Many economists agree that a tax may be considered as a financial charge that includes a transfer of resources from the private to the public sector and this act of nonpaying transfers is punished by law. History has shown that taxes are not an invention of the modern era. They have been used many centuries ago for different purposes that were related mostly with public works, economic infrastructures etc. In our days the taxes are levied in money or its labor equivalent. in the countries that came from a communist regime ,firstly was implemented a tax system based on the progressive tax. this was a system that was used widely by the western countries. The problem was that the result of this new tax implementation wasn't what the governments and economists expected. The economic condition of the post communist countries differed a lot from the civilized western countries. For this reason some of this countries since 1994 implemented the flat taxes as a new mean for encourage the economic growth. What it should be emphasized is that the tax system is an issue that always generate debated. There are a lot of arguments pro and cons the different taxes that are raised from the interested parties. These research paper will give a general view of what are the advantaged and disadvantages of flat tax and progressive tax.

The tax policy in the United States is very confusing. When the tax policy was originally written in 1913 it was four hundred pages. Now, over the past ninety one years, that tax policy has evolved to over 72,000 pages. Since the tax code has become so lengthy and nearly impossible to understand, the topic of tax reform has been in the minds of many. Although, most barely think about tax reform until tax season. It is a controversial subject due to the impact a change in tax code would have on the American people. The two most popular and widely known stakeholders in this debate are the two major political parties in the United States, the Democrats and the Republicans. The two parties share absolutely no common ground on the subject of tax reform, other than thinking the other parties solution is wrong. The Democrats, in general, want to raise taxes on the wealthy, while Republicans, generally, want to cut taxes for everyone (Democratic Party) (GOP). Unfortunately, with the United States economy currently doing so poorly, the parties can no longer afford to remain at a standstill, some sort of compromise is going to have to be made. The implementation of a flat tax, and discarding the current tax system would be a compromise that both parties can agree on and will simplify the tax code, overall benefiting all Americans.
I. You might have heard politicians in the news, talk about overhauling our tax system with a new fix-all idea, the flat-tax. This would simplify our overly complicated tax system and might seem appealing at first glance, however there are serious problems with it.
The U.S. along with only 6 other countries use the progressive tax, the progressive tax is a very unfair and inconsistent taxing system.This system has a varying rate that taxes the higher income homes with a higher rate,and the lower with a reduced rate.The Flat tax is a taxing system that has one flat tax rate for all ranges of income homes. The flat tax has been proposed multiple times throughout legislation , but not once has it been taken seriously as a cure to fix the current tax problems.The U.S. needs to adopt the Flat Tax because it is a simplistic system that would be fair to use and also promote economic growth.
The current tax system that the United States uses contains several flaws. First of all, it is very complex. It is comprised of many various variables that can create loopholes. These loopholes can cause two equal income families to be paying very different tax rates. In fact, there are 480 different types of tax forms (Website). The current tax system is also very unfair for the wealthy. Because it is a progressive tax, it is higher for people who have higher incomes. People should not be punished for being successful. If a flat tax policy were instituted, then it would simplify the complicated tax system, create fairness within the economy, and promote a desire to thrive financially.

Maryland has collected revenue of nearly $400 million from tobacco and alcohol. Between the period of 1998 and 2009 there has been a decline in adult smoking rates by 32.6 percent. The congressional budget office have come into conclusion that hike in the tax of cigarettes from $1.01 to $1.51 per pack would help trim costs to Medicare, also there would be a decline in death rates and improve health, this would therefore make the citizens of the US live longer and paying taxes longer. It’s a possibility that tobacco companies are to make a riot, by making statements such as tax revenue is not the dependable source of revenue, and increasing tax will only inspire smuggling. If poor people are the ones who’ll quit the habit of smoking, so much better for them as they’ll benefit a better quality of life, but there will be a raise in the cost of Social security as there are healthier individuals who are likely to live longer, and hat would result in more retirees.

The consumption of tobacco and cigarette advertising is an age old problem worldwide. The new concern is based on the high rate at which young people are taking on this bad habit. Now more than ever, it has become a major health risk, not only to smokers but to young people as well. The use of cigarettes have many significant negative externalities of consumption and have been criticized for decades. The figure below shows to what extent the consumption of tobacco affects the society through its externalities that add to public/social costs. The graph clearly shows that the marginal social benefits curve is far below that of the marginal private benefits curve. It also shows that with the addition of a tax, the quantity of cigarettes consumed decreases drastically and the price of a pack increases. (Q1 decreases to Q2, and P1 increases to P2)
