Research Proposal on Canada’s current system of airport security
Canada’s airport security is more than just safety from terrorism. It is techniques and procedures that are used to protect passengers, staff and airlines from unintended/malevolent harm, crime and other threats. These techniques and procedures can deal with insubordination which can result in delays, penalties, seizures and refusing of entry. The most recent and in relation to issues of insubordination is the risk to terrorists and organized crime. The airport security safety in Canada progress hasn’t changed much and looks more to be focused on satisfying travellers than protecting them. Government reports & news articles will also be used. These sources will review the safety of the Canadian airports, the control of Canadians airport security and how progress can be made for a safer environment in Canadian airports. Moreover, pervious cases and current cases will also be studied. Canada was not one hundred percent organized for the air India flight 182 bombing years ago therefore, what was Canada’s mistake and how can security measures prevent such a tragedy happening again? A review on the mistakes made on the air India flight 182 bombing, should be required for Canadian airport security. On September 11, 2001, terrorist acts in New York, Virginia and Pennsylvania claimed thousands of lives, including those of 24 Canadians (Government of Canada, 2014). As a result, Canada can study the American errors to ensure a safer and secure airport. As a final point, after answering and studying those mistakes, the techniques and methods to avoid tragedy that have already applied in the Canadian airport security system will be outlined. Even so, progress takes time and the Canadian government should look into more and better security procedures. Canada has already applied the basic rules for travellers and screening techniques to have a better position to target the threats for safety and security (Government of Canada, 2014). Furthermore, the Canadian government works with the Canada Revenue Agency to provide designated charity information to the Royal Canadian Mounted Police, Canadian Security Intelligence Service and Financial Transactions and Reports Analysis Centre of Canada to facilitate the investigation of terrorism and to prevent organizations with ties to terrorism from operating as registered charities (Government of Canada, 2014). The terrorist attacks on September 11, 2011 prompted the world to reevaluate and drastically modify airport and airline security. “Four targets had been chosen, all iconic American buildings that would send a clear message of the depth of their hatred for the United States. All four planes crashed, killing all on board—terrorists, crew members, and passengers, along with hundreds who were killed inside the structures, on the ground, and the men and women who ran into collapsing buildings in an effort to try and save others” (Smutz 1). As Jason Villemez said “the decade after the 9/11 attacks reshaped many facets of life in America” (Villemez 1). Before the attacks, people did not think that large scale hostility towards innocent people in our country was remotely possible. Ever since that fateful moment, citizens in America are on their toes every day worrying about another attack happening. United States citizens have had to adapt and change in response to this fear of further terrorist assault on our country. One of the ways they have adapted is by changing their means of security concerning airline travel.
This paper describes our nation and the worlds mindset about airline terrorism before 9/11 and airline terrorism today. This remains a very real and deadly subject even though we don’t have as many incidents occurring at this moment in time. Still the potential for countless lives being lost in an aircraft accident from the actions of a terrorist or terrorist organization is still very real and innocent families across this nation and abroad remain the targets. Additionally, it will show that the security measures in place at airports prior to 9/11 were far less adequate, than today, and personnel responsible for airport security at the gates and throughout were either poorly trained or not trained at all when it came to hijackers and terrorist. This paper will also identify the extensive security measures, rules and training that have been put into place, which helped to curtail acts of terrorism onboard airliners.
As the 19 hijackers made their way through the three East coast airports, on September 11, 2001, planning on executing the world’s worst terrorist attack in history, they test the U.S airport security. The security at airports has continued to tighten based on the numerous threats against the people of the United States. The greatest level of concern is the terrorist attacks on New York’s World Trade Center on September 11, 2001 (Airport). After terrorists of Al Qaeda hijacked four planes and intentionally flew two of them in the World Trade Center, the government formed the Transportation Security Administration, TSA, to enforce rules of what someone could carry on a flight. Stephen Harper, the leader of the Canadian conservative party, promised that if re-elected he will protect the national security of Canada by criminalizing trips to certain regions. The main goal of his promise is to prohibit travelling to regions where Islamic groups enroll and train people. According to Harper, the threat is real and only with this legislation, Canadian security could be ensured. Harper also promised that some exceptions would be made for people that prove that they are travelling to “terrorist hotspot” for legitimate purposes i.e. journalists or aid workers. The leaders of the other parties had different reactions to the promise made by Harper. For instance, Justin Trudeau is convinced that Harper talks about security in order to distract people from the conservative’s failure in the Canadian democracy. While Tom Mulcair thinks that Stephen Harper decided to announce his legislation at the same time as Mike Duffy’s trial in order to turn aside the scandal in which conservatives are involved.
Before the dreaded day of September 11, 2001, a person or persons flying could be escorted to their gate by family members and loved ones. The thought that a gun would or could be brought on board of an airplane and used as a means to hijack an airplane never crossed a passenger’s mind. Isaac Yeffet said, “After Lockerbie, everyone thought; now we’ve learned the lesson of how to be proactive instead of being reactive. Unfortunately, September 11 came and we know the result. Thousands of people lost their lives. Security totally failed, not at one airport, at three different airports around the country.” Due to the terrorist attacks on 9/11, the United States government decided airport security needed to be updated and become more stringent. These updates included a formation of TSA and Sky Marshalls, tighter security measures, and policy changes.
The evolution of airport security would evolve over time just as airline safety. There would be a series of unfortunate events that would affect the way all airports operated. Prior to these events passengers would simply show up with their luggage and ticket and get on the plane, no screening or baggage checks were conducted. The FAA and the Federal Government had taken many steps by passing numerous pieces of legislation to address aircraft safety to reduce the number of accidents; however aircraft security was never addressed in all previously passed legislation. As the number of air travelers increased year by year, so did the potential for crimes against the airlines. These crimes included aircraft bombing and hijackings.

On the topic of terrorism, Canada is not impervious to the issue of terrorism. Not only are there international terrorists in Canada but there are domestic terrorists. These terrorists are active in terrorist activities within the borders of Canada and they support terrorism in other countries (“Building Resilience Against Terrorism: Canada’s Counter-terrorism Strategy”). Terrorism has been a concern for a while. Canada is not only concerned with the domestic threats against them, but they are also concerned with the attacks on the United States, Madrid, London, Bali, and Amsterdam (“Permanent Mission of Canada to the United Nations”).

Does the thought of going through airport security make you want to jump off a bridge? Some people may think that security in airports is either too strict, or it is not enforced enough. Airport security has certainly developed over time, both in terms of more technology, and in terms of increased security. It has had a lot of reasons to step up, both with terrorist attacks, and with other incidents, such as the way that explosive technology has evolved. The topic of airport security is a big debate: is it too strict or not strict enough? It is important that people know and understand both sides of this important issue.
