According to Livermore (2008), people who are actively looking for work but are not currently in a contractual arrangement are considered unemployed. Since the recession in 2007, unemployment has been an ongoing problem in America. Many companies were laying off thousands of employees because they could not pay them. As of September 2011, the South and the West has the highest concentration of unemployment. Nevada has the highest jobless rate, 13.4%, followed by California with 12.1% (Cooper, 2011). The collapse of the housing bubble left Nevada with high rates of unemployment. South Carolina’s unemployment rate is 11.1% and is the fourth highest in the nation (Cooper, 2011). Most people had a hard time finding work because they were not familiar with filling out applications online; especially if they had been working for 30 years at the same company (Alpert, 2011). The labor market is governed by the laws of supply and demand. There are policies that address labor supply and labor demand. Labor supply strategies refer to employment training programs that are supported by the U.S. government over a period of time. Labor demand strategies encourage employers to hire more workers by helping them create new jobs; encourage them to hire certain workers; and punish those who discriminate against certain workers (Livermore, 2008). We will focus on policies that relate to labor supply strategies. The Job Training Partnership Act (JTPA) was established in 1982, and it was a job training program administered on the state level by the private sector. Training is one of these practices he mentions. Training allows an employee to practice and refine his/her skills under the instructions of employers. This forms a bond between the two. When an employee performs a task following his/her training, he/she is showing respect to his/her superiors. This mutualism is essential and forms connections that could lead to higher compensation and better opportunities in the future. Pfeffer asserts this point very clearly, “Investments in training activate the norm of reciprocity. If an employer has invested in an employee, that employee will feel some obligation to reciprocate that investment with greater effort and commitment” (123). Here capitalistic values are in sync with American values of mutualism and equality. Another strategy is information sharing, which introduces the values of trust and communication. Capitalists reserve the upper hand in a workplace. They have money and they have power. They know the crucial details, secrets and unsaid motives. Employees who do not have friendly relations with their superior are less likely to trust them. Unemployment, it is all too common of a label in this day and age for the American society. In Joshua Cooper Ramo’s article, “Unemployment Nation,” he clearly states: “the government can’t hire everyone” and that there is a decrease in jobs nationally. Ramo’s article was published in the Spetember 21, 2009 TIME magazine and includes many personal tragedies that happened to real Americans who have lost their jobs and are unsuccessful in finding another employer. Many hardships are about to sweep over the United States with an increase in percentage of Americans who are jobless, but with unemployment on the rise, where or how can America create more stable jobs?
In the United States we commonly see a large population of the unemployed living on the streets. One may notice their lack of mental stability. It's possible they were fired from their job due to their conditions and were unable to find employment ever since. Discrimination is playing a major role.

Even when they enter postsecondary institutions, their unawareness of the job market may cause them to choose a program that will not produce growth in the area. Since not every high school graduate will attend college, states will have to create a committee that will provide students at least minimal knowledge-based curriculums and survival skills, while dealing with the technical and global nature of the economy. Job readiness and college programs should start as soon as their freshman year, but the problem is that many schools don’t have enough resources to provide their students these incentives. Also, certain groups display more limitations than others, therefore, will continue to lag behind in the global market until decision makers recognize that leveling the playing field will, actually, boost the economy.
Why are so many people employed in California even though jobs have been increasing recently? Unemployment is one of the controversial issues that affects the economy of a nation and also the factor that lengthens the gap between the rich and poor because of the inequality income. There are two reasons that make the mount of unemployment constantly increase. First, there are limited numbers of job vacancies because people lack work experience and education requirements. Second, Jobs have been increasing but still not enough because there are too many people needing jobs. Third, the labors from others countries are also the significant that lead millions people in California to face unemployment.

Today, the unemployment rate in America has been the lowest it’s been in the past seven years as a result of not only the government’s efforts, but the workers as well. There are multiple categories of jobs that were a substantial factor in lowering the rate. They included the civilian labor force participation rate of 62.8 percent, the 6.6 million involuntary part-time workers, the 2.1 million people marginally attached to the labor force (they do not have a job, but are not counted as unemployed), and the 756 thousand discouraged workers (people who believe that there are no jobs available for them); in the past year, the amount of people in these categories has decreased by 888 thousand in terms of those long-term unemployed. Despite the low unemployment rate, there are still nearly five million job vacancies nationwide that should work to be rectified as soon as possible. Comparatively, however, the United States is not at all behind in terms of the overall unemployment rate itself, but falls short of having the lowest unemployment rate internationally. Surprisingly, the world’s most populous countries of India and China have a lower unemployment rate than the United States; it’s less than four percent! The most common causes of unemployment are getting fired and layed off for specific reasons. People might get layed off if a company is going out of business or maybe if there are positions in the company that are no longer needed. It’s difficult to find a job right away after being fired. Companies don’t want to hire someone who has just been fired for reasons such as failure to do a sufficient job, not showing up to work, stealing, etc. It’s also hard to find a job instantly after being layed off. In some cases the economy is down and it is hard to find any work in general.
