Refugee Priority Levels Next, refugees are evaluated on three levels of priority. The first priority belongs to people who have suffered persecution or have absolutely no other plausible options. They are referred to the United States by the UN or by the United States Embassy in whatever State they are camping in (Hicks, 2015.) The second priority belongs to groups of "special concern." The Department of State determines what groups are the "special concern" groups with input from the United Nations and designated NGOs. Currently, the United States prioritizes people from the former Soviet Union, Cuba, Democratic Republic of Congo, Iraq, Iran, Burma and Bhutan as their "special concern" group of refugees (Hicks, 2015.) The third priority of refugees is the relatives of those who are already settled into the United States. These refugees may have a smoother ride into the United States and the process of getting naturalized into citizenship. The U.S. based relative must also file an "Affidavit of Relationship" to be processed by the Department of Human Services (Hicks, 2015). For years refugees have come to America from all over the globe coming from Syria, Vietnam, Iraq, and even Australia. A refugee is different than an immigrant, in such a way that they are basically forced to leave their country in order to escape war, persecution, or a natural disaster. Unlike immigrants who have been here for a long time like the Mexicans, or the Japanese, the Vietnamese have been in the U.S for around thirty years or less. After the Vietnam War, the Vietnamese feared for their life and were forced to leave their county for liberty. The Vietnamese arrived here as refugees, not voluntary immigrants.

More than any country in the world, the United States has been a haven for refugees fleeing religious and political persecution in their home countries. Linked forever to the phrase inscribed on the Statue of Liberty, "Give me your tired, your poor, your huddled masses yearning to breathe free," the United States, in the eyes of persecuted people throughout the world, has been idealized as a land of freedom and new beginnings. However, the changing face of refugees seeking asylum in the United States in the past several decades has exposed stark gaps in the legal, administrative, and social treatment of refugees. The majority of refugees in the early part of the twentieth century fled as families or in large groups. Recently, however, increasing numbers of children are fleeing their home countries alone.
These issues also include poverty and limited or no access to education, training, mental health and health care resources. Refugees also face persecution and are unable to return to their home in their native country (Villalba, 2009). Mental health counselors need to understand the impact of trauma on their refugee clientele, as they may include physical torture and mental abuse in nature. According to Sue and Sue (2013) counselors will need to address the most salient concerns of refugees, which include safety and loss. The possibility of being, or having been, mentally abused and physically tortured has an impact on their ability to stay in the hosting country. Counselors will be dealing with post-traumatic stress from their client. Equally important is for the counselor to assist the refugee in understanding issues of confidentiality. For Muslim immigrants and refugees, counselors should consider national policies during the counseling process. For example, the two Sudanese sisters’ were able to resolve their religious practice of wearing the hijab and securing employment in a beneficial way. As an advocate for the sisters and other Muslim refugees, it would be helpful to provide them access to resources that educate them in antidiscrimination policies that can protect them against hate crimes and legal resources that can help them seek asylum. Today, there are over 65 million refugees in the world. That means that one in every 113 people in the world is a refugee. To many, this number may seem extremely alarming. Many refugees struggle to find a place to resettle. America, along with other developed countries, has often been considered dreamland for these displaced people, making many wanting to get out of their war-torn houses and camps. Refugees immigrating to America have been displaced from their original homes, face frustrating immigration policies, and have difficulties starting a new life in a new land.
Those who do not fear persecution are not considered in this definition, for instance, people escaping from natural disasters, because they do not have a fear of persecution. In addition, even though the individuals do face persecution, they are not considered as refugees if they are not ‘on the basis of’ of one of the protected grounds. Even those who face persecution on the basis of a protected ground, they cannot be declared as refugees because they are not outside their country of citizenship. The most controversial notion is that those who have been driven from their homes but who have not crossed international borders, so-called ‘Internally Displaced Persons’ (IDPs), are not in the definition of refugee, even though they have all the characteristics of a refugee except that they have not crossed an international border. There were 19.5 million refugees worldwide at the end of 2014, 14.4 million under the mandate of the United Nations High Commissioner for Refugees (UNHCR), around 2.9 million more than in 2013. The other 5.1 million Palestinian refugees are registered with the United Nations Relief and Works Agency (UNRWA). With the displacement of so many people, it is difficult to find countries willing to accept all the refugees. There are over 125 different countries that currently host refugees, and with this commitment comes the responsibility of ensuring these refugees have access to the basic requirements of life; a place to live, food to eat, and a form of employment or access to education. The Canadian Safe Third Country Agreement with the United States was signed on December 5th, 2002 (Canada 2016), and is apart of the U.S., Canada Smart Border Action Plan.
