For instance, there was a lack of communication between police officers and many of the newly arrived people in inner cities. Since police officers immediately took action to dissolve a problem, it left many of the residents showing anger towards the police. This tied in with officer morale in a big way. The book illustrates that when departments put out arrest quotas for the east side arrests fell, usually to the minimum. Mosko is often very critical of upper police managements distance and ignorance to the actual problems out there.
The Baltimore City police have faced a myriad of problems in the last year. The riots following the Freddie Gray arrest were reported around the country and created a situation where the Governor was forced to call in the National Guard to protect the city. Community leaders report that African American’s are stopped, searched and arrested at a far greater number than Caucasian’s. The Baltimore city police are at an impasse with the community at this time, it is up to the city leaders and the police officials to come up with some real solutions to the issues that can no longer be ignored.
Policing is a very difficult, complex and dynamic field of endeavor that is always evolves as hard lessons teach us what we need to know about what works and what don’t work. There are three different Era’s in America’s policing: The Political Era, The Reform Era, and The Community Problem Solving Era. A lot has changed in the way that policing works over the years in the United States.

Many people know of the police officers of today’s world and that it is their job to enforce the laws set by their government, but not many people know the history of your typical everyday United States police officer or how they came about. The idea for neither your everyday police officer nor his or her department they work for or how a police department operates, originated in the United States. Over the years though America has made changes and adapted its system over the years to make it more suitable for its countries beliefs and practices.
Both of these articles were focused on the Strategy of Policing, but the author’s approaches to the ‘hot topics,’ couldn’t be more difficult. Williams and Murphy focused on the different eras of policing, and how the racial conflicts have overlapped policing efforts. Whereas, Kelling and Moore focused on how police have evolved with the eras. The articles were dramatically different, however, the policing eras: Political, Reform, and Community Orientated eras were influenced largely as the main focuses for each academic article.
The Political Era of policing occurred in the early 1800’s and lasted until the 1930’s, and was under the direct influence of the local government and politicians. There were benefits of political influence; police departments began to develop intimate relationships within their communities offering a wide array of services to citizens. For example, the police worked soup kitchens and provided temporary housing for immigrants searching for work (Peak, 2015). In addition to providing an array of services to the community, officers were integrated into neighborhoods, which helped to prevent and contain riots. Typically, officers were assigned to neighborhoods where they lived or had the same ethnic background. Police departments
Young people and the police have, for many years, experienced a tense and confrontational relationship (Borgquist & Johnson et al., 1995). This has led to a great wealth of literature based upon the notion of police-youth interaction. Much of this literature has tended to focus upon juvenile criminality and the reasons why young people commit such seemingly high levels of crime. Whilst the relationship between young people and the police force has been widely theorised and explained, there is very little literature on juvenile attiudes towards the police. Research that concerns societies attitudes towards the police force tends to focus upon the views and opinions of adults (Hurst and Frank, 2000). In this first section of my literature review I am going to focus upon work that allows us to gain a deeper understanding of why young people are so important when looking at crime. This section will allow us to comprehend the ways in which, literature suggests, young people view the police. This knowledge will provide a basis for my research in which I look more specifically at youth attitudes towards PCSO’s.
In order to have effective policing I believe integrity and ethics play a huge part in helping build trust within communities. Sound conduct by police improves community interactions, enhances communication, and promotes shared responsibility for addressing crime and disorder. There are three ways that police departments can strengthen community relationships just by training officers about procedural justice, bias reduction, and racial reconciliation. If we implement these concepts, we can create an environment in which effective partnerships between the police and citizens can flourish.
Many departments now meet regularly with neighborhood groups, allow citizens to participate in citizen police academies, and conduct forums to give citizens a better understanding of the duties of police officers and their actions. Some police departments require and encourage officers to get out of their patrol vehicle and initiate positive contact with the people on their beats (Shusta, Levine, Wong, Olson, & Harris, 2011). All of these efforts are important and relevant to community policing, which helps to remove and diminish negative images of police officers. Citizens are more willing to work hand in hand with police officers who are approachable, engaged, and take ownership of the neighborhoods they serve, which is what community policing is all about.

At the same time, aggressive patrol tactics adopted in response to rising crime and civil disobedience increased the likelihood of hostile confrontations between police and citizens and contributed to increasing complaints against the police (Berlin, Michael M. The community policing literature strongly suggests that community policing could improve communication and trust between police and citizens, reverse the growing distance and isolation of the police from the public, and reduce citizen complaints of brutality and indifference (Berlin, Michael M. Over the course of the fall 2013 academic semester, I served as an intern to the Fort Worth Police Department. My time as a criminal justice major at Texas Christian University equipped me with the necessary tools of understanding how the judicial system works. However, the field practice and experiences I received working in the recruitment department of the Fort Worth Police Department helped me to better grasp how efficient and helpful law enforcement is to our communities and societal maintenance.
The readings presented unique practicalities behind policing. I have learned that future forecasting is necessary to understand different trends so we can predict how it will impact future crime rates. I liked how the reading broke down different factors that might contribute to the increase in crimes. Addressing the futures wheel, it looked at past crime rates from 1984 to 1994 where the increase in crime rates resulted from gangs, drug trade and the necessity to use firearms in order to protect their possession of drugs.
Understanding the issue is just part of what’s needed. The purpose of the section is to identify a solution, or as may be the case, solutions. So, the question here is what can we do to improve the relationship between the police and the citizens. Over the years there has been many books written and studies conducted, all in an effort to find the best way to improve police and citizen relationships. To do this we must look at all available information. According to The Study Circles Resource Center’s Protecting Communities, Serving the Public: Police and residents building relationships to work together (2000), “Bring police and community together. We need to meet not just when there is a crisis or a big crime. We should do things to build relationships that are not so full of conflict. Then it would be easier to work together. We can build respect and trust for one another when we make time to meet with and learn about each other. This is the only way to do it.
Good communication is essential to how well police officers interact with the public because it influences how the public responds to officers. Listening, speaking, writing and focusing on what others say are all ways officers can affect the way the public views them. A lack of these vital communications skills results in poor understanding, an officer not knowing how to proceed, and people who need police assistance giving up. Officers must also consider how communication might affect a community’s reaction. It is obvious that these traits are very important for optimal police work. Experiences show that people react more calmly and cooperatively when police officers treat them well. Therefore, good communication is needed in order to make the jobs of police officers easier and more positive.
