In the juvenile drug court a docket with selected delinquency cases are referred to a designated judge. These youth have been identified for having problems with alcohol and/or other drugs. The juvenile drug court judge maintains close oversight of each case through frequent court report updates through the probation officer and the therapist. The judge both services as the team leader and serve as an integral part of a team that comprises representatives from treatment, juvenile justice, social services, school and vocational training programs, law enforcement, probation, the prosecution, and the defense. This team determines how to address the problems of substance abuse and his or her family, which lead the youth into contact with the justice system (Cooper, 1998).
Goals of the 10 Juvenile Drug Court
The following goals at set forth in the Policy and Procedure Manual for the 10Th Judicial District Juvenile Drug Court:
• To reduce substance abuse and related criminal activity for post adjudicated, non- violent offenders between the ages of 13-17
• To reduce recidivism rates of juveniles of any drug charges to include drug charges that are secondary to other minor offenses such as shoplifting, delinquency from school, etc.
• To hold drug-dependent offenders accountable for their criminal conduct and provide them alternatives for help other than detention.
• To provide real and effect rehabilitation for delinquent offenders to include utilizing service providers, the educational system and communities.
• To offer cost effective alternatives to incarceration and hospitalization by using intense outpatient drug therapy.

I recommend to the drug court and Judge French that a review of the program be conducted at regular intervals to ensure quality services is being provided. I would also recommend that the drug court team get involved more with the juveniles on a level outside of the courtroom. These along with other previously identified changes will help the program growth and effectiveness while proving the drug court’s success record so funding will continue as substance abuse treatment remains a priority for not only the courts but for the community. This drug court system can be one of the best in the state even with the limited resources available, those involved just have to think outside of the box and pull from the surrounding communities to make the program a success.
..., poorly operated, and in the end fails to properly attain its goals due to an overload of cases. There is a continuation of failures for the juveniles by the system, like George, who has needed proper help, since being a ward of the state since age five. The book showed me a definite need for the juvenile system that I did not know existed. Hopefully the system will be further improved and children can be helped out a lot earlier in their lives. I thought the most impressive and most beneficial rehabilitation was the pace school for the disabled, the teen mentioned in the program was Andre. Andre underwent a complete transformation because of the program; I think that the program is one that should be further looked into as a good choice of rehab.

Juvenile court is a special court that deals with under age defendants that are charged with crimes, who are neglected, or out of their parent’s control. The average age of the Defendants are younger than 18, but juvenile court doesn’t have jurisdiction in cases in which a minor is charged as an adult. What is Drug Court? According to Siegel (2013), drug courts are courts designed for non-violent offenders with substance abuse problems who require integrated sanctions and services such as mandatory drug testing, substance abuse treatment, supervised release, and parole. These courts are designed to help reduce housing nonviolent offenders with violent inmates. Drug courts work on a non-adversarial, coact approach.
The problem of dealing with juvenile justice has plagued are country for years, since the establishment of the first juvenile court in 1899. Prior to that development, delinquent juveniles had to be processed through the adult justic3e system which gave much harsher penalties. By 1945, separate juvenile courts existed in every single state. Similar to the adult system, all through most of the 20th century, the juvenile justice system was based upon a medical/rehabilitative representation. The new challenges of the juvenile court were to examine, analyze, and recommend treatment for offenders, not to deliver judgment fault or fix responsibility. The court ran under the policy of “parens patriae” that intended that the state would step in and act as a parent on behalf of a disobedient juvenile. Actions were informal and a juvenile court judge had a vast sum of discretion in the nature of juvenile cases, much like the discretion afforded judges in adult unlawful settings until the 1970s. In line with the early juvenile court’s attitude of shielding youth, juvenile offenders’ position was often in reformatories or instruction schools that were intended, in speculation, to keep them away from the terrible influences of society and to encourage self-control through accurate structure and very unsympathetic discipline. Opposing to the fundamental theory, all through the first part of the century, the places that housed juveniles were frequently unsafe and unhealthy places where the state warehoused delinquent, deserted, and deserted children for unclear periods. Ordinary tribulations included lack of medical care, therapy programs, and even sometimes food. Some very poor circumstances continue even today.
