Social Factors Affecting Inner City Poverty
Poverty has stricken the country with thousands of inner city families facing dilemmas that contribute to their inability to reach a higher economic social status. Each year, the U.S. Department of Health and Human Services issues updates for the U.S. Federal Poverty Measure. These updates report thresholds that determine eligibility for particular federal programs, and also is used to set an income measure which allows the National Census Bureau to estimate the percentage of the population who are indeed suffering from poverty (The 200 HHS Poverty Guidelines). These poverty-stricken homes have very few ways to escape the economic trap that they are in. Forty-two percent of all poor live in metropolitan areas of 300,000 or more (Harris 12). By examining the factors that affect the poverty within America's inner cities, one can easily see the economic damage that each can cause. Three major factors that affect poverty in the inner cities are the lack of educational and occupational opportunities to those who live in the communities, racial and economic segregation, and governmental ignorance and abandonment of the urban communities. Over twenty percent of all children under age eighteen are now living in poverty (12). Impoverished students tend to have much lower test scores, higher dropout rates, fewer students in demanding classes, less well-prepared teachers, and a low percentage of college-bound students (Orfield 56). "More parental involvement in active learning (including programs that teach parents how to help and teach their children) should be fundamental in improving the system" (Dreir 114). Without the education or skills to obtain a job, these students will most likely fall into the trap that poverty has already set upon them. "The federal government must train the people of the inner cities. The only way to stay permanently out of poverty is to be well trained to attract high-wage, high skill, and high productive jobs." In February of 1997 the total unemployment rate in the U.S. was 4.7 percent (Harris 10). The government must stimulate national economic growth and create jobs (with the goal of full-employment economy), focusing major investments in the national physical infrastructure (Dreir 111). The lack of educational and occupational opportunities places economic restraints on those who might otherwise succeed financially and become productive members of society. Racial and economic segregation is another important factor affecting inner city poverty. Ghettos are signified by "an older central-city area surrounded by expanding, more affluent suburbs with the central city area disproportionately African American, Hispanic, and Asian, while suburban communities have remained disproportionately white (Kerner).

If we as a nation are capable of fixing all institutions and structural issues we could bring the slums out of poverty. The cycle of unemployment and poverty is a terrible cycle that cannot only be judged by race and cultural values. When reading this book keep in mind the difficulties, any family or person could go through these tribulations. There are many arguments and sides to each problem; this is another one of those. The battle for inner city poverty, and the factors that go along with it, has not been finished. Wilson brings out a different aspect which could help people expand horizons and come up with better solutions.

