There is a continual debate among many about our local sheriffs of today. Many people believe that we should continue with the system of electing them as we do today. However, others think it would be best to hire them. If we began hiring the sheriffs based upon their credentials it would not only bring forth better sheriffs, but make getting rid of one easier too. Most sheriffs are only in power because they are liked around the area. Some places do not require their sheriffs to have any policing background. How can you expect to receive a good sheriff without having requirements set up? Sheriffs should be appointed based upon merit, experience, education, and quality. To begin, in the United States today, we elect our sheriffs. In many …show more content…
Hiring the sheriffs would allow a simpler and faster way of appointing them; rather than the long, strenuous period of election which we struggle through today. Also, if the sheriff does not do his job, firing him would be much easier than if he were elected. Today, if you have an insufficient sheriff there is nothing you can do about it. You must wait until there is another election, and more candidates to choose from. However, if they were hired, the firing process would be smooth and easy. In addition, hiring these officials gives you a greater margin of success. The city council would be able to make requirements for those wanted to become a sheriff. If there are qualifications set for people wanting to run for sheriff, then the irresponsible, unqualified sheriffs will not be present. Hiring the sheriffs creates a greater chance of receiving a good sheriff. Many sheriffs today are unqualified, and incapable of performing their …show more content…
The act of electing a sheriff is such a long process. Also, if the sheriff does not uphold his duties, there is no way to get rid of him. Electing them creates a greater margin of failure. If one candidate is popular among the city, or county, then that candidate is most likely to win, no matter what his credentials are! Hiring the officials would be a fast process, and create a greater chance of success. Also, if they turn out to be insufficient, then the firing process would be easy. Hiring them allows the authorities to appoint someone who meets the right standards by reviewing their applications, interviewing them, and confirming that they are capable of upholding the law. In many different ways hiring the sheriffs would be much more successful than electing
When a vacancy in the sheriff's office comes up, the top three names from the register are sent over for the sheriff's office to conduct interviews, background investigations, and the medical, psychological and polygraph exams. The sheriff's office doesn't become involved in the hiring process until after the written exam and physical agility test have been completed, and names have been received from the register.
The Mayor also has the power to appoint, promote, transfer, reduce or remove any officer or employee of the City, except those who are elected.
Police corruption is a difficult issue cities have to deal with and one of the oldest problems in the police force. Corruption can be defined as the mistreatment of public power for personal benefit or private and the use of excessive force, either emotional or physical. In this essay I will explain in detail federal indictments of Los Angeles County Sheriff officers for mistreatment of jail inmates and visitors. Another topic I will explain is the transfer of Los Angeles County Sheriff hired officers with questionable background. Finally, I will end by analyzing the hiring of new Sheriff deputies under the “Friends of the Sheriff” program.
In Wyatt Earps attempt to seek “justice” he not only founded a gang that was legal because they were deputized but they got away with everything because of it. Earp was not a shining example of a lawman, when you took off his badge you could see him for what he truly was a man that sought revenge through any means possible; who also had a severe gambling addiction and committed petty crimes. If every marshal were like him the west would not have been good vs. evil, but a lesser of two evils vs. evil. In were an unfair system that allowed a corrupt man to run part of the west with no opposition because if you tried to harm him he would come after you with a vengeance. He never will be example of a good sheriff he is a man who committed his crimes with the protection of the law to benefit himself and nothing more.
When a city or town decides to consolidate their policing services, they are creating an entirely new department. Policies and procedures once used before, no longer translate to a consolidated force, and subsequently must be rewritten or altered. This altering or production of regulations must be done with extreme care, as a fluid unification of departments is a crucial aspect of success. Most municipalities chose consolidation for a number of reasons ranging from decreased population, tax revenue, and/or policing efficiency. The success of the consolidation process then hinges on the successful mitigation of the previously laid out problems.
Arizona’s constitution affects its counties in many ways; first off they need to follow the generic design prescribed by the state constitution and statutes. According to the Constitution of Arizona section XII, it states that each county shall have the following elected officials: sheriff, county attorney, recorder, treasurer, assessor, superintendent of schools, and at least three supervisors. Each of these positions holds a four year in office term, and each supervisor is nominated and elected by a district within the county. The state of Arizona has fifteen counties all of which were established during the territorial period, when towns were relatively small and far between each other. Counties of more than 500,000 residents may form a county charter to determine county laws, which helps strengthen county governments by allowing them to make their own decisions and not having to ask the state legislature. Each county is governed differently depending on its size, each county brings with it its own challenges, but they still have to hold true to the state constituti...
