The Broken Windows theory is the idea to prevent serious crimes from happening by punishing people for minor offenses. The Broken Window theory was introduced by social scientists James Q. Wilson and George L. Kelling in 1982, theory is the foundation for Broken Windows policing. Since the Broken Window theory was introduce it has been used in policing, this means that police have to focus on criminal activities and other type of unlawful activities by monitoring and maintaining urban environments, if necessary may stop the further vandalism or any other type of crime. Is every move of the police lawful? Does this law help the society or making the even worse? Are there any solutions? “I got stop and frisked by the police officer” everyday a lot of people are complaining about stop and frisk, unfortunately stop and frisk became major problem for society. “According to the NYPD, individuals are frisked during the stop only if there is a reasonable suspicion of weapon, thought critics argue that reasonable suspicions is frequently eye of the beholder” but most the times police officers are the ones who violates the law. According to the stop and frisk statistic from NYCLU predominantly Black and Latinos are the major targets for the police. The statistics showed the highest stop and frisked made by police officers from 2002-2014, more than 80-90% of people were innocent, from that innocents people at least 54% were Blacks, than Latinos in between 30-45% and the last one in between 8-13% were white people .It is clear that police officers are using their powers on people, it became major problem for the society, especially on the lower class people, who are living in bad neighborhood, where crime rates are high, because this type of neighborhoods are number one target for the police. Most of the NYPD officers not only stopping the people but also harassing the by using verbal and physical force, like the story of Alvin, 17 years old Latino boy, he was stopped by NYPD police officer. Alvin was physically and verbally abused by the police officer. When Alvin asked the police officer why they stopped him, police officers replied that they stopped him because he looked suspicious with his hoodie on and they asked him why he was walking outside with his empty bag, Alvin tried to explain that he was wearing hoodie because it was cold outside and he was going at home, but police officer did not listen to Alvin, they physically and verbally harassed Alvin. According to the information it shows that, police officers are using their powers on people, this proves that most of the police officers are violating that law, especially when it comes to the person with no gun and no reason to stop them. Like the story of 48 years old man Dan Richardson, who lives in Brownsville, Brooklyn, he was stopped by police officers, because he walked out rom the store with cop of water and police officers thought that he had Alcohol in his cup, one of the officers sniff the cup to check if it was a real water. This type of stories happens a lot of time; this is another type of prof that police violate the people’s right. Many people said that they are scared of going outside, because police is always up there to stop and frisked them; people became indigent by the police. Again these are the minorities who are target for the police officers. Moreover Stop and Frisk is the major problem for the society. It is real that Black and Latinos are major targets for the police officers, proved by the NYCLU statistics, but highest target for the police are Black people, showed in the statistics. Police officer are not always following the law, but violating it most of the times, it is true that not every police officers are doing lawful moves, a lot of people are complaining about how unlawful most of the police officers are. Stop and Frisk supposed to be used in the right way, that means police officer should stop a person if they are sure that person is suspicious, to keep society safe by crime or the crime that can be happen, but most of the police officers are unlawful and most of them are targeting people by race, gender or religion, also they targeting the people by the neighborhoods. Since the law is broken, it make the situation even worse, because people are stopped because of the way they look and they are physically and verbally abused by the police officers, a lot of unlawful moves that are made by police officers now social media is using as an example, because of those moves now people does not want to stay quite and now everyone is protesting. In 2013 a federal judge said stop and frisk was unconstitutional, so the practiced has changed. So far there is no evidence that crimes have grown up. I believe that there has to be changes made in the Police Departments, because main head of Police Departments put too much pressure on the police officers and this is why a lot of police officers are trying to do their best, but at the end they are violating the law, because they do not want to lose their jobs so they have to complete their order.
I believe that if Police officers and public sphere will gather together, work on the problems, which are happening in the different neighborhoods, this would be the best way to solve the problem and stop the violation of the law. Also if every police officer will wear body cameras, this can be one of the best solutions, because those way police officers will be controlled, like in California every police officers have to wear body cameras, if they make any unlawful move they will be charged. I believe that things that are happening now will be changed in the future, because I believe that this will be a perfect lesson for the police department ,that they can not put too much pressure on the police officers and they should be concentrated about higher crimes, rather than concentrated on smaller crimes like selling illegal cigarettes, because higher crimes like selling illegal drugs or weapons are more dangerous then selling a illegal cigarettes or any other small crimes, also the protests that are happening now will be a perfect example for every future

The broken windows theory, was proposed by James Q. Wilson and George Kelling (1982). This used broken windows to describe disorder within neighbourhoods.Their theory links disorder and unsociable behavior within a community leading to serious crime. Prior to theories such as broken windows, law enforcement and police tended to focus on the serious crime. However, Wilson and Kelling took a different view from this. Kelling created Broken Window Policing to maintain clean and organized neighborhoods in order to decrease possible crimes. Kelling designed the theory using vague language, which allowed for multiple interpretations when designing broken window policing. Instead of reducing crime rates, this policy over criminalized small crimes. The results of broken window policing did not meet Kelling’s expectations, which resulted in him blaming the negative results of the policy on bad policing. But the negative outcomes of the policy did not arise from just bad policing; Kelling’s broken window policing opened the door for discriminatory practices, and fed the prison system. Many people know of the police officers of today’s world and that it is their job to enforce the laws set by their government, but not many people know the history of your typical everyday United States police officer or how they came about. The idea for neither your everyday police officer nor his or her department they work for or how a police department operates, originated in the United States. Over the years though America has made changes and adapted its system over the years to make it more suitable for its countries beliefs and practices.
