Compare and contrast the Army Problem Solving Model (Process) with the Rapid Decision Making and Synchronization Process. (C 100) The Army Problem Solving Model (APSM) as well as the Rapid Decision Making and Synchronization Process (RDSP) are the forms of decision-making process or techniques with a systematic, logical approach to problem designed for commanders to help make better decision and to find better solution as problem occur. The ASPM as well as RDSP are similar and different to each other in some areas. The distinctive similarities between the Army Solving Problem Model and the Rapid Decision Making and Synchronization Process is that both of them are intended to assure leaders and staffs that all information or factors applicable to the existing problem are submitted and considered during looking for the best solution. This approach of the Army Problem Solving Model and RDSP is an effect of the fact that both processes are analytical and systematic shaped tools used by commanders to find out or implement the best solution when problems or events occur. Furthermore, both APSM and the Rapid Decision and Synchronization Process implemented by commanders are the tools designed to generate new course of action (COA) which in a straight line answers to problem. On the other hand, the Army Solving Problem and the Rapid Decision Making and Synchronization Process differ from each other in several ways. Summarizing, for all of the Multinational Command Structures mentioned above it is obvious, that first they consist of two or more multinational force, and always will have two chains of command – a national and a multinational chain of command. I analyzed and compared the performance of General Sherman and General Hampton in four of six mission command principles.
Mission command is the commander's use of authority and direction to empower adaptive leaders in the conduct of unified land operations. It helps subordinates exercise disciplined initiative when operating within their commander’s intent. To facilitate effective mission command, commanders must accomplish four consecutive stages of the operations process. They must thoroughly understand the problem, visualize a solution that achieves a desired end state, and then accurately describe this visualization in order to direct the organization. Unified Land Operations defines the army operational design methodology (ADM) as “a methodology for applying critical and creative thinking to understand, visualize, and describe unfamiliar problems and approaches to solving them. The operational design methodology incorporated into army doctrine serves as a method to compliment the military decision making process (MDMP). Although the ADM it is often confused with replacing MDMP, its purpose is to address complex problems from a nonlinear approach. ADM helps the commander to answer questions to problems. However, only a collaborative effort of an operation planning team (OPT) will achieve the approach to answering complex problems. Doctrine alone does not provide the answer to complex problems, but rather offers a guide to solve them. To conceptualize the MDMP, planners must incorporate ADM to provide a better understanding, visualization, and description of the problem. The purpose of this paper is to provide the framework to support why ADM is required in the MDMP.
War finds success and failure inescapably linked to how well the Combined, Joint, and Multinational Commander ensures the Joint War Fighting Function “Sustainment” planning is linked to strategic, operational and tactical objectives. General Eisenhower’s Operation OVERLORD, the Allied cross channel, air, and seaborne invasion of France during World War II provides an excellent case study to show successful integration of the principles and the spirit of the Joint War Fighting Function “Sustainment.” OVERLORD required synchronizing, coordinating, and integrating the logistics capabilities of coalition forces, their equipment as well as civilian manufacturing capabilities to meet the strategic end state (e.g. the defeat of Germany). This article will review the purpose and definition of Joint Sustainment, its imperatives and logistics planning principles and examine how Eisenhower and his planners incorporated these imperatives and principles into Operation OVERLORD.
In examining the military history, one can easily find out that the main role of military leaders in the field is to decrease confusion and to guide units to achieve the desired end state. In accomplishing these tasks, Situational Understanding and Visualization have become necessary steps especially in today’s complex environment. This importance legitimates the question about their relationship between these two steps and the challenges facing leaders to achieve situational understanding and visualization. Commander’s visualization depends on Situational understanding. Leader’s success in these two phases remains conditioned by overcoming some challenges related to his bias, time and the efficiency of his staff.
The Army Human Resource System (AHRS) known as the Electronic Military Personnel Office or (eMILPO) is a web based multi-tiered application. It provides the Army Human Resource Community with a reliable mechanism for performing personnel actions and strength accountability. The System consolidates 43 Personnel Information Systems in one. This system provides visibility of the location, status, and skills of Soldiers in the United States Army. The primary users of this system are Human Resource Soldiers, Commanders, and First Sergeants. The primary features and functions of eMILPO include Personnel Services, Personnel Accounting, Reassignments, Promotions, Readiness, Workflows, System Services, PERSTEMPO, and DTAS.
