Most of the destructions from the events of August 29th 2005, when Katrina Hit the City Of New Orleans, were not only caused by the storm itself; but also, by failure of the engineering of the levee system protecting the entire infrastructure of the city. The years of poor decision making and avoidance of the levee system led to one of the most catastrophic events in the history of the United States. Throughout our research, we have identified three key players in charge of the levee system design, construction and maintenance. These three organizations are the Unites States Corps of Engineers, the New Orleans Levee District and the Louisiana Department of Transportation. The consequences of the hurricane showed the organizations negligence in the design, construction and maintenance of the protective walls. Later independent sresearch showed that more than 50 levees and food walls failed during the passage of the hurricane. This failure caused the flooding of most of New Orleans and all of ST. Bernard Parish. The Unites States Corps of Engineers had been in charge of the of the levee system and flood walls construction since the 1936 flood act. According to the law, the Louisiana Department of Transportation is in charge to inspect the overall design and engineering practices implemented in the construction of the system. Once the levee systems were finished, they were handed over to the New Orleans Levee District for regular maintenance and periodically inspections. The uncoordinated actions of these three agencies resulted in the complete failure of a system that was supposed to protect the people of New Orleans. In August of 2005, Hurricane Katrina slammed into the Gulf Coast, leaving its signature of destruction form Louisiana all the way to Florida. The hardest hit area and the greatest catastrophe was in the city of New Orleans, Louisiana. For many years the people of New Orleans had feared that one day a hurricane would drown their city with its storm surge. Katrina brought that nightmare storm surge and flooded the city. Yet the New Orleans levees system and flood control was the major cause of flooding, due to the inadequate repair and maintenance failure, incompletion of the levee system, and engineering designs based on outdated scientific data.
In the bright, clear, spring morning of April 16, 1947, an event occurred in the Texas City Harbor in Texas City. To the survivors of this disaster, what happened on that Sunday morning was like the end of the world. Sadly, to those who did not make it, this indeed became the end of their world. Despite all of Reconstruction’s promises and successes, the era included many failures, too. One such failure was the formation of the Ku Klux Klan and other racially prejudiced groups in the South that promoted violence towards African Americans. Another failure involved the corruption seen during Reconstruction by both the North and South. The carpetbaggers who were Northerners helped spread corruption in the Reconstruction Era by moving from their home state in the North securing a political office or position in the South to carry out the plans of the Radical Republicans. In the South, many local governments disenfranchised or created poll taxes for African American voters enabling them to vote.
At 5:12 a.m. on April 18th, 1906, the California city of San Francisco was awoken by a 7.8 magnitude earthquake. Chaos erupted with the earthquake leading to fire break outs throughout San Francisco (Cameron and Gordon. Pgs 69-73).The earthquake and the resulting fires caused destruction to majority of the city with buildings crumbling and igniting into flames. Many people died along with thousands and thousands of people being left homeless. This devastating earthquake left the city and United States in a financial crisis. Although the 1906 earthquake was one of the worst natural disasters in U.S. history, the city of San Francisco was able to overcome these substantial physical, social and economic impacts it had.
One of the major aftermaths of the Northridge Earthquake of January 17, 1994, was the widespread connection damage that posed a major question regarding the behavior of field-welded, field-bolted moment frame connections, also known as Pre-Northridge connections.

But, this is where the Federal Emergency Management Agency (FEMA) steps in and up to the plate. FEMA works “as part of a team helping communities reduce their risk, helping emergency officials prepare for all hazards, and helping people get back on their feet after their lives are disrupted by a disaster.”2 FEMA’s primary focus is to coordinate federal and logistical operations “to save and sustain lives, minimize suffering, and protect property in a timely and effective manner in