It is important to objectively view statistics to gain a better understanding of poverty and to wade through the stereotypes and the haze of cultural views that can misrepresent the situation.The official poverty line in America begins with a person making at or below $12,060. To calculate the poverty line for a family, an additional $4,180 is added to the base of $12,060 for each additional member(“Federal Poverty Level Guidelines”). According to the last U.S. census, over 45 million or 14.5% of Americans are at or below the poverty line(Worstall). It is not difficult to document that poor children suffer a disproportionate share of deprivation, hardship, and bad outcomes. More than 16 million children in the United States – 22% of all children – live in families with incomes below the federal poverty level – $23,550 a year for a family of four. (Truman, 2005) Living in poverty rewires children 's brains and reports show that it produces prolonged effects. Also, growing up in a community with dangerous streets, gangs, confused social expectations, discouraging role models, and few connections to outsiders commanding resources becomes a burden for any child. Unemployment in the city limits further feeds the belly of poverty. Unemployment rates for Richmond in August 2013 were 8.2% (United States Department of Labor, 2013). These rates represent only those that are documented as unemployed and does not consider the “under employed” as they may be working but not getting paid for a full work week. These unemployment rates would likely be higher if they were accurate and all inclusive of the unemployed in Richmond. The unemployment rate for the entire state of Virginia was reported at 5.8% in August 2013 (United States Department of Labor). The unemployment rate is related to education. There are not enough good paying jobs to support those who did not finish basic high school. There are not enough good paying jobs to reach citizens of the city that do not have adequate transportation.
In recent years, the number of children whose families fall under the line of poverty has risen at an alarming rate. Crosson-Tower (2013) postulated a reason for this increase when she said, “The recent weakening economy, a higher unemployment rate, unprecedented numbers of home foreclosures and a decline in the safety net for children and their families have resulted in a gradual continuing increase in children living in extreme poverty” (p. 57). Apparently, nearly every aspect of the United States’ crumbling economy affects a family’s ability to meet basic needs. Everyone knows what the word poverty means. It means poor, unable to buy the necessities to survive in today's world. We do not realize how easy it is for a person to fall into poverty: A lost job, a sudden illness, a death in the family or the endless cycle of being born into poverty and not knowing how to overcome it. There are so many children in poverty and a family's structure can effect the outcome. Most of the people who are at the poverty level need some type of help to overcome the obstacles. There are mane issues that deal with poverty and many things that can be done to stop it.
New York City is claimed to be one of the greatest cities in the world. Many are blinded by the breathtaking skyline, the endless opportunities, and the hustle and bustle of the streets. As one of the economic capitals of the world, it is surprising to hear that about 30 percent of children currently residing in New York City are living in poverty (Cheney). New York City has evolved into a city for the wealthy by eliminating inexpensive housing and jobs, forcing many families to the streets (Elliot). Many are unaware of how prevalent child poverty is. To raise awareness, the New York Times did a series of articles that followed the life of a young girl named Dasani. The article highlights the brilliance that Dasani had at such a young age and emphasizes the everyday struggles that she had to face growing up as a child in poverty. Some ways that can lower the amount of child poverty is through after school programming and through work-for-rent housing.
Education can be somewhat helpful to people headed toward poverty or homelessness. However, new research is showing that education is needed but alone it is simply not enough to help people get jobs and help their situation. Along with their education, the poor need job training in the area of work they are looking towards (Bernstein 1). The training along with the mandatory education helps people excel in something they are good at and improve their job chances. The people who do get their education and job training then run into another roadblock. In the U.S. economy, typically low-wage jobs are more abundant. In fact, the low-wage sector of the economy is the part that is projected to grow the most. In the next ten years, thirty new low-wages jobs are expected to be added to the work force. Of those thirty, half of the new jobs will require very little training (Bernstein 3). This results in a lower quality of work and less pay. Education can help Americans receive a well paying job and lead to less low income families. A quality education allows people to feel accomplished and empowered to get a job that could help their family and their financial needs. According to an article by the Global Partnership, education reduces economic inequality and “If each [employee] from poor and rich backgrounds receive the same education, the disparity between poverty would decrease by 39 percent” (“5 Ways Education Can Help End Extreme Poverty”). In an article by William Bennett, states that American companies estimate that currently there are 3 million jobs available. The downside is that the children are poor and lack the education to fulfill those jobs. The government needs to provide more affordable schooling so that young adults can obtain a higher education to earn a higher salary. Currently, The U.S. Census Bureau reported that in 2014 the poverty rate of people twenty-five and older was 12 percent. Figure 1 demonstrates the statistic provided by the U.S. Census Bureau. It clearly displays that Americans who obtain more years of schooling and further their education, display a lower poverty rate. In 2014, those who have obtained no high school diploma show a greater poverty rate in relation to those who do have a bachelor degree. For example, Americans who have no high school diploma have the highest poverty rate at 29 percent. The United States developed the official poverty measures in 1960. It was developed by President Lyndon B. Johnson, who had declared a war on poverty during the Civil Rights era. (The Path of Power- The years of Lyndon B. Johnson, (Caro, 16). The poverty rate of African Americans has been declining for many years. The Census Bureau releases two reports every year that describe who is poor in the United States based on cash resources. There is also the supplemental poverty measure (SPM) which takes account for the cash resources and non cash benefits from government programs aimed at low income families. (www.Census.gov/People and household). In 2012 there were over 46.5 million people in poverty and of those numbers 10 million were African American according to the poverty reports. African Americans have been a major factor since slavery. Since the late 1660s there has been a race on poverty since the marches of the Civil Rights Movement and Dr. Martin Luther King. One of the protests was the call to March on Washington in 1963. Dr. King stated that “on a lonely island of poverty in the midst of a vast ocean of material prosperity”. Funding inequalities has been an issue from past to present, especially in the low-income communities. In fact, students in urban areas with less funding have low attendance, score lower on standardize testing, a low graduation rate. Also subjected to outdated textbooks, old dilapidated buildings, Students in the inner cities need to compete with their suburban and wealthy counter-parts for this reason funding inequalities must end and more money should be directed to these communities from: federal, state, and local governments.

Poverty is the state of one who lacks a standard or socially acceptable amount of money or material possessions. Sometimes events occur that changes a person’s perspective on life. Poverty is one that can have a huge effect on not only one person, but also the people around him/her. Over half of the world is going through this tragedy and we, being the ones who created it, have the responsibility to end it.
