Two characteristics of bureaucracies that are common in both authoritarian and democratic regimes are non-elected positions and hierarchical organization. Bureaucrats are not elected by the public, whether they are in authoritarian or democratic regimes. They are also appointed and are usually salaried. Secondly, bureaucracies follow a hierarchical organization. Most bureaucracies are top-down organizations where officials that are higher up give orders to officials that are lower down. Every member of the hierarchy has a boss, excluding the person at the very top of the hierarchy.
