An intervention program is a combination of strategies designed to improve health status, or improve behavior changes among individuals or a whole entire population. This may include educational programs, new or stronger polices by the government, health promotion campaigns and not excluding stronger or new policies initiated by the government. The Calgary Police Services have developed an intervention program called SHOP (Serious Habitual Offender Program). Introduced in 1988, it focuses on intervention of serious young offenders and targets youth involved with gangs or at risk of becoming gang members in the city of Calgary who are not benefiting from existing police youth crime prevention programs. A targeted approach by current offender management units concentrate on younger repeat offenders, instead of returning them into environments that encourage their criminal behaviors, the team facilitates contact with family members or city social agencies that provide a better chance for the youth to escape the criminal lifestyle. Offenders are accountable to their release probation conditions and when in breach they are swiftly dealt with. (Calgary Herald, 2017). Calgary Police Services have developed comprehensive strategies comprised of a variety of elements that is education, prevention, disruption and investigation. All year round educational gang presentations to the public via schools and community events are scheduled to raise awareness. Community Resource Officers (CROs) are available in schools and at the local district offices, which are easily contacted, and are dedicated to working with youth who are at risk of being drawn into organized crime. Connecting the community is the key when it comes to prevention. Collaboration of programs that target youth at risk like Start Smart, Stay Safe(S4), Youth at Risk Development(YARD), Multi Agency School Support Teams(MASST), and cadet programs with the police, have a better chance of success when combatting crime. Early prevention is the targeting point. Disruption, suppression initiatives and direct monitoring of known offenders residing in our communities, improve public safety thus hindering recruitment, enjoyment and use illicit money. Gang suppression teams are a task force that visit nightclubs, bars and restaurants mostly at night to patrol and pick up wanted or curfew violators who are not in compliance with their probation or enforceable conditions.
Canada’s criminal justice system largely focuses on rehabilitation, but Bourque’s harsh sentence is similar to the sentencing practices of the United States (Gagnon 2015). This is troubling as Canada’s rehabilitation focused criminal justice system appears to be working. Canada has a low rate of recidivism for offenders who have been convicted of murder (Gagnon 2015). Research shows that Canada’s rehabilitation focused criminal justice system has also worked with crimes that are not as severe as murder. Between 2010/2011 and 2013/2014, there was a 12% decrease in completed adult criminal court cases. Most cases in adult criminal court involve non-violent offenses (Maxwell 2013/2014). Similarly, in 2013, the police-reported crime rate was at it lowest since 1969 (Statistics Canada). The homicide rate is also declining, as in 2013, it represented less than 1% of all violent crime (Statistics Canada). Notably, probation was the most common sentence given in adult court cases and custody sentences were less than six months (Maxwell, 2013/2014). Respectively, the concept to use opportunities that attempt to restore moral justice in Canadian youth punishment is indispensable. The Youth Criminal Justice Act enacted on April 1st, 2003 recognizes in the preamble that incarceration should only be exercised as a last resort sentence for violent youth ages twelve to seventeen, (Youth Criminal Justice Act (S.C. 2002, c. 1), 2002; Barron, 2009; Tustin & Lutes, 2011; Olivo, 2012, pp. 234-235, 456; Justice Education Society of British Columbia , 2013). The restorative justice approach enables consideration of many youth suffering from mental disorders that need more mental health support than punishment (Bala, Youth Criminal Justice Law, 2003; Gretton & Clift, 2011) corresponding to the evergrowing concern of more imprisoned youth, despite the decreasing delinquency rate (Ruddick , 2004; Linton, 2003). Therefore, reintegration and rehabilitation techniques are imperative to resolving youth in conflict with the law (Savignac, 2009; Anand, 1999; Doob A. N., 2004). An analysis of the complications and advantages of the restorative justice opportunities concerning young offenders ages twelve to seventeen will endorse that collaborating family connections, educating youth while integrating gang prevention, and community involvement will positively enhance youth prosperity and societal security.

The 2008 National Youth Gang Survey estimates that about 32.4 percent of all cities, suburban areas, towns, and rural counties had a gang problem (Egley et al., 2010). Street Gangs are becoming popular in many cities across the country. According to the Department of Justice's 2005 National Gang Threat Assessment, there are at least 21,500 gangs and more than 731,000 active gang members (Grabianowski). Gangs bring fear and violence to neighborhoods, drugs, destroy property, involve youth in crimes and drive out businesses. When you have gangs in a community, it affects everyone in the community. An alarming amount of young adults are joining gangs and becoming involved in illegal activity. Most gangs have a rule that when you join the gang you are a member of the gang for life. Gangs can be removed from our communities with more community involvement and education.
There are few known active members of street gangs attending district schools. The gang activity that is seen is that of ‘want-to-be’ gang members who are influenced by family members who are involved in street gang activity. Other ‘want-to-be’ members are often swayed by popular culture. Primarily, school administrators and district officials encounter smaller groups of students, anywhere from 3 to 10 students,from elementary to senior high, who band together and give the group a name. The group serves as a support system for members. These groups tend to be fluid and can disband as quickly as they formed. Most of these groups are benign and caused few difficulties. On occasion there have been groups that have caused greater disruption including violence, intimidation, and drug use. This has led to suspension and student transfer. The streets of Philadelphia are rapidly becoming a home to violent acts and random homicides. Innocent lives are taken every day due to the strong presence of gangs, and the streets are run by unruly groups of fearless young adults. Gang violence in Philadelphia is a major issue, and the citizens will never be safe until gang prevention occurs. Gang prevention is not a simple task, but with the right resources available, it is possible. Gang violence is a problem that will contribute to the collapse of Philadelphia, and it has yet to be solved throughout many generations. With gang violence on the rise, the best solution to gang violence is to educate the youth and parents about gangs and use family support to prevent the creation of gang members from the problem’s core.
The goals of juvenile corrections are too deter, rehabilitate and reintegrate, prevent, punish and reattribute, as well as isolate and control youth offenders and offenses. Each different goal comes with its own challenges. The goal of deterrence has its limits; because rules and former sanctions, as well anti-criminal modeling and reinforcement are met with young rebellious minds. Traditional counseling and diversion which are integral aspects of community corrections can sometimes be ineffective, and studies have shown that sometimes a natural self intervention can take place as the youth grows older; resulting in the youth outgrowing delinquency.
The reason for this program is to use innovative approaches in developing programs, which will teach youth alternatives to violence, substance abuse, anger issues, low self-esteem, and the consequences as a result of making bad choices. During, the program non-violence, team building, leadership development and communication skills is promoted. A neutral and positive setting is provided for young people, so they are able to come together from different gangs throughout the city to work on their issues and programs together. When a youth is referred to the program they have an Intake-Assessment with the family. “Together, a Program Contract/Service Plan will be developed based on the individual needs of the youth/family. If the youth is on probation/parole all requirements of the courts will be incorporated into their contract. We can all agree that an important goal of the American criminal justice system is rehabilitation. It expects that most, if not all, offenders to learn from his or her wrongdoing and become productive members of society (Ballenstedt, 2008). It is this thinking at the heart of a community-based initiative that is designed to bring law enforcement officials together to form a single concerted effort to identify and address patterns of crime, mitigate the underlying conditions that fuel crime, and engage the community as an active partner (Wolf, Prinicples of Problem-Solving Justice, 2007).
Statistics show that school-based programs as well as community-based prevention programs minimize gang involvement. School-based programs address substance abuse and violence, which reduces the risk factors for gang involvement.
