Legal cynicism is a person’s doubt about the fairness of law, as well as his doubts about the quality of lawmakers and law enforcement agents. This can have a negative effect on police-citizen relationships. “It can lead people to stop calling the police for help if they feel that the police are overburdened or simply do not care about the plight of residents of high crime areas” (Gau, 2015, p. 404). Unsurprisingly, levels of legal cynicism differ among different demographics. For example “Race and age were consistently found to be strong predictors of perceptions of the police, with members of racial minority groups and young people holding less favorable view than racial majorities and older people” (Wu, 2010, p. 774). The factor of racial profiling comes into play as federal grant programs award police for rounding up as many people as possible. This very tactic was demonstrated by the CompStat system in New York City and further expounded by Victor M. Rios’s analysis of the themes over-policing and under-policing. These themes focus on how officers, police certain kinds of deviance and crime such as, loitering, or disturbing the peace, while neglecting other instances when their help is needed . Rios also stresses how the accumulation of minor citations like the ones previously mentioned, play a crucial role in pipelining Black and Latino young males deeper into the criminal justice system. Rios implies that in order to decrease the chances with police interaction one must not physically appear in a way that catches the attention of a police or do anything behavior wise that would lead to someone labeling you as deviant . Unfortunately, over-policing has made it difficult even for those who actually do abide by social norms because even then, they have been victims of criminalization . However, since structural incentives like those that mimic CompStat are in place, police simply ignore constitutional rules and are able to get away with racial profiling, and thus interrogate, and search whomever they please. What is complacency? Well as defined by Merriam-Webster it is “self-satisfaction especially when accompanied by unawareness of actual dangers or deficiencies”. In typical occupations complacency doesn’t really have any big consciences, some people at their job can be complacent till they retire and never have any issues at all. But when you become complacent in Law Enforcement there could be very serious and irreversible consciences like losing your own life or worse an innocent person’s life that you swore to protect. Some cities have a deep and bitter history of bias and prejudice interwoven in their past relationships. Historically, law enforcement agencies throughout the nation have experienced periods of low confidence in communities preceding episodes deemed to be a breach of trust.
Myths are defined as stories that are made up by society that symbolizes values, ideologies and beliefs (Phillips, 2016). Myths are used by all cultures; myths are stories that are told to support social customs in societies. Crime myths are also created by telling stories (Victor Kappeler & Gary Potter, 2005). Myths about police officers have created false imageries of officers and their day-to-day jobs. Myths about the police have played an important role for decades now (Phillips, 2016). Majority of police myths are created by both the media and the police themselves. This paper will review Victor Kappeler and Gary Potters summary of police myths and outside sources will be used to support the myths listed by the authors.
The negative views of everyday people often make work hard for officers, adding more stress to their careers. The general public regularly criticizes officers for using excessive force and brutality, especially when a police officer ends up killing a suspect or criminal. Oftentimes, especially when a white police officer shoots a citizen of a minority race, the general public is quick to find faults in the officer, blaming the officer for being racist. However, cold, hard statistics show that the majority of police officers are, in fact, white, and the neighborhoods in which these officers are placed in tend to be high-crime areas with many minority citizens living there (Miller “When Cops Kill”). In addition, people might say that a citizen who was shot was not armed; however, almost anything close to the shot individual could have been turned into a deadly weapon that he or she could have used to wound or kill the officer involved. Whenever officers are in this position, the natural reaction is to defend themselves. Everyday, police officers confront the most aggressive, immoral, and sick-minded individuals of society. Officers jeopardize their own lives every time they report for work. Officers witness things that no person should ever have to encounter. Along with gaining the support of law enforcement officers in the community policing effort, members of the community must also take a stake and become an integral part of the movement. A study noted by Lord, Kuhns and Friday (2009), researchers found that more than 45 million people over the age of 15 encountered the police in some fashion. Of those encounters, one quarter involved members making first contact with police officers. Unfortunately, citizen encounters with law enforcement with negative connotations were more influential to decrease satisfaction with the police than were positive encounters to increase satisfaction (Lord, Kuhns, & Friday, 2009).

A Critical Assessment In defining police ethics, ethical policing and police ethics are not synonymous or interchangeable connotations to or for one another. Aside from establishing a police role independently from establishing any definition of ethics or police ethics, the semantics tend to complicate the defining process. Some of these complications include, but are not limited to, sociological aspects, psychological conditions, or philosophical reasoning. Examples of sociological complications include historical, political, cultural, or economic aspects. Some psychological examples include one’s ability to discern sociological implications from other implications; namely, the condition of post-traumatic stress disorder, hydrophobia, or even weary dreams. They argued that individuals who had fallen victim to crime were more likely to have negative attitudes toward the police than those who had no interaction at all. This suggests that any form of interaction with the police force is likely to have a negative effect on the attitudes of young people. It is suggested that adults, however, would have more positive views of the police after dealing with them due to crime victimisation (Leiber et al., 1998). The difference here is arguably due to the way the police treat young people (Ti and Wood et al., 2013). Many officers see the behaviour of young people to be more troublesome than that of adults and therefore there is a need to crack down more harshly on juvenile criminality than that of their adult counterparts (Brown and Novak et al., 2009).
The New Zealand Police is the lead agency responsible for helping the community to decrease or reduce crime, corruption and improve the responsibility of safety and protection in New Zealand. There is a need to make changes to the police culture in order to improve the performance of their organisation. However there are three fundamental errors that need to be addressed which will be discussed in this essay. Firstly, there is a lack of an established sense of urgency which has the potential to jeopardize the future of the organization. Secondly is, not creating a powerful enough guiding coalition which means there is a lack of communication which resulted in an absence of leadership and teamwork from frontline staff to national headquarters. Finally, an undercommunicating the vision by a factor of ten that organisation leader needs to communicate visions and strategies. These three errors are relevant as they are pivotal in the implementation of a managing change programme. Recommendations are also provided to improve on how the New Zealand Police can be enhanced within a management perspective.
Understanding the issue is just part of what’s needed. The purpose of the section is to identify a solution, or as may be the case, solutions. So, the question here is what can we do to improve the relationship between the police and the citizens. Over the years there has been many books written and studies conducted, all in an effort to find the best way to improve police and citizen relationships. To do this we must look at all available information. According to The Study Circles Resource Center’s Protecting Communities, Serving the Public: Police and residents building relationships to work together (2000), “Bring police and community together. We need to meet not just when there is a crisis or a big crime. We should do things to build relationships that are not so full of conflict. Then it would be easier to work together. We can build respect and trust for one another when we make time to meet with and learn about each other. This is the only way to do it.
