The United States has less than 5% of the world’s population, yet houses roughly a quarter of the world’s prisoners. That means it has 751 people in jail for every 100,000 in population. If you only count adults one in every 100 Americans is locked up. In 2012 the U.S. spent 677,856,000 billion dollars on national defense, that’s nearly 7.5 times the amount spent on education. California has one of the most dysfunctional and problematic prison system in US. Over the last 30 years, California prison increased eightfolds (201). California Department of Correctional and Rehabilitation (CDCR) does little to reform prisoners and serve as human warehouse rather than a correction institution. California's prison system fails the people it imprisons and society it tries to protect. In many cases, California's prison system exacerbates the pre-existing problems and aids in the formation of new problems for prisoners. This paper discuses the criminogenic effects of overcrowding, and reduction/elimination of programs and how it negatively affects California and the ballooning prison population and possible remedies.
In recent years, there has been controversy over mass incarceration rates within the United States. In the past, the imprisonment of criminals was seen as the most efficient way to protect citizens. However, as time has gone on, crime rates have continued to increase exponentially. Because of this, many people have begun to propose alternatives that will effectively prevent criminals from merely repeating their illegal actions. Some contend that diversion programs, such as rehabilitation treatment for drug offenders, is a more practical solution than placing mentally unstable individuals into prison. Prisons and correctional facilities in the United States have changed from rehabilitating people to housing inmates and creating breeding grounds for more violence. Many local, state, and federal prisons and correctional facilities are becoming more and more overcrowded each year. If the Department of Corrections (DOC) wants to stop having repeat offenders and decrease the volume of inmates entering the criminal justice system, current regulations and programs need to undergo alteration. Actions pushed by attorneys and judges, in conjunction current prison life (including solitary confinement), have intertwined to result in mass incarceration. However, prisoner reentry programs haven’t fully impacted positively to help the inmate assimilate back into society. These alterations can help save the Department of Corrections (DOC) money, decrease the inmate population, and most of all, help rehabilitate them. After inmates are charged with a crime, they go through the judicial system (Due Process) and meet with the prosecutor to discuss sentencing.
The proliferation of prison overcrowding has been a rising concern for the U.S. The growing prison population poses considerable health and safety risks to prison staffs and employees, as well as to inmates themselves. The risks will continue to increase if no immediate actions are taken. Whereas fighting proliferation is fundamentally the duty of the U.S. government, prison overcrowding has exposed that the U.S. government will need to take measures to combat the flaws in the prison and criminal justice system. Restructuring the government to combat the danger of prison overcrowding, specifically in California, thus requires reforms that reestablishes the penal codes, increases the state’s budget, and develops opportunities for paroles to prevent their return to prison. The following context will examine and discuss the different approaches to reduce the population of state prisons in California in order to avoid prison overcrowding.
The overpopulation in the prison system in America has been an on going problem in the United States for the past two decades. Not only does it effect the American people who are also the tax payers to fund all of the convicts in prisons and jails, but it also effects the prisoners themselves. Family members of the prisoners also come into effect. Overpopulation in prison cause a horrible chain reaction that causes nothing but suffering and problems for a whole bunch people. Yet through all the problems that lye with the overpopulation in prisons, there are some solutions to fix this ongoing huge problem in America.
The number of Americans that are in prison has elevated to levels that have never been seen before. According to Mark Early, president of the Prison Fellowship International, the Bureau of Justice Statistics report shows that there are 19 states that have prisons operating at 100 percent capacity and another 20 are falling right behind them. There is no wonder why the overcrowding of prisons is being discussed everywhere. Not to mention how serious this predicament is and how serious it can get. Many of the United States citizens don’t understand why this is such a serious matter due to the fact that some of them believe it’s not their problem. Therefore they just don’t care about it. Also, some Americans may say that they don’t care about what could happen to the inmates due to repercussions of overcrowding, because it’s their own fault. In order to cure this growing problem people have to start caring about what’s going on, even if it’s to people who might deserve it.

It is undeniable that mass incarceration devastates families, and disproportionately affects those which are poor. When examining the crimes that bring individuals into the prison system, it is clear that there is often a pre-existing pattern of hardship, addiction, or mental illness in offenders’ lives. The children of the incarcerated are then victimized by the removal of those who care for them and a system which plants more obstacles than imaginable on the path to responsible rehabilitation. Sometimes, those returned to the community are “worse off” after a period of confinement than when they entered. For county jails, the problem of cost and recidivism are exacerbated by budgetary constraints and various state mandates. Due to the inability of incarceration to satisfy long-term criminal justice objectives and the very high expenditures associated with the sanction, policy makers at various levels of government have sought to identify appropriate alternatives(Luna-Firebaugh, 2003, p.51-66).
Overcrowding in our state and federal jails today has become a big issue. Back in the 20th century, prison rates in the U.S were fairly low. During the years later due to economic and political factors, that rate began to rise. According to the Bureau of justice statistics, the amount of people in prison went from 139 per 100,000 inmates to 502 per 100,000 inmates from 1980 to 2009. That is nearly 261%. Over 2.1 million Americans are incarcerated and 7.2 million are either incarcerated or under parole. According to these statistics, the U.S has 25% of the world’s prisoners. (Rick Wilson pg.1) Our prison systems simply have too many people. To try and help fix this problem, there needs to be shorter sentences for smaller crimes. Based on the many people in jail at the moment, funding for prison has dropped tremendously.
In 2012, the total number of inmates incarcerated in the state and federal correctional system for was 1,571,013, of which 108,866 of those inmates were females. In the last two decades, until 2009, women were the fastest growing population within the state and federal correctional institutions. Since 2009, the number of inmates incarcerated in state and federal correctional facilities has slowly declined mainly due to public policy changes in both state and federal laws. California accounted for fifty one percent of the decrease in the overall population due to the Public Safety Realignment policy that mandated a decrease in the inmate population to alleviate overcrowding; this led to a 25.5 percent decrease in the female population in California alone. With the substantial increase in prison population and various changes that plague correctional institutions, government agencies are finding that what was once considered a difficult task to provide educational programs, inmate security and rehabilitation programs are now impossible to accomplish. From state to state, each correctional organization is coupled with financial problems that have depleted the resources to assist in providing the quality of care in which the judicial system demands from these state and federal prisons. Judges, victims, and prosecuting attorneys entrust that once an offender is turned over to the correctional system, that the offender will receive the punishment imposed by the court, be given services that aid in the rehabilitation of those offenders that one day will be released back into society, and to act as a deterrent to other criminals contemplating criminal acts that could result in their incarceration. Has our nation’s correctional system finally reached it’s critical collapse, and as a result placed American citizens in harm’s way to what could result in a plethora of early releases of inmates to reduce the large prison populations in which independent facilities are no longer able to manage? Could these problems ultimately result in a drastic increase in person and property crimes in which even our own law enforcement is ineffective in controlling these colossal increases in crime against society?
