On September 28.2003, is the official opening for business of EASA after the European Parliament and the Council of the European Union (E.U.) has adopted a new regulation that has been established as standard rules for the civil aviation of European Union.
• Under the regulation, EASA remains to be responsible for all design approvals, along with airworthiness design organization approvals and environmental certification.
• The EASA is held responsible for production approvals, maintenance, and maintenance training organizations beyond the European Union

2. Relationship between CAR 66 and PART M

CAR66 – is part of GCAA Civil Aviation Regulations that provides for Aircraft Maintenance Licensing. This includes the compliance requirement for each License Categories and also the privileges in the exercise of using this aircraft maintenance licenses.

AMEL PRIVILEGES AND CATEGORIES
The UAE GCAA CAR66–AMEL is broadly categorized into Mechanical and Avionics trades. Mechanical licenses are further divided into sub categories in view of the various technological combinations applicable to various aircraft types and two levels of authorizations privileges permitted by the license either to act as a line maintenance certifying mechanic or as a certifying engineer.
The two levels of authorizations privileges depend on the complexity of the task and are supported by different standards of experience and knowledge. An individual may hold any combination of license categories.
The categories within CAR 66 Aircraft Maintenance Engineer License are:
• Category A Line Maintenance Certifying Mechanic
• Category B1 Maintenance Certifying Engineer (Mechanical)
• Category B2 Maintenance Certifying Engineer (Avionics)

The certification privileges shall be restricted to work that the license holder has personally performed in a CAR 145 organization.

CAR 66 – AMEL VALIDITY AND RENEWAL PROCEDURE
The CAR-66 licenses are valid for 8 years from the date of issuance or last renewal. Applicants need to apply for license renewal to GCAA for a minimum of 30 days before expiry date on appropriate form along with the original license and a covering letter from the present/current employer.
GCAA will continue to renew licenses as long as the holders are working in relevant aviation environment. This also applies to those license holders who have ceased to work with UAE based, GCAA approved organizations. If the application is found satisfactory, GCAA will re-issue license with renewed expiry date.
