The City of Rock Hill has multiple budgetary funds. They have reported up to nine individual governmental funds, which include General Fund, SW TIF Fund, Street Bond Fund, and Capital Projects Fund (City of Rock Hill 2013, 6). The city also maintains other funds that are combined into one single fund called “other governmental funds,” which makes it easier to budget (City of Rock Hill 2013, 6). Within the other governmental fund category are the Police Training Fund, Asset Forfeiture Fund, Sewer Lateral Fund, McKnight Crossing TIF Fund, and the NW TIF Fund (City of Rock Hill 2013, 51). All of these funds make up the City of Rock Hill’s major and nonmajor funds. According to Bland, the City of Rock Hill is following the proper procedures, when it comes to governmental budgeting. The City of Rock Hill follows the generally accepted accounting principles (GAAP), which Bland states help standardized the governmental accounting profession (Bland, 107). As a lot of the of funds mention by Bland have different titles than Rock Hill’s funds, they operate in the same way. The cities Capital Project Fund increased by $252,940, and the SW TIF fund increased by $89,354(City of Rock Hill 2013, 10). Overall the cities combined fund balance decreased 28% or $1,237,418 from 2012, which the city said they could spend at their discretion (City of Rock Hill 2013, 10).

Our Preamble lists five main goals that are required to help create a strong and stable society within our country. However, money is required in order to achieve these goals. We get this money from the Federal Budget which is the yearly amount we receive in order to better our country. The question here is, are we slicing the pie correctly in relation to the federal budget? In each of three budget clusters, the U.S Government should make adjustments in the way it is distributing money by making changes involving the Big Five, the Middle Five, and the Little Guys.
The country needs to start monitoring how the government is spending the federal budget and they need to start splitting it fairly to benefit our country. 83% of the federal budget is spent on the Big Five which are the main expenses in the budget. We have to stop spending it all on the Big Five. Our government should really pay attention to what we need most of in this country and focus on the needs. The government needs to take away 20% of the Big Five and split it to categories that need it.
Federal spending is necessary for the economy and is essential to the accomplishment of national goals and advancement. This is why a budget is needed, however, there is no actual process mentioned in the Constitution that explains how Congress should do this. The Constitution states:
One of many ways why Atticus is a respected person in Maycomb is because of his courage. Atticus is a courageous person because he tries everyway to help others who are in need of it. When there was a mad dog roaming the streets that looked extremely ill Maycomb depended on Atticus to help get rid of the mad dog. Atticus being the brave man he is, he did exactly that. Atticus is a good man, a just man. He upholds his morals, and judges by his conscience. He is shaken but not moved by the town of Maycomb in their gossip and hypocritical ways. When offered Tom's case, Atticus knows he will take it on. He won't just stand there with no proper defense for Tom, but he will let the truth be known, and prove that Tom is innocent. "...that boy might go to the chair, but he's not going till the truth's told."
When a student is given the task of writing a persuasive essay on heroes people can think of a million real people in this world who they consider to be heroes they can choose from a wealth of individuals like firefighters, doctors, police officers, and soldiers to name a few and still some people will look inside their family structure for the topic of their essay they might choose to write about their grandmother, mother, father or any of their relatives that they feel possess heroic qualities. While these are not bad topics to write a persuasive essay about it becomes infinitely harder when the teacher says that the writers cannot chose a real person but the person that they choose as a topic for their essay must be mythical though they can still choose people like Superman, Spiderman, The Hulk, or Wolverine they can even choose the topic of their essay from their favorite book or movie as most people have done when faced with an essay of this nature. For example lets just say a student choose to write about the main hero Atticus Finch in the book “To Kill a Mockingbird” by Harper Lee. She would say that she believes the author uses the character Atticus Finch to convey the overall message of the book which is there are both evil and good people in the world and the good ones must fight everyday of their lives so that they do not become evil themselves.

