Shadow and Custodial Presidents
Grant (1868) – Cleveland (1892)
Throughout the history of the world there have been many people remembered for their actions and a great deal more forgotten for no real reason. This does not exempt more recent history. After the American Civil War, six lesser-known Presidents, Grant, Hayes, Garfield, Arthur, Cleveland, and Harrison, have been given titles of either shadow or custodial presidents. A shadow, is a section of darkness, or a part that follows behind. Some of the Presidents seem to have fallen into the shadows of other events, people, and issues. Others put themselves there, just stepping out long enough to take care of a few urgent tasks then sink back into the unknown. “Custodial Presidents” a term implying that the man is there only to fix problems already out of hand. He does not create policies or change the course of the nation, just keeps it on its way. Truthfully, some of these men are deserving of these titles. Others may not be.
Gen. Ulysses S. Grant 1868-1876
Towards the end of President Johnson’s term in office, Johnson and Grant began to have public disagreements about the state of the Union. Due to these quarrels Grant aligned himself with the Radical Republican political party. Grant was already well known for his triumphs during the Civil War and was thus, the popular choice for Presidential Nominee.
Grant was the son of an Ohio tanner. He was educated at West Point, where he graduated 21st out of 39. Grant fought in both the Mexican and Civil Wars. In 1864 President Abraham Lincoln appointed Grant to the Position of General in Chief.
As President, grant had difficulty in making wise judgements. He was a man who tried, in most ways; to be honest, but still found himself in association to dishonest acts.
Grant was known to accept a considerable amount of gifts from political admirers. He was also seen with the speculators, Jay Gould and James Fisk. Two men, who were planning to corner the market in gold. Grant did realize their plan, and he tried to put an abrupt halt to it. However his action caused a tremendous amount of fiduciary turmoil. Grant in no way curbed Radical Reconstruction, in the South. At times he aided it with military force.

... of Presidency Harrison focused on was foreign policy. In 1889 the Pan American Congress met in Washington to establish an information center. Harrison also tried to annex Hawaii.
Within the country Harrison expanded the navy, made subsidies for steamships lines available, and signed bills for internal improvements. He also wanted to protect the American consumer from monopolies, so he signed the Sherman Anti-Trust act.
Harrison had great problem, the tariff, facing him. He tried to make revisions in the tariff. These revisions made it so the Treasury surplus was nonexistent before the end of his term in office. Along with the surplus went the prosperity of most of the working class.
Harrison mostly focused, in his presidency, on issues that were important at the moment, but not so important as to be memorable. His time as President has fallen into the shadows. No great travesties or victories occurred during his time and so he will remain a shadow president.
After is retirement in Indianapolis and marriage in 1869, Benjamin Harrison died in1901, a respected man.
Andrew Johnson took office shortly after the Civil War. He was the 17th president of the United States. Throughout Johnson’s presidency his power and influence steadily declined. During his time in office Political parties changed their names and were affirmed. Earlier when the term party was looked upon with similar meaning as faction, it represented a sort of selfishness and contention over unanimity that wasn’t needed in the government. The Democrats and the Whigs were the new names of the parties. The Whigs grew from the Republican Party and the Democrats form the Anti-Federalists. What brought this change were economic booms and downturns that had characterized the 19th century economy. Readmission to the union was a dividing factor between Republicans in politics. Lincoln advocated for the "Ten Percent Plan". This demanded that only ten percent of voters in a state take an oath to uphold the values presented in the constitution in order to rejoin the union. Lincoln would then pardon all but Confederate government figures and rights of citizenship would be readmitted. Radical Republicans opposed this plan, claiming that it was too lenient. They then passed the Wade Davis Bill. This bill required that a majority of the population take an oath stating that they had never supported the Confederacy. The Wade Davis Bill also required more rights for freedmen including the right to vote, hold office, own property and testify in court. Lincoln, wanting an easy transition into a unified country, used a pocket veto so he could continue with his plan. Lamentably, Lincoln was assassinated months after his decision and his successor, Andrew Johnson, took on the role of president. Johnson, having grown up in a poor southern household, sympathized with the south yet, abhorred the planter class. With many new presidents moving into office each had a different idea on how to help the United States. McKinley thought that if he would make a tariff that would raise the price on manufactured goods by 48% that it would scare off the people from buying products that were not American made, which would help raise the economy. What it did was just make things worse because other countries were putting high tariffs on American products so it hurt the United States businesses both large and small companies. .
As soon as Johnson was made president he began to disagree with Congress, particularly those Congressional members of his opposing party. Later, he even broke ties with his own party citing the fact that he wouldn’t endorse a new amendment to the Constitution granting blacks the rights of citizenship. Congress did not approve of President Johnson’s plans for Reconstruction. The Wade Davis Plan returned power to the same people who had tried to break the Union by granting them amnesty. The Congress mainly opposed this plan because it contained no provision to protect the free slaves. The Freedman’s Bureau Act was intended to help former slaves to shift from slavery to emancipation and assured them equality before law.
This was one of the deeply anxious election outcomes for both, the Republican and Pro-war Democrats. They both joint together and formed the National Union Party, which re-nominated Lincoln and selected Andrew Johnson, of Tennessee a prominent War Democrats. The campaign of 1864 was noisy and abusive. The threat posed by the Democratic Party, which met in Chicago in August. The Democrats came forward boldly and proclaimed the Civil War a failure, demanded the immediate ending of hostilities, and called for the convening of a national convention to restore the Union by negotiation with the Confederate government (American President: A Reference Resource). The Democrats nominated General George B. McClellan, former commander of Union forces whom Lincoln had fired because of his failure to pursue Confederate General Robert E. Lee's army after the battle at Antietam in 1862. Some of the Radical Republicans were completely against Lincoln’s reelection (Mintz).

He became president following Lincoln’s assassination in April 1865, just days after the Civil War ended. As president, Johnson’s desire to scale back Lincoln’s Reconstruction legislation following the Civil War angered the Radical Republican majority that sought to punish the former rebels of the Confederacy.

A staunch anti-imperialist, he was made the vice-president of the American Anti-Imperialist League in 1901. He also supported civil rights and women’s suffrage.
