Corruption is a form of deviation from socially accepted and desirable behavior. It is a universal phenomenon. It has been and continues to be an integral part of culture. The level of corruption varies depending on how influential a position the particular civil servant holds (Khan,1997).

Administration Corruption is defined as the institutionalize of personal abuse of public resources by civil servants. It means committing crime and mischief to the country.
