Vouchers have grown into an important and powerful tool that government can use to provide directed goods and services to specific groups. Voucher systems have become a highly effective tool that is not only used for food/nutritional and housing services, but secondary educational and child-care services, as well. Although voucher systems continue to remain a heated public and political debate, success stories, as the one mentioned in the case examined will only give rise to such systems in the provisioning of public education in years to come.
The Cleveland School Voucher Program case exposes several management issues that can unravel during the implementation of voucher systems, specifically in the realms of secondary education. Three noted management challenges risen in the case surrounded Ohio Department of Education ability to ensure competition among suppliers (recruitment of private schools), gain political/constituent climate (community support), and overcome information asymmetries (marketing of voucher program), all mentioned in by Salamon as management challenges that typically accompany voucher system operations. This case paper will first provide a synopsis of the pilot school voucher program implemented in Cleveland. It will then explore the three challenges that arose in the case. Lastly, the paper will assess how future school voucher systems can mitigate issues that were posed in Cleveland.

The negative connation that was established from the public backlash and conflicting debates also stemmed from the political and constituent climate in Cleveland at the time of school voucher launch. Voucher programs, specifically ones dealing with secondary education are only expected to increase. State and local governments finding a means to the address the opposing viewpoints on vouchers would have negated much of the turmoil that was stirred in Cleveland.

The Chicago Public School District is the third largest school district in the United States educating around 400,000 students. Back in 1987 CPS was named “the worst in the nation”(). Moving its way up to the top, since then, CPS had completely rebuilt its structure, appointing leaders and reformed ideas. Now, with a deficit projected to be around $1 billion CPS is headed back in a downwards path, money being the biggest issue. The United States Federal Government already has financial issues of its own, which makes dealing with a CPS budget a problem within a problem. CPS, with a $6.6 billion FY2013 budget, is now taking a new strategy based upon a flawed “Student-Based Budgeting System”. The Board of Education is also struggling to solve the debt they have reached, and with their FY2014 plans this year’s budget book is argued to be “one of the most poorly written budgets”(). The way CPS is handling their budget is not benefiting the lives and education of students and is leaving CPS at a loss with giant financial issues.
California is one of the largest states in the country and has one of the biggest state budgets, but in the past several years, its school system has become one of the worst in the nation because of enormous budget cuts in efforts to balance the state’s enormous deficit. The economic downturn at the end of the 2000s resulted in even more cuts to education. It is in environments like this one in which students from poor backgrounds become most vulnerable because of their lack of access to support in their homes as well as other programs outside of schools. Their already financially restricted school districts have no choice but to cut supplementary programs and increase class sizes among other negative changes to public schools. The lack of financial support from the state level as well as demands for schools to meet certain testing benchmarks by the state results in a system in which the schools are no longer able to focus on students as individuals; they are forced to treat students as numbers rather than on an individual case by case basis. An article from the Los Angeles Times showed that majority of Californians give California schools “a grade of C or below” and half think that the quality of schools will continue to decline (Watanabe).While the economic downturn affected the public school system in a negative way, it was not the sole root of its problems. It just simply exacerbated already existing issues.
America’s public school system started off very rough, but through the dedication of many hard-working Americans, it was starting to shape into a system that allowed all children, regardless of race, gender, religion, or nation of origin, to have an education.
One of the most pressing issues facing the United States today is its failing educational system. While many solutions have been proposed, the idea of charter schools has been both popular and controversial. The topic of charter schools is being debated in as many places as local school board meetings to state supreme courts. Though on the surface, charter schools seem like an exciting and promising step for the future of education in America, they are not the answer to this country’s ever-increasing educational problems. Charters will drain already scarce funding from regular public schools, and many of the supposed “positives” surrounding them are uncertain and unpredictable at best.
She realized that choice and accountability were not the answer, but that curriculum and instruction were more viable solutions to America’s educational dilemma. Ravitch suggests that to abandon public schools is to abandon the institution that supports our concepts of democracy and citizenship and to the promise of American life (Ravitch, 2011, p. 12-14). The idea of school choice is rooted in Milton Friedman’s essay concerning the government’s role in education. Friedman asserted that society should support and contribute to the maximum freedom of the individual or the family. He maintained that the government should provide vouchers to help support parents financially on their children’s education, which parents could use at the school of their choosing; so long as the school met set standards. Therefore, this creation of choice would stimulate competition, which Friedman believed would increase the development and improvement of nonpublic schools, as well as, create a variety of school options (Ravitch, 2011, p. 115). As a result of the choice movement, the public received three versions of school choice: voucher schools, private schools, and charter schools. Each of these schools receives public funding, but do not operate as traditional public schools, and are not managed by a government agency (Ravitch, 2011, p. 121). Charter schools became the most popular choice of this new

