In the midst of the Great Depression, the American people elected Franklin Delano Roosevelt. Whether the people were voting for Roosevelt or against President Herbert Hoover, the outcome of the 1932 Presidential Election would dramatically change the American presidency. The presidency of Franklin Delano Roosevelt represents a fundamental and permanent change to the American presidency, the Roosevelt administration symbolizes the creation of the modern presidency. Breakthroughs in technology throughout the twentieth century similarly morphed the institution of the American presidency. Embracing and adjusting to changing technology is a key attribute of the modern presidency, for the use proper use of technology makes the presidency appear strong. While mass media was an available medium during the presidency of Herbert Hoover, it was not effectively used until the Roosevelt administration (Thompson, 9/11/2014). The use of technology has enabled presidents to effectively address the nation, developing the modern presidency’s paternalistic role, in both times of crisis as well as presidential elections. Franklin Delano Roosevelt’s use of the radio to address the nation during the Great Depression and World War II demonstrates the paternalistic use of media in the modern presidency, creating a stronger connection to the American people. The 1960 Presidential Election further demonstrates the importance of the modern presidency adapting to technological advancements. The televised debate between Richard Nixon and John F. Kennedy shows the importance of technology to the presidency; for Americans who watched the debate and those who listened to the debate had different perception of who won (Thompson, 9/18/2014). Examining the conceptualizations and theories of Neustadt and Skowronek’s in comparative perspective, this essay makes the principal argument that both of these theories only represent partial explanations of how success and efficiency is achieved in the context of the Presidency. With Neustadt focusing saliently on the President’s micro-level elite interactions and with Skowronek adopting a far more populist and public opinion-based framework, both only serve to explain some atomistic facets of the Presidency. As such, neither is truly collectively exhaustive, or mutually exclusive of the other, in accounting for the facets of the Presidency in either a modern day or historical analytical framework. Rather, they can best be viewed as complementary theories germane to explaining different facets of the Presidency, and the different strengths and weaknesses of specific Administrations throughout history.
As the President of the United States, a president have powers that other members of the government do not. Presidential power can be defined in numerous ways. Political scientists Richard Neustadt and William Howell give different views on what is presidential power. These polarized views of presidential powers can be used to compare and contrast the presidencies of George W. Bush and Barack Obama.
Of the most powerful people in the world, the President of the United States of America hits the top of the list. Even though the policy agendas that presidents set as they take office often go unfulfilled, the office of President is still one of the most envied spots to have. But why could this be? It is because the United States is the most powerful nation in the world and with the President as the leader, he is said to have the most power in the world ("Top Ten Most Powerful Countries in the World"). With power comes responsibility and with this position he must govern a country while abiding by the rules.
The American people began to view Hoover’s ideas of the ideal small government as conservative, while Roosevelt’s progressive policies became the representation of liberalism. Therefore, it can be said that the Great Depression was a major contributing factor in changing the way in which Americans differentiated between liberalist and conservative beliefs. As a result of this shift in America’s perception of these policies, Roosevelt became a liberal in the eyes of the people, whereas Hoover gained the reputation of a conservative. However, these former presidents are noted for occasionally supporting similar policies. The Great Depression hit the United States while Hoover was serving his first and only term as president.
The Evolution of the Power of the Presidency The views of the presidency by the first sixteen presidents varied widely but all of their actions set precedents for their successors to use, expand, or even curtail the power of the office. Some believed in the Whig theory of strict adherence to the constitution, while others believed the president was the steward of the people with a loose interpretation of it. The power of the office expanded through the years, however it only expanded as far as the public and congress allowed. George Washington was the first President of the United States of America and realizing this he acted carefully and deliberately, aware of the need to build an executive structure that could accommodate future presidents.
The 1930s were a very rough time for most people. These were hard times because of the Great Depression and the Stock Market crash. Both of these Presidents came from different backgrounds and had the responsibility of trying to help people through the Great Depression. Political scientists have continually searched for methods that explain presidential power and success derived from using that power effectively. Five different approaches have been argued including the legal approach, presidential roles approach, Neustadtian approach, institutional approach, and presidential decision-making approach. The legal approach says that all power is derived from a legal authority (U.S. Constitution). The presidential roles approach contends that a president’s success is derived from balancing their role as head of state and head of government. The Neustadtian approach contends that “presidential power is the power to persuade“ (Neustadt, p. 11). The institutional approach contends that political climate and institutional relations are what determines presidential power. The last approach, decision-making, provides a more psychological outlook that delves into background, management styles, and psychological dispositions to determine where a president’s idea of power comes from. From all of these, it is essential to study one at a time in order to analyze the major components of each approach for major strengths and weaknesses.

Richard E. Neustadt, the author of Presidential Power, addresses the politics of leadership and how the citizens of the United States rate the performance of the president's term. We measure his leadership by saying that he is either "weak or "strong" and Neustadt argues that we have the right to do so, because his office has become the focal point of politics and policy in our political system. Neustadt brings to light three main points: how we measure the president, his strategy of presidential influence, and how to study them both. Today we deal with the President himself and his influence on government action. The president now includes about 2000 men and women, the president is only one of them, but his performance can not be measured without focusing on himself.
Most policy decisions were held at the White House staff level. This follows the practices of most modern administrations. Domestic policy was heavily influenced by Bush’s Chief Of Staff, John Sununu. Bush relied Sununu to work his domestic policy issues. The aim of this paper is to look at the relationship between the mass media, specifically television, and presidential elections. This paper will focus on the function of television in presidential elections through three main areas: exit polls, presidential debates, and spots. The focus is on television for three reasons. First, television reaches more voters than any other medium. Second, television attracts the greatest part of presidential campaign budgets. Third, television provides the candidates a good opportunity to contact the people directly. A second main theme of this paper is the role of television in presidential elections in terms of representative democracy in the United States.
Television has affected every aspect of life in society, radically changing the way individuals live and interact with the world. However, change is not always for the better, especially the influence of television on political campaigns towards presidency. Since the 1960s, presidential elections in the United States were greatly impacted by television, yet the impact has not been positive. Television allowed the public to have more access to information and gained reassurance to which candidate they chose to vote for. However, the media failed to recognize the importance of elections. Candidates became image based rather than issue based using a “celebrity system” to concern the public with subjects regarding debates (Hart and Trice). Due to “hyperfamiliarity” television turned numerous people away from being interested in debates between candidates (Hart and Trice). Although television had the ability to reach a greater number of people than it did before the Nixon/Kennedy debate, it shortened the attention span of the public, which made the overall process of elections unfair, due to the emphasis on image rather than issue.
The main aim of this report is to analyze the impacts of changes in the media concerning the societal and individual view of politics and politicians. The report also describes significant milestones in mass media since the year 1960 and examines the impact of mass media on how people think politically. The report then considers the effect of technological advancements in mass media and the effect on the results of elections.
