This chapter is aimed to provide certain implications for social workers practice to highlight their required training along with professional development. This summarised implication is provided in the form of specific suggestions regarding ways through which social work training could be improved. The relevance of findings of reviews to development of underpinning principles of effective social work practice with children and people is provided as well.

It is, therefore, possible to identify certain important elements that can be implemented to social work practice. For instance, no matter what area of social work professionals enter, they will abide by legislations, policies, and processes. These cannot be always easier to implement in social work practice in terms of time and resources but they are important to safeguard children and society. Despite of limitations being posed for practicing ways for social workers, there is always a certain room for a level of flexibility in their implementation. For instance, social workers in this survey hold sessions for training in evenings to accommodate availability of foster carers. Foster carers and birth children are providers of fostering service in the United Kingdom. Mutual communication, respect, and honesty are important in establishment and maintenance of positive working relationship. Foster carers are required to involve in best practice while gaining support and guidance. This further involves the challenges in their practice by linking workers with other social workers or professionals. However, the most challenging issue in fostering service within the United Kingdom is found to be related to the contact of service providers with the birth parents. It is needed to make abundantly clear to foster carers that rights of birth parents do not cease their children to enter into the care system. Every effort is required to be provided by social workers, foster carers, and birth parents for ensuring that child does not feel divided in two different families. This paper will contain research done about foster care, including a brief history and progressing along to the system today. This research interested me because it is a professional career option after graduation. I found both positives and negatives about the foster care system that children and foster parents go through on a daily basis. As the paper progresses I will be explaining these positives and negatives in more detail. Throughout the paper I will be referencing different scholarly sources that explain foster care in different ways. Overall, this paper will show different aspects that the general public may never know about foster care.
Despite attempts in the foster care system agencies under the guidelines of the “Adoption and Safe Families Act of 1997” (ASFA) to locate suitable homes and families for foster children, many remain in foster care. “Too often, Child Welfare policy and the agencies responsible for it – offices that respond to child abuse and neglect, oversee foster care placements, and seek to reunite children with their parents to find adoptive families- are out of sight and out of mind except for fleeting moments of tragedy, such as a child’s death”.

As of 2014, there were over 415,000 children in the foster care system. Foster care is the raising and supervision of children in a private home, group home, or institution, by individuals engaged and paid by a social service agency (Legal Dictionary, 2016). Care givers can be of kin relationship to the child, or may not know the child at all. Group homes are run by a social worker and can house multiple children at a time. These homes are usually regulated by the state and/or government. Children of all ages go through many emotions when their lives revolve in foster care. Foster care is an agency that takes in more than 250,000 children EVERY year. With this many children entering the system every year; the amount of problems on finding the right caregiver for the child increases tremendously. When these problems are created there are many effects that can happen to the child that can last short-term and unfortunately long-term. Fortunately, there are multiple solutions for these problems that everyone can do so that everyone's position is improved. Foster care agencies can create negative situations due to the selection of the caregiver and the plethora, deluge, profusion, surplus, vast, prodigious, immense of problems that are created; however, there are several pathways that either party can take to improve the unpleasant situation and its effects.
Problems in the society such as poverty, homelessness, unemployment, substance abuse, HIV/AIDS, unequal education, family and community violence, and racism all can affect families and impact child welfare and the system itself (Chipungu and Goodley, pp. 76, 2004) There is often a incongruity between the services being offered to children and families in foster care and what they actually need. One example that Chipungu and Goodley (2004) made was birth parents being offered training and counseling when services such as housing assistance and childcare are more critically needed but not available (pp. 79).

There is extensive recognition that for many children outside of parental care, family supported care provides a better option to residential care. Though, in different countries of the world, foster care, an important system for giving this family-supported care, keeps under-resourced and hardly used (Murray, Tarren‐Sweeney, & France, 2011). This research observes this clear contradiction. It is essential not to observe foster care as the single solution for children in need of optional care.
