The ability to read and write was what I thought literacy meant but after reading about literacy more seriously, I have come to realise that literacy is not just the ability to read and write. From all I have read, I believe that literacy is the level to which an individual possesses knowledge in a particular field in life. To attend any level of literacy an individual is usually required to have the basic skill of reading and writing. To achieve your goals in life you must possess a certain degree of literacy, it is the fastest medium of development. It is easier to perform or to teach adults literacy than numeracy and this is due to lack of trained personal, most instructors or literacy teachers are mostly expected to teach numeracy even when they are not properly trained to do so. The literacy level in developing countries have increased but some of these literates in the developed or developing countries are not properly skilled and cannot perform tasks that they are required to perfectly. When we focus on literacy in Nigeria it is made clear that about 61% of its adults are illiterates and it is failing to provide proper primary school education for children (UN special Envoy 1). Nigeria had a vision that by 2020 it would be one of the top 20 most developed countries in the world, to achieve that the educational sector had to be improved so therefore a lot of polices were made in the educational sector. The universal basic education policy was more focused on than others because it had a lot of advantages and also a lot of ways to which it could eradicate poverty examples of these were; literacy for adults ,skills for out of school youths and basic education for
