend part of or their entire childhood in a single-parent family (Casey & Maldonado, 2012). As compared to other countries, single-parent families in the United States are worst off with high unemployment rates and poverty rates. This issue demonstrates how sexism and heterosexism influence social welfare policy since it has been the basis of establishment of various regulations to address the problem. The issue has been the basis of the implementation of TANF to deal with the high unemployment and poverty rates of single mothers.
