Proper order is a concept that exists in both the Western world as well as the East Asian world. However, compared to the West, proper order is not as significant as it is for East Asian government and cultures. Proper order contains two levels: self-cultivation and governance. Governance includes governments, society, and local institutions. They provide an order for human beings to live in. Self-cultivation is more on the individual level and explains an important pre condition for proper order in East Asian culture about having character and governance in balance (Magagna, October 20, 2014). This is simply the abuse of wealth for socially irresponsible ends such as buying extravagant things that do not benefit the masses but instead only fit the view. There is a misuse in how money is used. This as well is not looking for humane interests. Mencius says “[…] the economic welfare of the people [are] a necessary foundation of political stability, and that therefore the rule had a responsibility to provide for the material goods of his people” (de Bary 93). Mencius is saying to obtain proper order, politics and the financial status of the people go hand in hand. For human and human interests to be achieved, economic status of the people is key to be able to achieve this proper order. Without economic stability in the people, there is no interest in achieving human and humane interests and hence there is no virtuous leadership with rampant economic and political corruption , which results in the breakdown of proper order. Cultural corruption is the final type of corruption that can exist. There can be in the form of an excess or a betrayal of culture. It is similar to abusing wealth but for excess of cultural, it involves using resources to an excess and spending money on excessive purpose. If proper order is so necessary yet so fragile, how is it possible to obtain the ideal of proper order. This can be done with proper methodology and management. There should be the will and resources to put good policies into effect as well as a method to study humans so we are sure that the right path is being taken (Magagna, October 20, 2014). Not only this but the creation of proper institutions with the intentions to minimize coercion, maximize merit, and minimize fiscal and bureaucratic orders is a way to achieve proper order (Magagna, October 20, 2014). To lessen coercion is to lessen distrust and to threaten honesty and trust between people. Merit maximization is important to find just leaders to attain virtuous leadership. Using examinations is a popular way to find these just and virtuous leaders. And finally, to minimize bureaucratic and fiscal needs is to minimize the problem of predation.
