However, preventing family violence is a major priority for the Victorian government, according to Victorian Public Health and Wellbeing plan (2015-2019, p. 38) family violence have a major influence on the health and wellbeing of Victorian. According to Victorian Public Health and Wellbeing plan (2015-2019) woman and children are most affected by family violence and intimate partner was the leading cause of injury. Action according to the plan is to not tolerate family violence and to implement policies and strategies to minimize it. Family violence and most specific intimate partner violence occur between close family members in the form of financial, sexual, hitting and restriction that imposed upon the other partner (Gustafson & Iluebbey 2013, p. 51). Furthermore, the Victorian government launched the Royal Commission into family violence as step to take action and the report was delivered in March 2016 detailing how to effectively prevent family violence and improve early intervention (Royal Commission into Family Violence 2017, para 1). The two most at risk groups are woman and children and in particular those from aboriginal and refugee back ground due to gender inequality, social isolation. Low level of education affect the capacities of refugees to use proper health information as well as obtaining a good employment and accommodation. Employment: Employment is a social and environmental factor and it is fundamental to people health and wellbeing, the main outcome of employment is income. However, employment is also relevant to social life and people can have the available resources to obtain good food, good education and can afford to secure good accommodation for their families (Keleher & MacDougall 2016, p.27). Unemployment is a social determinant of health that affect every Victorian in particular those from refugee background. For refugees this is due to many years of displacement, trauma and resettlement issues. However, Refugees are also faced with the challenges of discrimination and language barriers (Abdelkerim & Grace 2012, p. 109).