In late November 2001 Task Force 58 launched from ships off the coast of Pakistan to conduct the longest ranged amphibious assault in history with 403 Marines and Sailors, 4 fast-attack vehicles, and a variety of supporting equipment,. General James N. Mattis successfully accomplished this in large part to the effective execution of mission command. Commanders can utilize mission command as a philosophy or a warfighting function. Mission command as a philosophy is the use of commander's intent and mission orders to empower agile and adaptive leaders. It enables commanders to counter the uncertainty of operations by reducing the amount of certainty required to act in a given situation. Commanders build cohesive teams, provide a clear commander's intent and guidance, encourage the use of disciplined initiative, and use mission orders through the operations process to effectively use mission command as a philosophy. Commanders drive this operations process using mission command through six steps. First, they must understand the operational environment and the problem. Second, a commander must visualize his desired end state and operational approach. Third, he must describe that visualization to subordinates using time, space, purpose, and resources. Fourth, commanders must direct forces throughout preparation and execution. Finally, through each of the first four steps, commanders need to lead through purpose and motivation and assess through continuous monitoring and evaluation. General Mattis successfully utilized mission command as a philosophy by understanding, visualizing, leading, describing, and assessing through the operations process as the commander of Naval Task Force 58.
We can identify three major cultural dimensions that help us to understand what leaders must focus on as they guide the transition of the Army. First, professional Identity, which is guided by Soldiers at all levels who are striving for excellence in their functional specialty, i.e., HR Sergeants. Soldiers who have goals and ideals of the Army to ethically put service and duty first. HR Sergeants are trained and well educated in their field. They are taught to put Soldiers first and have great customer support skills. Second, community, the sense in which Soldiers stop thinking about “I” and start thinking “we”. The bond among units who not only believe in cohesion with Soldiers, but their families too. The HR Sergeants are there to take care of Soldiers when financial issues arise with them or their families and don’t back down until the situation is solved. Last, hierarchy, which leads to order and control and provides Soldiers with moral reference and a sense of direction. The HR Sergeant has the mentality of mission first, knowing who to contact at the next level for assistance helps get the mission
Contingency leadership theories attempt to define leadership style, the situation, and answer the if-then contingencies. Situational leadership theory is a contingency theory that focuses on followers’ readiness: the extent to which people have the ability and willingness to accomplish a specific task. Path-goal theory states that it is the leader’s job to assist followers in attaining their goals and to provide direction or support needed to ensure that their goals are compatible with the organization or group goals. Each theory was developed as a separate model for leaders to determine which leadership style to use in different contexts or situations. However, both models can be related to each other and may be even more effective when used together. Effective leaders will recognize that they must adjust their styles and behaviors according to their followers and the environment. By accurately assessing their team’s stage while minimizing redundancies in the environmental structure leaders can improve their team’s performance and satisfaction.
A defined chain of command with equal representation from all the armed services coupled with standardized clear communication and training throughout the branches, results in an elite fighting force with endless capabilities. Efficiency is the major goal behind Joint Warfare and so long as the clear channels of communication throughout the services hold true, this goal is attainable. This efficiency, though almost impossible to fully achieve, was seen during Desert Storm. During the Desert Storm campaign, General Schwarztkopf was Commander and Chief of US Central Command (USCINCCENT). His first order of business was to name component commanders.

The most effective commanders through their leadership build cohesive teams. Mutual trust, shared understanding, and accepting prudent risk serve as just a few principles for mission command. Mutual trust is the foundation of any successful professional relationship that a commander shares with his staff and subordinates. The shared understanding of an operational environment functions, as the basis for the commander to effectively accomplish the mission. While my advice for the commander on what prudent risks to take may create more opportunities rather than accepting defeat. Incorporating the principles of mission command by building cohesive teams through mutual trust, fostering an environment of shared understanding, and accepting prudent risk will make me an effective adviser to the commander, aid the staff during the operations process, and provide an example for Soldiers to emulate.