Parenting is a challenge in itself. Finding the proper balance to raising children to be happy and healthy adults can be difficult. Atticus is faced with these normal problems, as well as the choice of whether or not to put his children’s lives in danger in order to defend what is just. Though accepting Tom Robinson’s case was not the easy solution, or the answer that most parents would find, by making this choice, Atticus improved his own life as well as the lives as numerous people around him. Whether to coast with the easy solution, or face the challenge is the question that parents must ponder when making important decisions.
Some might say that Atticus is not an admirable parent and puts his children in awful situations. But Atticus has a motive for his actions. When Atticus went to defend Tom Robison from the mob, his children followed him out of curiosity. By trying to be polite to Mr. Cunningham, Scout ends up stopping the circumstance before something awful happens. “‘What’s the matter?’ I asked. Atticus said nothing. I looked around and up at Mr. Cunningham, whose face was equally impassive. Then he did a peculiar thing. He squatted down and took me by both shoulders. ‘I’ll tell him you said hey, little lady,’ he said. Then he straightened up and waved a big paw. ‘Let’s clear out,’ he called. ‘Let’s get going boys.’” (Page 154, To kill a mockingbird) Although Scout and Jem shouldn’t have been out late and in the midst of a mob, Atticus wouldn’t have let anything happen to them. As a result of the children showing up at the jail, a huge problem is avoided just by their presence.
A quality of Atticus that distinguishes him from the rest of Maycomb’s people is his ability to put himself in another’s shoes, or in other words, view situations from different perspectives in order to better understand a person. This important quality is what leads him to help Tom Robinson in his case against Bob Ewell, because Atticus knew that Tom Robinson was equal to any white person despite his being black; had Atticus not considered how Tom felt, he would have never defended him. An important experience Atticus had in the story in which he taught Scout, Jem, all of Maycomb, and the reader this important lesson is his encounter with Bob Ewell after the trial. Bob spit on Atticus and threatened him, but Atticus remained unfazed: he did not react to Ewell’s actions because Atticus understood that Ewell was sore due to the destruction of what remained of his reputation and credibility before the townspeople during the

Jem and Scout’s most influential role model and their only father, Atticus, is a great example to prove some of the different forms of bravery that exist in him. He is one of Maycomb’s most noble people, and a lawyer who stood against all opinions and assumptions of Maycomb, and defeated his fears, and stuck by Tom Robinson’s side during the trials, and defended him. “There is not a person in this courtroom who has never told a lie, who has never done an immoral thing, and there is no man living who has never looked upon a woman without desire.” (p. 273) Atticus takes a risk and tries to appeal to the court’s high sense of morality, and begs the jury to avoid the state’s assumption that all black people are criminals and to deliver justice by freeing Tom Robinson. A: I think the best three words to describe me would be intelligent, talkative, and imaginative. I think these words describe me well because first, I am intelligent because I love to read books. I also enjoy writing letters to my favorite book character, Atticus Finch. Whenever I don’t know what a word means I look It up in the dictionary or on google. It has expanded my vocabulary delightfully. Second, I am talkative because I love having conversations with my friend Lisa. I also tell everything about my day to my other friend, Plant. She is a plant that I usually keep in my room. Lastly, I am imaginative because I love to compare things, like once I thought about how Atticus Finch would make a good cowboy. I also have Plant who of course, can't really talk but I still like to speak with her.
Participative Budgeting is the situation in which budgets are designed and set after input from subordinate managers, instead of merely being imposed. The idea behind this sort of budgeting is to assign responsibility to subordinate managers and place a form of personal ownership on the final budget. Nearly two decades of management accounting research has resulted in equivocal findings on the consequences and effects of participative budgeting (Lindquist 1995). Participative budgeting certainly has various advantages, these include the transferral of information from subordinate to superior increased job satisfaction for the subordinate, budgetary responsibility and goal congruence. Its disadvantages include budgetary slack and negative motivation, however it is the conditions in which participative budgeting takes place determines whether the budgeting process is successful. The conditions are dependent on various factors such as the level of participation, level of subordinate influence, the extent to which budgetary slack takes place, volatility, job related information, and the complexity of the budget.
Throughout the novel, Atticus’ methods of caretaking, lessons and attitude toward his children show that he is a good father. Jem and Scout loved their father for what he did for them and for other people. They knew their father was a great man who did things for the greater good and did not care about the judgments people made. Despite all the complaints and rumors about Atticus’ methods of raising his children, Atticus knew he raised two strong children and his children knew they had a strong father.
