Vancouver currently maintains an image as a sort of maternal ethnic melting pot, a region rich in cultural diversity and with a municipality that is both tolerant and welcoming of various displays and traditions. However, upon closer examination of recent history, it becomes clear that the concept of the city embracing minorities with a warm liberal hug is both incorrect and a form of manipulation in itself. The articles Erasing Indigenous Indigeneity in Vancouver and The Idea of Chinatown unravel the cultural sanitization that occurred in Vancouver at the turn of the nineteenth century as a means of state domination. Through careful synthesis of primary documents, the articles piece together the systematic oppression suffered by BC indigenous people and Chinese immigrants, reformulating our perception of the interests of the Canadian government.
The period of 1914 to 1939, Canada’s immigration policy got very unfair. Changes were made to the Immigration Act in 1914 that allowed the rejection of anyone from any race that was deemed unsuitable for Canada’s requirements. Also, in that same year, the Komagata Maru came to the coast of Vancouver. It was a ship that carried many from Punjab, India. The ship wasn’t allowed to dock and passengers weren’t allowed to disembark off the ship. The ship hadn’t sailed directly to B.C. from India so only 24 passengers were allowed to disembark; most of them were doctors or Canadian citizens already. Another act to keep out unwanted immigrants from Canada was the Chinese Exclusion Act of 1923. This act came into effect on July 1st, 1923. It banned all Chinese immigrants from entering Canada, except merchants, diplomats and foreign students. Before the Chinese Exclusion Act was put into place, the Chinese had to pay a head tax of $500 just to get into the country. The numbers of Japanese immigrants were also restricted. Labour leaders in Canada in the late 1800s and early 1900s were strongly opposed to the idea of Asians immigrating to Canada. In “Constructing the Great Menace” by David Goutor, it outlines the oppression of Asians by labour leaders which does not conclude that labour leaders hated all immigration and had a prejudice against all racialized groups. The unionists’ main argument for this opposition is based on the stereotype that Asians were claimed to have “accepted low wages and degraded working conditions” thus proving that they will diminish the standard of living for Canadian workers. The tendency to racially discriminate and victimise against certain minorities or a specific nationality was a long-lasting sting of racism which was a part of Canadian history. The discrimination by Canadians directed towards Japanese-Canadians during WWII was a significant historical event that needs to be addressed. After the Pearl Harbour attacks in Hawaii by the Japanese navy, 24,000 Japanese-Canadians were placed in internment camps, where they were stripped of their identity and freedom of rights based upon their racial origin. Although the Canadian government has done a great deal to repair the injustices inflicted on the First Nations people of Canada, legislation is no where near where it needs to be to ensure future protection of aboriginal rights in the nation. An examination of the documents that comprise the Canadian Constitution and the Charter of Rights and Freedoms reveal that there is very little in the supreme legal documents of the nation that protect aboriginal rights. When compared with the United Nations Declaration on the Rights of Indigenous Peoples it is clear that the Canadian Constitution does not acknowledge numerous provisions regarding indigenous people that the UN resolution has included. The most important of these provisions is the explicit recognition of First Nations rights to their traditional lands, which have a deep societal meaning for aboriginal groups. Several issues must be discussed to understand the complex and intimate relationship all aboriginal societies have with the earth. Exploration into the effects that the absence of these rights has had the Cree of the Eastern James Bay area, will provide a more thorough understanding of the depth of the issue. Overall, the unique cultural relationship First Nations people of Canada have with Mother Earth needs to be incorporated into the documents of the Canadian Constitution to ensure the preservation and protection of Canadian First Nations cultural and heritage rights.s
Furthermore, the issues of representation in the House of Commons are even more evident in terms of the alienation of certain provinces. Western Canada has experienced political alienation due to the dominance and influence of Ontario and Quebec over policy-making as both provinces contain the founding Cultures of Canada (Miljan, 2012, p. 53) Also, the fact that Ontario and Quebec make up more than 60 percent of Canada’s population attracts policymakers to those provinces while marginalizing the interests of westerners (Miljan, 2012, p. 53). Thus, policymakers will favor Ontario and Quebec as these provinces harbor the most ridings as well as the bigger electors’ base. In fact, Western Canada is also underrepresented in both the House of Commons and the Senate when compared to the Maritime provinces as the Maritime provinces are overrepresented compared to their population. Also, many western Canadians are turned off by the federal government as they have been alienated from major political action and discussion due to low representation (Canada and the World Backgrounder, 2002). In other words, Ottawa does not address the needs and hopes of Western Canada
Throughout the history of Canada the indigenous population of the country have been voiceless. They have been both suppressed and oppressed by the Federal and various Provincial governments within Canada. Many organizations tried to provide a voice for the native population but failed in their attempt. These organizations eventually merged together to become what is now known as The Assembly of First Nations. The Assembly of First Nations gives voice to the issues and problems facing the different components of the aboriginal community in Canada.
