The National Crime Victimization Survey (NCVS) is information that is gathered by the U.S Census Bureau. Unlike UCR this information is not given by law enforcement officials, but by a household survey that is conducted about twice a year. As we all know, the presence of law enforcement resources, police in particular, in high crime areas does reduce crime rate through the fear of apprehension, but what impact does an unexpected and extreme police presence have on non- criminogenic areas? The article that I am evaluating studies whether increasing in police attention in non-traditional high crime areas succeeds in its deterrent affects or instead creates more crime and disorder problems in these communities. In January 2008, an area that was close to a university campus and not commonly known for disorders witnessed a sever crime of abducting a young women whose dead body was found several months later. There was a decline in crime during the 1990s. Our country enjoyed seven years of declining crime for the period 1991-98, the most recent data available. During this period crime declined by 22% and violent crime by 25%. These are welcome developments, particularly following the surge of crime and violence of the late 1980s. This decline occurred during a time when the national prison population has increased substantially, rising from 789,60 in 1991 to 1,252,830, a 59% rise in just seven years and a 47% increase in the rate of incarceration, taking into account changes in the national population (Mauer 21-24).

Looking back at the number of homicides in the city of San Jose, CA for the year 2000 it was 20, then there was an average increase of 8 murders per year for the next 8 years. Then in 2010, despite a population increase of over one hundred thousand people, there were only 20 murders in the city of San Jose. Now in 2011, up to the month of July, there have been 26 homicides, which means based upon the current rate San Jose is on track to have more than 50 homicides in 2011, which would theoretically be over a two decade maximum. Now despite having lived in a small town, I consider San Jose as a home away from home because I go there often. I have had a job there and my dad has worked in San Jose for 28 years. In 2009 the San Jose area was rated as the seventh safest area in the country and when that happened it made me feel thankful that my family and I have lived in such a safe area. Yet nowadays it seems like I have been reading about a different murder every week, which has caused me to ask many questions about the possible causes of this rise in murders. From the research I have done, the cause seems to be a rise in gang violence and rival gang murders. In San Jose, the two rival gangs, Norteños and Sureños, have begun to be bolder with their killings as shown with the already high and rising murder rate of 2011. Solutions must be determined in conjunction with the San Jose Police Department and governmental gang task forces to establish the best course of action to stop the continuing rise in violence (Associated Press).
Due to the fact that the Uniform Crime Report is released every year, allows for it to be readily available and updated for the media, researchers, students, and government organizations (Rosen, 1995). According to O’Brien (1985) The Uniform Crime Reporting system (UCR) was developed in the 1920’s in order to create a system that would report crime uniformly across the many different jurisdictions in the United States. For the purpose of this paper I am going to discuss the debate between the relationships of the overrepresentation of minorities in crime statics and if the results are biased based on race. There is a debate regarding the accuracy of the statistics provided by official data resources such as UCR and NIBRS in regards to racial disparities. The fact that racial or social class bias does have an impact on what crimes are reported and the neighborhoods that have the highest police presence does lead inevitably to an overrepresentation of minorities when viewing crime statics as quantitative data points. Official data leads you to believe that a criminal in the United States can be described as being urban, lower class, African American male between the ages of 13 and 20 years old (Feldmeyer, Lecture 1/15/2014). Why is this information important? I believe it leads to bias in the way neighborhoods are policed, the way police stop and search vehicles, the people that police view as being “suspects” and are subjugated to stop and frisk. I also believe that this stereotype plays a part into the sort of people that are reported for being or acting “suspicious”. This can impact that perceived description of the offender when a victim is filling out a police report. All factors help lead to establish some sort of bias that inevitably can lead to disproportionate representation of minorities in UCR statistical data.
The two terms crime and delinquency often time coincide with each other. The main reason we need to know the difference between the two is because they have different meanings. The word crime is defined by an act that an individual does that violates the state code or Constitution. The best way to define the word delinquency would be an act of misconduct. But this word is usually paired with the word Juvenile. I think there’s an importance between the two words because a violation of a criminal code and misconduct are kind of different.
