The Educational Excellence for All Children Act (1999) was reformed by the federal government when a 1983 report stated that American Education was at jeopardy and needed to be improved. This report suggested that it would: “Raise high school graduation requirements for English, math, science, social studies, and computer science; upgrade elementary curriculum; and adapt more rigorous academic standards for all educational institutions using standardize tests to evaluate achievement.” Berns (2010) p. 212. In order to address this, government, education other business worked together to set forth six goal that would improve educational standards in the nation. These long term goals were focused on higher academic standards, emphasis on accountability, importance on quality teachers, drug and disciplined school, parental involvement and improve safety in schools. They were to become effective by the year 2000. Today, new standards are implemented from this Act to regulate and improve the quality of education and the quality of teachers throughout our Nation. With the introduction of this act all schools and teacher in America must be accountable for the students learning or success. This would take different forms, through spending, proof achievements. The Department of Education in each state has set up performance standards and goals for schools to achieve receive funding. Berns (2010) states that “The federal Educational Excellence for all children Act 1999 is a model of six national educational goals for states to implement. Ever since these recommendations there have been improvements in many areas of education. Schools do not meet annual yearly progress staff should be reorganized. .There should be a diversity of teacher considering the cultural diversity.