The Indian Residential schools and the assimilating of First Nations people are more than a dark spot in Canada’s history. It was a time of racist leaders, bigoted white men who saw no point in working towards a lasting relationship with ingenious people. Recognition of these past mistakes, denunciation, and prevention steps must be taking intensively. They must be held to the same standard that we hold our current government to today. Without that standard, there is no moving forward. There is no bright future for Canada if we allow these injustices to be swept aside, leaving room for similar mistakes to be made again. was the driving factor that ultimately resulted in the internment of the Japanese Canadians. Racial prejudice against Orientals had been around in B.C. since the 1850s when Chinese immigrants came to Canada to help with the construction of the Canadian Pacific Railway. A newspaper article described the Chinese as a “marvelous human machine, competent to perform the maximum of labour on the minimum of sustenance” (Adachi 42). While they were beneficial for contractors, they posed a threat to the white population (Figure 3). The cartoon suggests that the low living standards of the Chinese allowed them to endure the harshest conditions, while being satisfied with the lowest wages. In contrast, the typical European is portrayed as a civilized human being who cannot compete with the Chinese workers without sacrificing his dignity. As a result, when the Japanese started immigrating to Canada later on, the British Columbian population only saw them as another threat to their culture due to the similarities they shared with the Chinese. However, the Japanese proved to be a greater problem since they were not affected by the Head Tax imposed on the Chinese (Hickman, 33; Morton). The attack on Pearl Harbour was an excuse that finally allowed British Columbians to release the anti-Japanese sentiment that they had been suppressing for years. In addition, when the final decision to intern the Japanese Canadians was passed, the government considered them all as potential threats (Figure 4). There was no effort made to distinguish those who posed potential threats and those who did not; most of them had no connection with Japan besides for their ancestry. This can only be attributed to racism, as there are only 38 suspects out of the 22,000 internees. Similarly, selling of Japanese property was another racist act that the government claimed to be necessary for the war effort and to increase national security (Sunahara 90; “The War Years”).
And to enter you would either have to be a farmer, british, or American, but that all changed by 1952, when the government brought in a new immigration act which accepted all races, religion, beliefs and cultures to enter into their country. As you know, once you settle into a new country, it is customary to start a life which means, having a family, a job and a home. But during the war, it prevented many Canadians form having a child since there were limited jobs and homes, which made it hard to provide an income to support their family. But after the war had ended, everything went suddenly right. Thousands of young men returned home to return back to their jobs and start a family. By 1950, its population went up by nearly 30% due to young people having a lot of babies which resulted in the “Baby Boom”. As new young families began to emerge, they started purchasing cars, homes and furniture and things they have ever wanted but could not during the war. Companies started manufacturing family necessities and people who needed jobs could come and help manufacture these products, and the baby boom was one of Canada’s producers that accelerated
Every year, over 250,000 people make Canada their new home. Attracted by its education system, economy and universal healthcare system, there are few other places in the world like it. All Canadians are guaranteed equality before the law and equality of opportunity, regardless of where they are from. However, some might argue that Canadian policy has not been put into practice as well as it should be. Is the concept of true equality a far-fetched idea? It seems that Canada has taken great measures to promote the integration of immigrants socially, but can the same be said for their integration economically? Politically? To judge whether or not Canada has been successful at promoting the integration of immigrants in these realms, a deeper understanding of Canadian policy must be considered.
The Chinese immigrant experience has traveled through times of hardships, under the English man. They have struggled to keep themselves alive through racism, work, and acceptance. Although many have come to Canada for their lives’ and their children’s to be successful, and safe. It could not be just given until adversity gave them the life they hoped to one day life for. In the starting time of 1858, the Chinese community had started coming to different parts of Canada considering the push and pull factors that had led them here. Because of the lack of workers in the British Columbia region, the Chinese were able to receive jobs in gold mining. Most Chinese were told to build roads, clear areas, and construct highways, but were paid little because of racism. The Chinese today are considered one of the most successful races in Canada because of the push and pull factors that they had come across, the racism that declined them and the community of the Chinese at the present time.
