Are Illegal Police Quotas Still Affecting American Citizens?
Just this past summer, one of my good friends was driving through Harrisonburg on his way home from work, when he noticed the one thing all drivers dread, flashing blue lights closing in on him fast. While pulling to the side of the road, he realized there was not one, but two police cars behind him. He knew he had only been going five miles per hour over the speed limit, so he was worried as to why two police cars had just pulled him over. After sitting in fear behind his wheel for several minutes, two cops walked to his car and informed him that he was getting a speeding ticket.
Obviously even five miles per hour over the speed limit is still speeding, but what would bring two cops to pull over a car traveling at a speed that almost everyone drives? Statistics from New York City’s Police Department have shown that the number of tickets for miniscule offenses is on the rise, and even though it is illegal for a city to set a formal quota for police to meet, many people believe it is still a common practice to have “under the table” quotas. According to Compstat, a crime analysis and police management process developed by the New York City Police Department, officers wrote 912,414 parking tickets between January 1 and May 11 of this year, as compared to 877,443 parking tickets during the same period last year, which represents an increase of 3.9%. A spokesman for the Patrolmen’s Benevolent Association, Al O’Leary, said, “The apparent increase in summonses (in New York City) was fueled by quotas. You can call them goals or targets or management productivity levels, but in a practical world, those are quotas" (Mauldin).

...ity to come up with new forms of revenue, so why bother when they can just keep the quota system bringing in the money.
Police are supposed to give the citizens of a city a feeling of security, but these quota systems are slowly turning that once felt sense of security into a sense of paranoia. If this trend continues in America, how long will it be until the population as a whole not only has a distrust, but a flat out hatred of police? The chaos that would happen in this instance may not be as far off as you think.

According to the website killedbypolice.net, they have been keeping track of deaths by police since 2013 and that number is a whopping 2,966 casualties. That is only in three years time, compared to the deaths of terrorism it is still less but this website is only look at three years of deaths. According to an article on cnn.com the deaths of American lives since 2001 by terrorism is at 3,380, while that is high that is information that has been taken over 14 years while the 2,966 deaths by police has only occurred in 3 years time. This shows that we should pay more attention to the policies that are being used by our police departments and officers and make sure the procedures and policies they are going to enforce are better suited than the ones they are using now because things must change and I hope they do for the betterment of everyone in the United
Throughout the 20th century governmental responsibility has made remarkable progress. One major milestone of the widening of the responsibility of the federal government was it’s making an obligation to care for the elderly and retired in the form of social security. In 1935, the Social Security Act was enacted by the federal government to provide financial security to the elderly, retired citizens in America. Although the federal government first took on this responsibility in 1935, it is still affecting our lives today. However, social security would not have advanced this far without many organizations and individual reformers to begin and improve social security throughout history.

We must take actions to reform police behavior! The problem is not the police nor the people of the United States, but the Federal Government system in which we all have to abide by. In order for a police reform to be implemented, the system has to be fixed and reconstructed. The people of the United States want to feel protected by the police, but on the other hand, they receive limited training on how to effectively interact with the people in the community they serve. Police officers are ordained by the power of the government. Police reform should start by giving proper training to new recruits and veterans, enforcing community policing and police accountability.

Most people think of someone using their cell phone while driving when they hear distracted driving, but it it much more than that. The elimination of traffic regulations causes drivers to think for themselves and pay attention to the road rather than the laws of the road. Without set speed limits, motorists drive at a speed they feel comfortable and in control of. For example, large stretches’ of the Autobahn do not have a speed limit. Across America, police have been involved in scandals and drugs. They are abusing the power that they have been given. The communities have begun not to trust the police because of their conduct toward the citizens. People have been beaten and harassed by the guys in blue. People in the communities have seen the police push individuals around and take things from individuals for no reason. People receive the wrong message. The public no longer can see a difference between the police and criminals.

American ideology is that we are the promise land. We are the land of the free, yet it seems that the police have a symbol of fear and oppression. The police have become a reminder that we are not as free as we like to think we are. With so much power to dictate our lives it’s only natural we fear them. However, it should not be this way. The police are for the public, by the public. That means that what the police are is a representation of us the citizens. Although, this unfortunately is a fantasized way of thinking now.
There is one practice that really irritates me during my morning commute to work in downtown Phoenix, Arizona, are the drivers who are in the “fast lane” without keeping pace with the other cars sharing the lane, and who are also failing to yield to a faster driver and allowing them to pass. The passing lane is commonly referred to as a "fast lane" because it is often used for extended periods of time for through traffic or faster traffic. In theory, a passing lane should only be used for passing, thus allowing, drivers to travel at their own pace. There are three important reasons why I believe law enforcement should spend more time ticketing drivers that impede traffic flow instead of ticketing the ones exceeding the speed if conditions warrant because the people going slow are the one’s causing the root problem and the people being erratic trying to get around are only responding to the improper use of the passing lane, making them victims and not perpetrators.
Some experiences that I encountered were DWI'S, Assaults, Traffic Tickets, Domestic Disputes, and going into the bars for ABC checks. The best Dwi I saw was when we pulled over a twenty-nine year old Marine. The officer that I was with wanted to let him go but couldn't because of the condition of the offender. So we cuffed him and brought him to the station. While filling out the report for him we get a call about a kid who was struck at a bar by another man. We asked if he wanted to press charges and he replied with a yes. We went to his house and found out it was a twenty-five year-old who was majoring to be a lawyer. The officer I was with that night knew this kid and thought very low of him because of past incidents. Come to find out the twenty-nine year old we had in custody was the one that had assaulted him earlier in the bar. We told him to come down in the morning and sign to press charges. When we got back to the station the Officer I was with asked him why he didn?t hit him harder. It was way to make him laugh and relax. After that we all got talking and it actually did calm him down and I learned that even though someone committed a crime that it doesn?t necessarily mean that person is a bad person.