In today's society juveniles are being tried in adult courts, given the death penalty, and sent to prison. Should fourteen-year olds accused of murder or rape automatically be tried as adults? Should six-teen year olds and seven-teen year olds tried in adult courts be forced to serve time in adult prisons, where they are more likely to be sexually assaulted and to become repeat offenders. How much discretion should a judge have in deciding the fate of a juvenile accused of a crime - serious, violent, or otherwise? The juvenile crime rate that was so alarming a few years ago has begun to fall - juvenile felony arrest rates in California have declined by more than forty percent in the last twenty years. While California's juvenile population rose by a half a million since the middle and late 1970's, juveniles made up less than fifth-teen percent of California's felony arrests in 1998, compared to thirty percent in 1978; according to the Justice Policy Institute. The juvenile arrests have dropped back, even as the population of kids between ages of ten and eight-teen has continued to grow, and the number of kids confined in the California Youth Authority (CYA) has fallen. With all the progress our society has made in cutting back in juvenile crimes there is still a very serious problem. But if locking kids up is the best way to address it, how do we explain a drop in crime when there are more teens in California and fewer in custody? First we must look at the economy around us. With so many job opportunities available more and more teenagers find honest ways to keep busy and make money. Our generation has a brighter future than the generation a decade ago. Next we look at successful crime prevention efforts: after-school programs, mentoring, teen outreach programs, truancy abatement, anti-gang programs, family resource centers. There is evidence that these programs are beginning to pay off. Sending more, and younger teens through the adult court system has been a trend across the country in reaction to crimes, such as school shootings and violent rapes. Yet evidence shows that treating youth as adults does not reduce crime. In Florida, where probability wise more kids are tried as adults then in any other state, studies found that youth sent through the adult court system are twice as likely to commit more crimes when they're release...
Studies and anecdotes have shown that our modern approach, however, is ill-equipped to reduce crime or deal with chronic delinquents while at the same time protecting their due liberties. We now stand on the precipice of decision: How can we strike an appropriate balance in the juvenile justice system? Should we even retain a separate system for children at all? The answers are usually difficult, sometimes subtle, but always possible to attain.
Serious crimes such as murder, burglary and rape have raised questions as to whether the young offenders should face severe punitive treatment or the normal punitive measures in juvenile courts. Many would prefer the juveniles given harsh punishment in order to discourage other young people from engaging in similar activities and to serve as a lesson to these particular offenders. However, results from previous studies indicate such punitive measures were neither successful nor morally acceptable. Instead, the solutions achieved have unfairly treated the youths and compromised the society status (Kristin, page 1).
One of the fasting growing juvenile treatment and interventions programs are known as teen courts. Teen courts serve as an alternative juvenile justice, to young offenders. Non-violent, and mostly first time offenders are sentenced by their peers’ in teen courts. Teen courts also serve as juvenile justice diversion programs. Teen courts vary from state to state, and sometimes within the same state. With this program, all parties of the judicial setting are juveniles with the exception of the judge. Each teen court, is designed specifically to meet the needs of the community it serves. Teen courts were created to re-educate offenders throughout the judicial process, create a program with sanctions that will allow the youth not to have a juvenile record, and to also instil a sense of responsibility.
Youths who have entered the justice system have often been diagnosed with mental disorders or diseases. “A majority of adolescents formally involved in juvenile court have at least one, if not more than one, significant emotional or learning impairment, or maltreatment experience” (Mallet, 2013). The existence of these diseases often effect the juvenile’s stability and ability to make rational decisions. The dilemma of juvenile incarceration is a problem that thankfully has been declining, but still continues to be an ethical issue. The de-incarceration trend has coincided with a decrease in crime. It is hopeful that our nation is changing the approach to the treatment of juveniles in the criminal justice system. The reason for this program is to use innovative approaches in developing programs, which will teach youth alternatives to violence, substance abuse, anger issues, low self-esteem, and the consequences as a result of making bad choices.
