The universal law formula of the categorical imperative ("the CI") is an unconditional moral law stating that one should “act only on that maxim by which you can at the same time will that it should become a universal law.” A maxim is the motivating principle or reason for one’s actions. A moral act is an act by which its maxim can become universal law that would apply to all rational creatures. As a universal law, all rational creatures must act according to this maxim. The CI requires one to imagine a world where the maxim one wishes to act by becomes a universal law, in which all people must act according to this maxim. If one wills this maxim to become universal law that all rational creatures must follow, but there is a contradiction in conception or will, than this maxim cannot become universal law, and thus, the act is not morally permissible. A contradiction in conception occurs when by willing one’s maxim to become universal law, one is imagining a logically impossible world, for there is a contradiction in the very idea of every rational creature acting on this maxim. In contrast, a contradiction in will does not yield a logically impossible world, but there is a contradiction in willing what it is one proposes to do and in wanting the maxim to become universal law. An example of the application of the CI states: A man wishes to deceive someone in order to get what he wants. This man is acting on a maxim that says, “In order to get what I want, I will deceive.” Under the CI, one must consider a world in which everyone acts on this maxim, by willing this maxim to become universal law. In a world where everyone deceives in order to get what they want, it would be impossible to deceive anyone. Therefore, because the CI may lead to the morally wrong conclusion, the CI proves itself to be a useless principle unless supplemented by the idea of generalization; but without a formal method describing how to generalize a maxim, the CI may lead to contradictory results, and thus, it cannot be used to determine whether an action is morally correct. Where the application of the CI leads to opposite conclusions from the same situation, there is a contradiction, and thus, the CI cannot be true. Therefore, Mill’s criticism is fair, for if one cannot decide whether an action is right or wrong under all circumstances, than the CI is an incomplete theory that cannot be applied in any situation.
The principle of utility states that actions or behaviors are right in so far as they promote happiness or pleasure, wrong if they tend to deliver despondency or torment. Sally’s prescriptive moral theory combines two separate and unrelated principles to create an all-encompassing moral theory to be followed by moral agents at all times. The first is rooted in consequentialism and is as follows: 1. Moral agents should cause moral pain or suffering only when the pain or suffering is justified by a moral consideration that is more important than the pain or suffering caused. The second is an autonomous theory, where other’s autonomy must be respected, it is 2. Moral agents should respect the autonomy of moral agents. This requires always taking into account the rational goals of moral agents when making decisions that may affect them. The more important the goals are to the agents, the greater the importance of not obstructing them. Since Sally’s theory has two separate principles, she accounts for the possibility that they will overlap. To do so, she includes an option on how to resolve the conflicts. According to the theory, if the principles lead to conflicting actions, then moral agents should resolve the conflict on a case-by-case basis by deciding which principle should be followed given the proposed actions and circumstances.
From top to bottom, John Stuart Mill put forth an incredible essay depicting the various unknown complexities of morality. He has a remarkable understanding and appreciation of utilitarianism and throughout the essay the audience can grasp a clearer understanding of morality. Morality, itself, may never be totally defined, but despite the struggle and lack of definition it still has meaning. Moral instinct comes differently to everyone making it incredibly difficult to discover a basis of morality. Society may never effectively establish the basis, but Mill’s essay provides people with a good idea.
There were some moral problems that Mill ran into with his principle. One of the first problems was that actions are right to promote happiness, but wrong as they sometimes tend to produce unhappiness. By moving a victim from a mangled car would be the noble thing to do but what if pulling him from the wreck meant killing him. He intended to produce a happy outcome, but in the end he created an unhappy situation. Utilitarianism declares that men can live just as well without happiness. Mill says yes, but men do not conduct their lives, always seeking happiness. Happiness does not always mean total bliss.

The first formulation of the categorical imperative is “act only in a way the maxim of which can be consistently willed as a universal law of nature.” This formulation in principle has as its supreme law, “always act according to that maxim whose universality as a law you can at the same time will” and is the only condition under which a will can ever come into conflict with itself. The “universalizability test” is one meaning of the first formulation. This test has five steps which are, first formulate a maxim that holds sacred your reason for acting as you propose. Second, recast that maxim as a universal law of nature governing all rational agents. And third, think whether your maxim is even conceivable in a world governed by the law of nature. The fourth test is to ask yourself whether in this world you could, rationally will to act on your maxim. With five if you could then, your action is morally permissible. An example of the first formulation of the categorical imperative would be lying. “I will lie for personal benefit.” So lying is the action and the motivation is to get what you desire and together they form the maxim.

Nevertheless the lack of guidelines to determine which maxim should be used to describe an action causes problems with the consistency of the Universal Law formulation. Moreover, the abundance of false positives and false negatives suggests a deep problem with the first formulation of the Categorical Imperative that may not be fixable.