Law enforcement in the United States is being perceived as a dangerous, toxic force that cannot be trusted by society. People used to trust law enforcement and come to them in a time of need for protection or help. Media has pointed out only a few corrupt people in authority abusing their power, creating fear in the public’s eye. Although these concerns are spreading throughout the nation, New Mexico is also worried as well. In order to possibly solve this issue, New Mexicans need to show more respect for law enforcement officers because most of them are not practicing racism, abusing power, or using unnecessary violent force. Society has created this image of police officers as these monsters that are in fact practicing racism, abusing their
Professor Decarlo stated that “you must make sure you are one with your community and the community would be one with you.” “That is why our community applauded us when we walked in”. Being a police chief, you would want that effect from your community and after feeling like you can’t produce that you start to get scared and or nervous, and feel you’re not the person for the job. In conclusion police chief selection is way more complicated than anyone, including myself, cold ever imagine.
Police discretion. Police discretion is defined as the decision-making power afforded to Police Officers that allows them to decide if they want to pursue police procedure or simply let someone off with a warning. Police discretion can be also defined as the individual’s ability to make a decision based on the principle of courses in the actions. Police officers are usually in the position of having to make decisions on how to handle a specific situation alone, or without immediate supervision. In other words, police discretion is the choice the officer has on how he or she enforces the law. Discretion in law enforcement includes whom to arrest, whom to investigate, whom to talk to, and whom to interview (Pollock, 2014). Use of discretion
Recruiting officers is a vital job for any city, state, federal department. The people that are recruited could be the next leaders of the department. Most departments try to pull in the most diverse and qualified applicants that are looking to make law enforcement a career. They also look for applicants that have a commitment in severing their community. The recruiters have a bigger pull of people with the unemployment rate going up. There are more people going back to school to study criminal law and are looking for a career in law enforcement. The recruiters look for people that hold knowledge in law, communication skills, self- discipline, and attention to detail. The new recruit should want to stay learning new things by furthering their education in law enforcement. The recruiters must hold a high standard for hiring police officers because of what the community expects from their law enforcement. Most recruiters have to go by the department’s code of ethics that each department has set for their officers. This has made recruiters come up with new ways of trying to recruit officers. Some recruiters have started going after top students out of universities and other schools. Many Departments have come up with hiring incentives for new r...
I believe officers in law enforcement are here to serve and protect the citizens of this country. Although as I stated before I also believe that there are still a few that are bad. The majority of them are good. For any kind of change to begin a number of factors need to be involved. The citizens need to use fairness.
Law Enforcement is a person or agency responsible for enforcing the law. With this being said, many businesses can be an example of law enforcement. Law enforcement can be policeman, lawyers, or just anybody that has the right to enforce the law. We are given laws for safety, and to protect our rights as citizens. One would think everyone should respect and follow the laws given. Once upon a time in The United States, every citizen respected the laws, and our morals were upright. Through out the years, our morals, or ethics, changed. Law enforcements got stronger, figured out they are untouchable, resulting in going against the law, and going against our moral beliefs. Although law enforcement can be helpful to citizens, their roles of ethics
It is often said that power brings corruption, but in reality it is an individual’s lack of character, self-discipline, and integrity that leads to corruption. Law enforcement can bring many temptations on the job, and maintaining an up most level of personal integrity can often times be very difficult. The very nature of the job surrounds officers with all of the bad things that society, produces. There can be an endless amount of training and rules put into place to try and deter officers from committing unethical acts, but in the end it really just comes down to the specific individual and their willingness to do the right thing.
Police agencies put many policies and regulations in place to make sure that their officers are safe on the streets and that everything is done correctly to avoid dangerous or legally troublesome situations. These policies are made by the highest ranking officers in the department. A system known as the “chain of command” was instituted to ensure that all policies are followed in the department and to allow officers to focus on their individual responsibilities. The Chain of command is a series of administrative or military ranks, positions, etc., in which each has direct authority over the one immediately below (dictionary.com). With each new rank comes new responsibilities and duties that must be done. Each rank has direct responsibility for the ranking officers below them. This allows for a more structured and disciplined department. Lower ranking officers can bring smaller issues to a superior such as a sergeant instead of going directly to the chief, allowing the chief to focus on bigger things in the dep...
Community oriented policing is a philosophy that directs police operation, management and strategies. The model emphasizes on establishing a partnership between community and police and solves problems that directly affect the needs of the involved community (Chappell, 2009). The model of policing promises that coordination between the police and community relations will assist to reduce crime and fear and improve relations between the two, facilitating faster responses to distress calls and routine calls for service. One of the significant objectives of the community based policing is to create a working partnership between the community and police (Alpert & Dunham, 1986). Additionally the community can evaluate problems and come up with solutions and implement the services that are genuinely community based. The C.O.P. encompasses a variety of policing strategies involving the community such as neighborhood policing, problem solving and community policing (American Law legal Information, 2014). It is focused around the ideology that the police are not limited to the powers of traditional law enforcement in carrying out their duties, and should particularly draw on other inputs such as community policing to control and prevent problems arising from crimes (Oliver, 2007). This requires the effort of the police to build trust and consciously make an effort to create an environment in which community willingly and actively co-operate with the police partners. Community based policing should promote and improve organizational structures and strategies which support the systematic use of problem solving techniques and partnership, to proactively deal with the immediate circumstances that give rise to the safety of public by dealing ...
