Chief Terry Mangan change to community policing of the Spokane Police Department, began on a slow approach because he didn’t have a master plan or a step by step plan on how he wanted to move into community policing. He began with approaching all levels of the police department , first he started with having the police officers problem solve more on responds to 911 calls with the help of the community.( Cordner 496) . Chief Mangam also let the citizens of Spokane be important co-producers of public safety by allowing them to become volunteers within the department . And to cover any issues that the union may have with the volunteers working in the department , Mangan linked the need for the volunteers with they allow more resources for the officers thru a law enforcement bond. ( Cordner, 497). Chief Mangan attended thousands of community meetings, speaking to citizens and letting them know his plans to improve this police department and community. He asked the citizens for their help in achieving these goals by coming in and volunteering their time. ( Cordner , 498). Chief Mangan is now beginning to work and transmit his mission throughout all levels of the police department and to gain the support and trust from the members. They improved communication throughout the department ,and their main task was defining the department’s values. The committee drafted a value statement that was presented for feedback and revised it. The final draft was approved ,and Chief Mangan assigned the committee to create a hook for the statement. They decided on “Service, Pride, and Dedication” as the value statement. This statement covered many issues and made a strong commitment to community policing ( Cordner,499). The next thing the planning committee had to create was a vision statement for the SPD, so along came Vision 2000, which means in the year 2000 the Spokane Police Department will be a culturally diverse, highly motivated , professional law enforcement, organization, representative of, and respected by the community it serves ( Cordner, 500). The Strategic Planning Committee also designed a patrol manual that helped operationalize community policing into concrete responsibilities within the patrol division. American policing originated from early English law and is profoundly influenced by its history. Early law enforcement in England took on two forms of policing, one of which heavily influenced modern policing and it is known as the watch (Potter, 2013). The watch consisted, at first, of volunteers which had to patrol the streets for any kind of disorder including crime and fire. After men attempted to get out of volunteering by paying others, it became a paid professional position (Walker & Katz, 2012). The three eras of policing in America are shaped by these early ideas and practices of law enforcement. Throughout time, sufficient improvements and advancements have been made from the political era to the professional era and finally the community era which attempts to eliminate corruption, hire qualified officers and create an overall effective law enforcement system.
This era is where the shift from a centralized task force has gravitated to a decentralized task force, causing some friction from both the community and the officers that serve it. Police are told that they are needed to listen to the concerns for the community; however, law enforcement is still the primary goal. Police forces now have to defend the values for which the forces were built upon. The idea of problem solving has come into question with police discretion towards certain run-ins with the law. In Shane’s article he mentioned that to attaining realistic results, teams would have to join resources in order to achieve it (Shane, 2004). For crime to be reduced relentless follow-up and assessment should be done. It encourages progressive review of the department to ensure reduction in crime patterns; annual meeting are held to review statistics and crime reports. This meeting ensures that departments, commanders, supervisors and patrol officers are executing effective strategies and proper use of resources.
With his objectives in concentration, Mangan directed his attention to the outside community first; thereby, attending an exceptional amount of meetings. The New Zealand Police is the lead agency responsible for helping the community to decrease or reduce crime, corruption and improve the responsibility of safety and protection in New Zealand. There is a need to make changes to the police culture in order to improve the performance of their organisation. However there are three fundamental errors that need to be addressed which will be discussed in this essay. Firstly, there is a lack of an established sense of urgency which has the potential to jeopardize the future of the organization. Secondly is, not creating a powerful enough guiding coalition which means there is a lack of communication which resulted in an absence of leadership and teamwork from frontline staff to national headquarters. Finally, an undercommunicating the vision by a factor of ten that organisation leader needs to communicate visions and strategies. These three errors are relevant as they are pivotal in the implementation of a managing change programme. Recommendations are also provided to improve on how the New Zealand Police can be enhanced within a management perspective.
Community policing is a policy and a strategy aimed at achieving more effective and efficient crime control, reduced fear of crime, improved quality of life, improved police services and police legitimacy, through a proactive reliance on community resources that seeks to change crime causing conditions. This assumes a need for greater accountability of police, greater public share in decision-making and greater concern for civil rights and liberties.
He told me that Takoma Park was a very a quiet neighborhood and does not have too many crimes occurring. He expressed his love for his co-workers and how they have been working in a team to achieve many difficulties that may arise in the community. For instance, during our patrol we had a call concerning a man who was very violent and was causing a lot of trouble in his home. Just a few minutes after the call it was amazing that all the officers were at the scene and trying to preserve peace. Furthermore, Officer Carl works around only the jurisdictional boundaries which he was sworn to serve and maintain peace. These areas include Langley Park, New Hampshire Ave and other areas within the same boundaries. Officer Carl also explained the importance of community relation programs held in the community and how positively it affects the community and them themselves. He emphasized that community relation programs were very effective and each police officer was happy to a part of it. In addition, this program is often in a form of reunions where the community members and the police come together and celebrate and discusses how to make the community great. Understanding the issue is just part of what’s needed. The purpose of the section is to identify a solution, or as may be the case, solutions. So, the question here is what can we do to improve the relationship between the police and the citizens. Over the years there has been many books written and studies conducted, all in an effort to find the best way to improve police and citizen relationships. To do this we must look at all available information. According to The Study Circles Resource Center’s Protecting Communities, Serving the Public: Police and residents building relationships to work together (2000), “Bring police and community together. We need to meet not just when there is a crisis or a big crime. We should do things to build relationships that are not so full of conflict. Then it would be easier to work together. We can build respect and trust for one another when we make time to meet with and learn about each other. This is the only way to do it.