Before the theory was enacted, there was a wave of immigrants migrating to New York City. The city was home to younger individuals that could be influenced positively instead of negatively. It was considerably a new era for change. The Broken Windows Theory came from realizing that disorder in a community leads to crime so, “If a window is broken and left unrepaired, people walking by will conclude that no one cares and no one is in charge” (Gladwell 152). Once people assume that there is no order, they start to believe that they can get away with committing criminal act whether it’s big or small. This leads to a pattern of increased crimes instead of a decrease. The Broken Windows Theory implies that crime is “contagious” and can therefore spread through the city. This can create a pattern in the community leading to a city filled with crime. It is not new for a city to repeat negative habits within its community. Friedrich Engels documented the city of Manchester and “the patterns of human movement and decision-making that have been etched into the texture of city blocks, patterns that are then fed back to the Manchester resident themselves, altering their subsequent decisions” (Johnson 199). In this article “On Virtue Ethics”, Rosalind Hursthouse attempts to formulate and defend her moral philosophy of neo-Aristotelian virtue ethics to its rivals utilitarianism and deontology. She is also interested in rebutting claims that virtue ethics cannot give us guidance on what to do in a particular situation because it emphasizes on character formation. She does this by saying that there are claims that virtue ethics cannot be a genuine rival towards utilitarianism and deontology (often referred to as duty ethics), because virtue ethics is “agent-centered” rather than “What sorts of actions should I do?” These claims state that ethical theories should be able to tell us about right actions which utilitarianism and deontology do. However, she fights back by saying that virtue ethics says that right action is an action that is among those available. It is an action that a virtuous human would do characteristically under the circumstances that they are in. She then goes on to say that with virtue ethics the agent is one who has, and exercises, certain character traits which are virtues. This means that virtue is a character trait a human being needs to flourish in life. She compares this with the other two saying that while utilitarianism and deontology introduce consequences and moral rule, virtue ethics does not focus on that and rather focuses on the virtuous agent and the criteria that person follows.
One of the simplest things to do and it requires is hold the law enforcement personnel accountable for actions deemed to be in the wrong. Examples of bribes, getting out DUI’s, abusing their power to name a few. According to the law everyone is to be treated fairly and equally. As a result of the recent rise of the use of excessive force cases against police and law enforcement, I have chosen to research the definition of that excessive force. When is it considered justifiable? What training do officers receive? What liability issues are there? In an ABC news article, Sascha Segan states there is no specific definition of excessive force. A part of everyday police work is to subdue criminal and suspects. Another everyday task of police officers is personal discretion - making the right decision based on the specific situation. It has been documented in multiple viral videos that law enforcement officer’s discretion is not always favorable in the public eye and is quick to be judged. We must take actions to reform police behavior! The problem is not the police nor the people of the United States, but the Federal Government system in which we all have to abide by. In order for a police reform to be implemented, the system has to be fixed and reconstructed. The people of the United States want to feel protected by the police, but on the other hand, they receive limited training on how to effectively interact with the people in the community they serve. Police officers are ordained by the power of the government. Police reform should start by giving proper training to new recruits and veterans, enforcing community policing and police accountability.
Police accountability is an effective way to regulate police officer’s behavior. Police accountability is applied in different ways and with different approaches. Some of these approaches include routine supervision, regular performance evaluations and early intervention systems. Police accountability is implemented by using external and internal controls. External controls include citizen complains reports and internal controls consist of early intervention systems. On the other hand, early intervention systems enhance a police officer’s accountability and overall performance. The courts have failed the police, and the police have turn to other means of justice. We must stop the corruption in the police force.
All things considered, there are still a lot of work to be done to finally end police brutally, however the government should start by becoming more aware of this problem and creating effective solutions for it. Also police officers should be punished for any act that involves abuse of authority, without being immunized to its consequences. Also, above all, the citizens shouldn 't remain quite towards the subject. People should complain and make sure that the police department is doing their service of making people feel safe and not vulnerable to their own officers. Therefore, the government has to act fast, because it isn 't right to live in a country in which peace is against the law and the law is against peace.
