Status Quo During 1963-1974 there was pay inequality for women compared to men. The reasons for pay inequality for women were due to a number of reasons, such as, segregated job listings and insufficient access to professional jobs. In the early 1960s, newspapers published separate job listings for men and women. Jobs were also categorized according to sex, with higher level jobs listed exclusively under “Help Wanted-Male”. For example, in New York Times (NYT) Classified Ads 69 and 78 published on Sep 27th 1964, jobs like scientific programmers are listed exclusively under “Help Wanted-Male” while jobs like typists are listed exclusively under “Help Wanted-Female” (P1-2). Also women were paid considerably less than men. According to the Library of Economics and Liberty, in the early 1960s, women with full time jobs were paid 59-62% of what men were paid (Goldin 4). This shows that women were paid 59-62 cents for every dollar that males were paid. Lack of access to professional jobs and the job market further contributed to pay inequality. According to the NYT article titled “The Second Feminist Wave”, “…seven percent of the nation’s doctors are women, 3 percent of its lawyers, 1 percent of its engineers… (Lear 2)” The article will further say “As to the job market: 28 million women are in it and three-quarters of them are in the rock bottom of it. Ninety percent earn less than $5,000 a year… (Lear 2)” So women had very little access to professions such as: law, medicine, and engineering. And 90% of all working women were paid less than $5,000 a year. From the Equal Pay Act to the banning of segregated help-wanted ads these groups helped progress the status quo of the early 1963-1974 time period. While these groups accomplished many things they would fail in some areas. The NOW would fail to pass the ERA and the Equal Pay Act would fail to provide total pay equality for women. But because of these groups women gained: better access to jobs, equal pay legislation, and a more active government role in the area of women’s rights. All these efforts led to women having comparable pay to men. However, women did not receive the same pay as men resulting in continued pay inequality during 1963-1974.
Despite the manifestation of Rosie the Riveter propaganda and the continuous push to recruit women, they still were not granted equal pay for their services. This was true in the 1940’s and it’s still a relevant issue today. Then, it was rare for women to earn even slightly more than fifty cents to every man’s dollar. Now, the average woman earns anywhere from sixty to eighty percent of a man’s salary for the exact same job. Ranges vary depending on the specific career field. However, women of minorities remain stuck in injustice systematic trends. The pay rate for a female minority is still approximately fifty percent.
In 1960 women were inspired by the leaders before them. This new generation of women fought for many things like, equality in the workplace, because men were paid more than women for the same job. Considering many men went off to war, so many women took over the jobs they use to have. However, when men returned from the war, they took their jobs back. Companies who hired women before stopped and only hired men. Even the newspapers had a separate listing of jobs for men and women. Both genders would work the same jobs, but would be paid on a different pay scale. Women fought for their rights of equal pay by organizing marches and protests in the nation 's capital. Therefore, the government proposed the Equal Pay Act, which was a victory for women once again. The Equal Pay Act was signed in 1963 by President John F. Kennedy, the Equal Pay Act required employers to give men and women equal pay for the same work. Though any pay disparity between women and men is a pressing issue, the “wage gap” is much more complicated than people believe because of misleading statistics, unaccounted for variables, and the different social and economic choices of men and women. Towards the end of the 1960s a new era in equal rights took place. Following the example of the race movement earlier in the decade, women decided they needed the same gender equality as men. Up to this time in history women were known to society as house wives, and homemakers. According to David Farber, almost every decent-paying job was strictly held by men. With the increase of support for equal gender rights, Hon. Shirley Chisholm came to the rescue. Being the first woman in congress, she knew the hardships and troubles faced due to gender. When she delivered her speech to congress, it was a stepping stone for the history of women’s rights. With her help and focus on the Equal Rights amendment, it was later passed in 1972.
For several decades, most American women occupied a supportive, home oriented role within society, outside of the workplace. However, as the mid-twentieth century approached a gender role paradigm occurred. The sequence of the departure of men for war, the need to fill employment for a growing economy, a handful of critical legal cases, the Black Civil Rights movement seen and heard around the nation, all greatly influenced and demanded social change for human and women’s rights. This momentous period began a social movement known as feminism and introduced a coin phrase known in and outside of the workplace as the “wage-gap.”
