Vernon Loeb has lived in Houston for less than four years and has been in two floods and believe that Houston is its own enemy for flood control. It is a flat place and no amount of preparation could have helped to minimize the impact of the rain from Hurricane Harvey. Loeb walked to work on Sunday in waist-deepwater. In other places, the water was chest-deep. The next day, he saw a very expensive, recently updated park completely covered in water. The National Weather Service describes Harvey with “all impacts … unknown & beyond anything experienced” and as “catastrophic, unprecedented, epic.” Loeb contributes Harvey to climate change, and hopes that acknowledging this will help Houston recover and reinvent itself to developing cleaner energies.

Lawrence Willoughby, an African American male, was born in 1881 in Pitt County, North Carolina. He was the son of Lannie Anderson and X Willoughby. Lawrence married at 22,a woman by the name of Jennie Best on December 20, 1903. Records says that the two married in Pitt County, North Carolina. They had eight children in 13 years. He died on August 4, 1951, in Greenville, North Carolina, at the age of 70.

In the late summer of 2005, a terrible tragedy occurred that changed the lives of many in the south-east region of the United States. A Category 3, named storm, named Hurricane Katrina, hit the Gulf Coast on the 29th of August and led to the death of 1,836 and millions of dollars’ worth of damage (Waple 2005). The majority of the damage occurred in New Orleans, Louisiana. Waple writes in her article that winds “gusted over 100 mph in New Orleans, just west of the eye” (Waple 2005). Not only was the majority of the damage due to the direct catastrophes of the storm but also city’s levees could no longer hold thus breaking and releasing great masses of water. Approximately, 80% of the city was submerged at sea level. Despite the vast amount of damage and danger all throughout the city, officials claimed that there was work being done to restore the city of New Orleans as a whole but many parts, and even the people, of the city were overlooked while areas of the city with higher economic value, and more tourist traffic, were prioritized along with those individuals.
Some of the damage done by Hurricane Katrina could have potentially been avoided if protection systems were installed to the proper extents. In Louisiana, “some parts of the metro area continue to lack hurricane protection built to federal standards” (Webster). Hurricane Katrina has affected the lives of thousands of Americans. According to Anne Waple of NOAA’s National Climate Data Center, Katrina is “one of the most devastating natural disasters in recent US history” leaving “At least 80% of New Orleans…under flood water”. Film director, Spike Lee, in his documentary, When the Levees Broke, looks into the lives of the people of New Orleans that was affected by Hurricane Katrina. Lee’s purpose is to address racial disparities, political issues, and the discrimination against helping victims during the storm. He adopts a straightforward tone from the victims and outsiders in order to illustrate how the residents of New Orleans were affected by failures of the government for the duration of Katrina, before and after. Despite the government programs and their slow attempt to help, the government did not act quickly in the events of Hurricane Katrina because many residents of New Orleans did not receive the great amount of aid they were promised.
Dr. Robert Bullard is a researcher, activist and author who pioneered a branch of social science known as Environmental Justice. His efforts have been to fight toxic dumping in minority communities by bringing wide attention to this issue. He has been referred to as the "Father of Environmental Justice". (Bullard 1) This speech, “How Race Affected the Federal Government’s Response to Katrina” uses Hurricane Katrina and several other disasters to highlight inequities toward the black communities at all phases of disaster response. There is special emphasis on the negative effects of these inequities as deliberate racial discrimination against black communities by all levels of government. Although Dr. Bullard engages the listener well with emotionally charged phrases, it will be shown that he fails to establish that discrimination alone, and not other inherent complexities of disaster response, accounts for all of his claims.
The Coast Guard, for instance, rescued some 34,000 people in New Orleans alone, and many ordinary citizens commandeered boats, offered food and shelter, and did whatever else they could to help their neighbors. Yet the government–particularly the federal government–seemed unprepared for the disaster. Harvey resulted in over eighty fatalities and over 150 billion dollars in damages. Several factors were to blame for this immense destruction. Varying weather patterns throughout the storm, the city structure of Houston, Texas, and no mandatory evacuation caused this devastation. In my opinion, people need to respect the natural land structure and ocean life, such as coral reefs. These structures play an important role in preserving our environment during natural disasters. When Hurricane Katrina hit New Orleans with its fierce intensity, the lives of its inhabitants was forever changed. The winds rose and the waves crashed upon the only security system this, below sea level, city had against the many water systems surrounding it. Most people think that the waves simply rose up over the banks and levees of the city; however, evidence proves this thought wrong. The actual reason New Orleans was flooded was due to poor engineering. According to experts, two thirds of the tragic flooding could have been prevented. Thousands of homes could have been saved if the engineers responsible for building New Orleans’s levees had followed regulatory guidelines.

The artifice in these essays bring so much false hope and suffering to the people of New Orleans.
Formerly, New Orleans and surrounding areas had eluded the calamity of the storm, which was later proven wrong. A flood warning was announced after it was predicted that the river would ‘’rise 60ft,’’ which would overflow a levee. Memphis Tennessee floodings are awful events, but some have left their mark in history, and have impacted society making many people search for solutions. Historical flooding events have dated back beyond 1927, but Memphis’s first calamitous flood was in 1927, then in 2011, but between those dates there have been street floods that happen without interacting with the river. Many important aspects of everyday life are lost during floods such as lives, homes, and money. People have been searching for solutions to prevent floods, and ideas that are executed well could easily become an ideal panacea. Memphis is where I have been raised and experienced several floods, which gives me a much stronger feeling about the history, impacts, and techniques to stop floods.
Since 1900, New York City’ s average annual temperatures, measured from Central Park,have increased by over 1.67 degrees Celsius, and the sea levels surrounding the cities have risen by over a 30 centimeters. In addition, sea levels could rise additionally up to 2 meters by 2100 (Gerken, 2015). Resultantly, more extreme precipitation events are expected to occur in the future, such as hurricanes and flooding. Currently, 11 percent of the city’ s area is currently included in the 100-year flood plain, affecting over 400,000 residents, and that number could increase to 20% by 2100 (Gerken, 2015). The mayor of the city, Bill de Blaiso, had announced a sweeping plan to reduce greenhouse gas emissions by 80% by the year 2050, allegedly make neighborhoods safer from disaster.
