Chief Terry Mangan change to community policing of the Spokane Police Department, began on a slow approach because he didn’t have a master plan or a step by step plan on how he wanted to move into community policing. He began with approaching all levels of the police department , first he started with having the police officers problem solve more on responds to 911 calls with the help of the community.( Cordner 496) . Chief Mangam also let the citizens of Spokane be important co-producers of public safety by allowing them to become volunteers within the department . And to cover any issues that the union may have with the volunteers working in the department , Mangan linked the need for the volunteers with they allow more resources for the officers thru a law enforcement bond. ( Cordner, 497). Chief Mangan attended thousands of community meetings, speaking to citizens and letting them know his plans to improve this police department and community. He asked the citizens for their help in achieving these goals by coming in and volunteering their time. ( Cordner , 498). Chief Mangan is now beginning to work and transmit his mission throughout all levels of the police department and to gain the support and trust from the members. They improved communication throughout the department ,and their main task was defining the department’s values. The committee drafted a value statement that was presented for feedback and revised it. The final draft was approved ,and Chief Mangan assigned the committee to create a hook for the statement. They decided on “Service, Pride, and Dedication” as the value statement. This statement covered many issues and made a strong commitment to community policing ( Cordner,499). The next thing the planning committee had to create was a vision statement for the SPD, so along came Vision 2000, which means in the year 2000 the Spokane Police Department will be a culturally diverse, highly motivated , professional law enforcement, organization, representative of, and respected by the community it serves ( Cordner, 500). The Strategic Planning Committee also designed a patrol manual that helped operationalize community policing into concrete responsibilities within the patrol division.
