1. Are mission statements really vital or are they “window dressing?” A mission statement express the core purpose of an organization and its reason for existence. Mission statements are vital to an organization because they communicate and set the foundation of the purpose of their existence. They shape the attitudes and behaviors of the members of the organization and the perceptions of the public (Hess, 67). 2. Is it possible for all members of a police department to hold and support the same values? An aspirational goal for any department is for all members to hold and support the same values at all times. How many goals are realistic for a department to have? Three goal are a realistic number of goals for a department to have. Goals shouldn’t be easily obtainable therefore having few goals allows employees to focus and concentrate on the goals. If they have too many goals they can lose focus. Since each goals has objectives having multiple goals results in too many objectives. 4. How many objectives do you believe are usually necessary to accomplish a goal? I think 3 objectives are a good number of action items to have in order to accomplish goals. Objectives require the knowledge, skills and resources in order to accomplish them. Too many objectives distracts and instead of motivating they overwhelm. 5. Do you buy into Collin’s concepts of the flywheel challenge and the doom loop? Yes, especially the doom loop.
I have experiences organizations that lacked consistency and thought around their goals and as a result constantly restructured. Organizations that are constantly running after new ideas lack focus therefore can’t achieve their goals. 6. What are the main challenges of becoming a new first-level manager? A mid-level manager? An executive manager? One of the biggest challenges for new first-level managers is the lack of experience and credibility. New mid-level managers have to deal with the transition between managing the front line to having a bit more responsibility. It requires a different set of skills to manage managers or individuals with more responsibility. Lastly, a major struggle for executive managers is the amount of responsibility and span of control. Their decisions affect the organization as a whole therefore they need to be able to grasp the bigger picture and be able to execute timely. 7. The strategic plan is planned those who influence resources and understand how a set of tactics work together, it is identifying and setting a vision. On the other hand tactical planning utilizes the resources to achieve the goals and support the vision. Those doing this type of planning face having to plan the usage of limited resources into actions to achieve a set of goals. I don’t think the two can really be separated, but rather they go hand in hand (Owyang). 8. Do you agree with the attributes of a high-performing team as being the most important attributes or are others also important? I think others are also important. High performing team might not have all the needed qualities for the organization to move forward, they have just figured out how to work together and use their strength together to meet and exceed goals. 9. Given the tremendous variation in size and location of law enforcement agencies across the country, is the National Incident Management System feasible or is it simply a model to be adapted to local circumstances? I think the National Incident Management System is a model to be adapted based on the circumstances. It is a good foundation that can be built upon and tailored to each department based on their specific needs and
resources. 10. Review your local department’s mission statement. Is it a solid mission statement with obtainable and clear goals? If not, rewrite the statement adding or changing these goals and objectives. The mission statement is good but the goals are not measurable or trackable. I would keep the same mission statement but add specifications to make them measurable and trackable. Their current mission statement might have metrics behind it which the general public is not previewed to therefore it is hard to say if their goals are clear. 11. You have just been promoted to shift sergeant. How will you manage your subordinates? Discuss what you can do to relieve the stress of changing from a worker to a supervisor. I would approach my subordinates with respect and value their input. As a new sergeant I need their buy in as well as their ideas. I would also set clear rules and follow through to and execute my authority. A good way to relieve stress is to find someone who has gone through the same transition and confide in them. Emergency services face vast difficulties in the operations field when handling emergency situations, whether it comes from handling a minor accident to a catastrophic catastrophy. Many of the difficulties do not come from the actual incident, but instead they arise from forming a rescue team containing different agencies and people. For the benefit off all individuals participating, it is imperative that there be a unified command structure in place to effectively coordinate and oversee the tasks that need to be accomplished. The need of a unified command was seen from the hardships faced in incidents, bringing forth the development of the Incident Command System that was designed to be used in an array of conditions, to bring all individuals to a common ground. FEMA (n.d) stated “The Incident Command System (ICS) is a standardized, on-scene, all-hazards incident management approach…”
Every city and state has specific details in their emergency response plan, and in order ensure aid and support, “state and local governments must adopt the NIMS to receive federal preparedness assistance through grants, contracts, and other funding” (Sauter & Carafano, 2012, p. 245). Sauter and Carafano (2012) noted, “The NIMS attempts to ensure interoperability among federal, state, and local assets. It establishes procedures for managing operations; conducting training; and setting requirements standard terminology, and common procedures” (p. 245). The National Incident Management System (NIMS) model are applied and utilized for premeditated or unexpected incidents.
Demographic diversity is necessary for a team to be successful. A high performance team not only has these demographics present within the make-up of the team members, but a high performance team also has the ability to take these distinct characteristics and use these differences for the team's benefit. Each member from a differing demographic characteristic possesses a unique view on various issues. These assorted viewpoints, moral values and beliefs are what help the team broaden their vision and help produce a better result. Creating a team with diverse backgrounds is only the first step to creating a high performance team. If the team's members are not willing to accept differing viewpoints and opinions, than the team is likely to fail.
The National Incident Management System (NIMS) incorporates a comprehensive and standardized framework that is flexible and easily applicable across a full range of possible incident. The ability of being flexible doesn’t limit how the incident is managed based on the size, location, or complexity of the situation. When agencies and departments incorporate NIMS, the ability of multi-jurisdictional coverage for an incident is feasible and it allows personnel to prepare, prevent, respond to, recover from, and mitigate the effects of the incident. There are common characteristics that make an effective team successful. These characteristics are developed by the individual team members and by the group itself. As stated above, the first and probably the most important, is the understanding of the purpose, mission, or main objective of the team. Each team member must ensure that communication is direct, open, and straightforward. There must be a strong team leader who is responsible for building team member¡¦s understanding, and assuring commitment to their common purpose. Without effective team leadership, members often pursue independent and diverse interests (Cooke, 1999).

In a team-oriented setting, everyone contributes to how well the group succeeds overall. You work with fellow members of the group to complete the work that needs to be done. Having the right people in the correct roles is an important factor in measuring the success of a team, where you are united with the other members to complete the main goals. Every group is made up of definite strengths and weaknesses. Our team's 3-5 major strengths necessary to work accordingly consist of Informer, Summarizer, Orienter, Piggy-Backer, and Encourager. One of our strengths as a team is that we get input from everyone involved. Every member of our team is a leader in some way. Part of being a good leader is knowing how important it is to receive the best ideas from each member of their team. We attend group meetings where we discuss any challenges, issues, and problems. At these meetings, we often exchange ideas or brainstorm new ones with each other and come up with the best and most creative team solutions as potential answers to those perceived problems.
The components of a good team should be considered. First, a high-performance team must have strong core values to guide attitudes and behavior consistent with the team's purpose. The members should know why the team is created and why he or she is on the team. Secondly, a team should have specific performance objectives. Members should know exactly what they are trying to accomplish. This also includes having standards for measuring results and ways of obtaining performance feedback. A good team will make members realize the importance of collective efforts. Third, a high-performance team has the right mix of skills. These involve technical, interpersonal, decision-making, and problem-solving skills. No one needs to know how to do it all, but each member should be able to contribute to the group....
A challenge in strategic planning is to decide what bits and where bits of information will be used to support business decisions. In general, strategic plans can fail for two types of reasons: inappropriate strategy and poor implementation.
It is important that members of a group be knowledgeable and skillful in their positions, the degree to which those members can work harmoniously and cooperatively together is equally important and will form into a high performance team.