Detroit is a story of a once flourishing city that has been on a long downslide for decades. There are miles of unoccupied homes and buildings, and crimes and unemployment are at an all-time high. Many aspects of the city are breaking down, including the school system. The Detroit Public School System has lost over eighty thousand students due to high enrollment in charter schools, the large economic decline, and the departure of residents. For many years no one has taken responsibility for the public school system. However, for Detroit to rise again, it is necessary for someone to take responsibility, make a plan, and make sure that children are safe, well cared for, and are receiving a high quality education when going to school each day. With this many students, both state and federal representatives have made efforts to adopt reforms designed to make a solution to the funding inequality. The disproportion of funds first and foremost effects the amount of programs offered to children that vary from basic subjects such as: English, Math, and Science. This created the motivation to improve the quality of education for low-income neighborhoods by targeting resources other than property taxes and redirecting the states budgets. The goal the school districts all shared was the need to increase instruction, add after school activities, promote a well-rounded education, physical innovations to facilities and classrooms, and to update the academic resources. The popular demand that the funding to public education needs to correspond throughout all the school districts. Public School Choice is an easy program to understand and it contains many advantages but also many disadvantages. Public School Choice is when parents can elect to send their children out of a school that has not made adequate yearly progress for two consecutive years into a school that has made progress. (McClure, 2002) If there are no available schools within the original school district, then a family can choose to send their children to another district. This only happens when the other schools in the original district are all labeled as ‘underachieving schools’ and have not made the adequate yearly progress. (McClure, 2002)
The American public school system faces an education crisis. According to Benjamin Barber, American children barely surpass the lowest standards set for education, especially in literacy, throughout the county’s history. Barber supports the existence of this crisis in his essay “America Skips School”, but argues against a solution to remedy the numerous problems facing the system. Although he acknowledges no solution, Barber suggests a smarter flow of financial resources will address many of the issues, however, he fails to acknowledge the distribution of this money. Education is an integral part of society, school helps children learn social norms as well as teach them how to be successful adults. The school systems in United States, however are failing their students. In the world as a whole, the United States is quickly falling behind other countries in important math and reading scores. The United States ranked thirtieth in math on a global scale and twentieth in literacy. This is even more true in more urban, lower socio-economic areas in the United States. These schools have lower test scores and high dropout rates. In Trenton Central High School West, there was an 83% proficiency in literacy and only 49% of the students were proficient in math. Many of these students come from minority backgrounds and are often from low income families. There are many issues surrounding these urban schools. There is a severe lack of proper funding in these districts, and much of the money they do receive is sanctioned for non-crucial things. Schools also need a certain level of individualization with their students, and in many urban classes, this simply does not happen. While there are many factors affecting the low performance of urban schools, the lack of proper funding and distribution of funds, the cultural divide between teachers and students in urban districts, along with the lack of individualization in urban classrooms are crucial reasons to explain the poor performance in these districts. Through a process of teacher lead budget committees and further teacher education, urban schools can be transformed and be better equipped to prepare their students for the global stage.
There has been a lot of debate recently over the use of school vouchers. Voucher programs offer students attending both public and private schools tuition vouchers. It gives taxpayers the freedom to pick where their tax dollars go. In theory, good schools will thrive with money and bad schools will lose students and close its doors. Most people feel that taking taxpayer money from public schools and using this money as vouchers for private schools is a violation of the constitution. Most private schools in America right now are run by religious organizations.
