Over the course of the chapter, Judd & Swanstrom quickly cover the history of the "reform movement" with different examples of how the reform movement affected city politics in different areas.

According to the City of Bellevue website, “Balducci represents Bellevue on regional transportation issues”. It would be effective to contact her because she would be able to take action and help in reducing the speed limit on my neighborhood street. However, there are many pros and cons when directly calling a local city council member. The good thing about making a phone call is that a citizen would be able to directly call someone who makes decisions and then talking to them personally. It allows people to discuss and articulate on the political action that would like to be made. Making a phone call also allows for a more meaningful conversation that can come off a lot more clearly. It allows for immediate feedback and the conversation is also relatively private between you and your legislature. However, as Carroll states “often times legislators are not in their office due to other obligations” so it can be hard to directly contact them. It may result in one having to leave a voice message and at that point, the message might not get across as clear. Since legislators are so busy with other tasks, sometimes the line might be busy and your call might not get through. Ultimately, the message may get lost along with all the other voicemails from citizens that the legislators are

The police chief selection is very interesting to me. Police chief of NYPD is Philip Banks III and he was selected in March 2013. The 26-year veteran of the force and former Chief of Community Affairs was officially installed as the Department's highest ranking uniformed officer in promotion ceremonies at Police Headquarters. I wanted to know how chiefs were selected and what they were selected based on. A Chief of Police is the title commonly given to the top official in leadership of a police division, especially in North America. Elective titles for this position incorporate Commissioner, Superintendent, and Chief constable. Rather than an Us Sheriff, who is for the most part chosen by the voters of a district, with the exception of in the states of Rhode Island and Hawaii, a Chief of Police is generally a civil representative who owes his or her fidelity to a city or town. The expected salary for a typical Police Chief is $97,822.
The agency’s administration will depend on what kind of department they are in. A police department is a law enforcement agency that is governed by the city, whereas a sheriff’s department is governed by the county. A sheriff’s department is higher than a police department. For example, a sheriff’s department can patrol within city limits, but a police department cannot patrol outside of city limits. That being said, in rural areas, the police department and sheriff’s department have mutual aid, which simply means that if the sheriff’s department needs assistance outside of city limits, the police department will assist them, and vice versa.

The role of the governor is to head a public organization as a leader or chief by directing or controlling it. Texas governors, as well as other state governors, are limited with their powers of what they can control and what they can not by way of the statues dictated in their state constitutions.
Almost all the powers of the Governor-General are exercised only on the advice of government. This is done through a committee called the Federal Executive Council, usually just referred to as the Executive Council. Nowadays, the Executive Council is largely a formality, attended by only two or three Ministers or more junior parliamentary secretaries, where advice is formally given to the Governor-General. By convention, major decisions about the advice to be given to the Governor-General are made by Ministers individually or as a group, in Cabinet. (CCF, Rolehead, 1999)

Authority stems from the practitioner’s official position and applies only to the territory or jurisdiction to which he or she is assigned.
A government was required to lead the people and aid in organizing a city. City governments were far more powerful than the council of elders and local chiefs of farming villages. At first, Priest probably had the greatest. In time, warrior kings came to power as chief political leaders. They soon set themselves up as the chief hereditary ruler and passed their power from father to son. Governments soon became more complex as rulers issued laws, collected taxes, and organizes systems of defense. To enforce order, rulers relied on royal officials. Over time, government bureaucracies evolved. Almost always rulers claimed their power came from god or divine right. These rulers then gained religious power as well.
