There are several countries which are located within the Combined Joint Task Force- Horn of Africa AOR. This paper will discuss the cultural influence of the Republic of Djibouti as well as its influence on bordering countries within its region. Additionally, this paper will portray Djibouti’s global significance and its effect on United States interest within the AOR. Historically, Djibouti’s strategic location and status as a free trade zone within the Horn of Africa has played a major role in this country’s importance throughout the globe. Hence, Djibouti maintains relationships with numerous countries and to date openly welcomes negotiations with other countries that can contribute to the country’s economic development. Continued U.S. interest within the nation ensures the financial growth of the region and has a significant impact on the development of the Djiboutian government. As a high context environment the Djiboutian people recognize the importance of maintaining a good rapport with other nations in the best interest of their local government and the economic progress of their nation.
First, in order to comprehend the cultural background of Djibouti we need to have some basic background and knowledge of the country’s history. For thousands of years Djibouti has facilitated trading between the neighboring Arab peninsulas. Initially, the area was well-known for trading hides and skins for the perfumes and spices that came from Egypt. In the 1800’s France gained a foothold in the region through the use of various treaties. It wasn’t until the 1970’s that Djibouti gained its independence from the French government. In this section, I will provide a brief history of U.S. military involvement on the African continent, starting with the Barbary Wars and working up through the current date. This historical documentation will highlight the change in the role the United States has played in Africa [post 9-11???]. Prior to 9-11, the United States’ interactions were mainly [capture summary here]. Since [?], however, the continent has faced a marked increase in violent extremism and terrorism leading the United States to partner with many African nations in counterterrorism initiatives. These, and other initiatives, mean an increasing number U.S. service members are deploying to Africa to take part in training, humanitarian issues and military operations. These military activities are run by United States African Command, a recently created combatant command.

Out of all of the continents, Africa is the most central. It is told that the first man was found in Africa, so with this, many feel that Africa is the birthplace of human culture. Within this continent, there are many different lifestyles, which are lived. Many blame the variety of lifestyles on western influence, but the truth is that different lifestyles began thousands of years before the west had influence on Africa. African’s lifestyles revolve mostly around what is called “triple heritage.” Triple heritage consists of traditional African beliefs, Islam beliefs, and the beliefs of western cultures. Due to different heritages, the African people speak Swahili, Arabic, and English. Today, the people of Africa have little interest in what is going on outside of Africa.