In today’s times, women are more equal to men than they ever have been, even though differences like the wage gap exist. However, the rights of women have come a long way since even as little as a hundred years ago. How is this possible? Women have fought – and won – against the inequalities that they have faced. Powerful women like Carrie Chapman Catt, Ida Wells-Barnett, and Jane Addams who fought diligently during the Progressive Era in order to close the vast gap between men and women. It is because of these women, and so many others, that so many reforms came about since the Progressive Era.
The reality of wage differences between men and women is that above all changes women continue to earn less than men. Countless arguments have promoted that wage inequality has changed and that everyone finally receives an equal amount of pay. “For women of color, the gap is largest of all: In 2006, black and Hispanic women earned 86 and 87 cents on the white man’s dollar, respectively,” (Mcswane 2). If a woman is lucky enough she will get an equal pay compared to a man doing the same job. But it is challenging for a woman of a minority background to achieve this. Not only are women paid less because of their sex, but also because of their race. While the 1960s were a time of advancement for minorities, it was also a time of advancement for women. In 1963, Congress passed the Equal Pay Act, which outlawed discrimination in the workplace based on a person’s sex (Foner 944). To ensure that women would have the same opportunities as men in jobs, education, and political participation, the National Organization for women was formed in 1966 (Foner 944). The sixties also marked the beginning of a public campaign to repeal state laws that banned abortion or left the decision to terminate a pregnancy to physicians instead of the woman (Foner 945).
One problem that Americans are facing is the inequality between men and women, whether it is in everyday life or in a professional atmosphere. One step that has been taken toward equality was introduced with the Equal Pay Act of 1963, signed by President John F. Kennedy. This law was the first affecting the amount of job opportunities available for women and allowing them to work in traditionally male dominated fields. On the outside, this would sound like a solution where nothing could possibly go wrong, but it is not.
A number of factors have contributed to the gap between men’s and women’s wages. These include: occupational segregation of women into low paying jobs; lower levels of unionization for women and attitudinal barriers that have kept women from achieving equality in the workplace and undervaluation for women’s work.
Women are more than half the work force and are graduating at higher rates then men and continue to earn considerably less then men. There are several contributing factors to the gender wage gap. Women experience gender discrimination in the work force even though it’s been illegal since the Equal Pay Act in 1963. One of the challenges for women is uncovering discrimination. There is a lack of transparency in earnings because employees are either contractually prohibited or it’s strongly discouraged from being discussed. Discrimination also occurs in the restricting of women’s access to jobs with the highest commission payments, or access to lucrative clients.
It is very important to be concerned about the issue because it is constantly increasing throughout the United States. It upsets me that women are paid less than men because women have the same ability and work ethic as men do, but they are looked at differently. According to AAUW, women make 77 percent of what men make. This rate hasn’t changed since 2002 (Hill, 2013). Statistics show that women will never make as much as men due to the thought of never being comparable to men (Williams, 2013).
Today in the United States, men make more than women in various sectors, including education and other trades favoring women workers. The gap gets bigger when comparing the wages earned by men to those of women in jobs favoring men workers such as construction or other physically demanding jobs. Women are less likely to work those jobs, therefor; men have the advantage of having more experience and get paid better. In addition, employers would rather hire a man instead of a woman because they believe that a man will be able to sustain the difficulty of the job and work longer hours which crate a disadvantage for women because they are unable to gain experience and become skilled in that certain field. Despite government regulations to promote equality within the workplace, women’s salaries continue to lag behind males in similar career with similar experiences. According to research performed by Blau & Kahn (2007) “women salaries averaged about 60% of men’s until the 1970s and rose to nearly 80% by the 1990s” (as cited in Bendick, Jr. & Nunes, 2012, p.244). Today, women on average earn approximately $.81 for every dollar that men earn in the United States (Guy and Fenley P.41 2014).
