Although the presidency is a great opportunity to influence European policies, it is also a big challenge, and during the second Presidency in 2006 Finland concentrated on “tackling Europe’s current challenges such as security, globalisation, demographic change and maintaining economic welfare” (Committee of the Regions 2006, 4). The Finnish government knew that the Presidency would be an opportunity for them to take the European agenda forward as smoothly and efficiently as possible in order to deliver visible results and to be able to use the state as a self-interested mediator strategy successfully. However, in reviewing the 2006 Finnish Presidency, although climate change was made into one of its political priorities, it did not advance any of the crucial domestic or international debates on the matter. EU climate policy under the Finnish Presidency was “at best stationary, leaving all the hot items on the agenda for the Germans” (European Environmental Bureau 2007, 5) in their succeeding Presidency. They invested in the president: the powers of the monarch, but subjected him to the democratic principles of accountability which was ensured by a complex system of parliamentary and judicial checks and balances. For over a century the US got along fine with a relatively weak president whose major role was simply to carry out the laws and policies made by congress, however, there has been erosion in this system. Presidential power only started to grow after the 19th century when the US set out on its path to empire.
During the Antebellum Era, slavery was about one-third of the South’s population. The Antebellum Era was the period before the Civil War broke out. The South’s economy was booming which was credited to slavery. Their argument about slavery was that slaves were necessary and important to their economy. It would kill their economy if they got rid of slavery. Slavery was the foundation of their economy. Without any slaves, cotton would not be able to be produce. Nearly 60 % of their exports was cotton. Southerners would also point out that slaves were better working in plantations than working in a northern factory. According to them, the North had bad workplaces and long hours. They insisted that slaves were cared for and helped when they needed it unlike the North. However, slaves were still treated bad in the South. They would resist slavery in a variety of ways. For example, running away was one form of resistance. To understand the power struggle relating to foreign policymaking, it is crucial to understand what foreign policy entails. The Foreign Policy Agenda of the U.S. Department of State declares the goals of foreign policy as "to build and sustain a more democratic, secure, and prosperous world for the benefit of the American people and the international community." While this definition is quite vague, the actual tools of foreign policy include Diplomacy, foreign aid, and military force.

Conservatism is an ideology consisted of ideas and beliefs that value social order and tradition. The question of whether or not conservatism is a coherent ideology is a highly debated topic. Conservatism can be seen as a disbelief to its critiques against other political ideologies such as liberalism. (Ruth, 2017) However, I believe the ideas of conservatism do make up a coherent ideology. The enlargement of the European Union (EU) in 2004 and 2007 has been termed as the largest single expansion of the EU with a total of 12 new member states – bringing the number of members to 27 – and more than 77 million citizens joining the Commission (Murphy 2006, Neueder 2003, Ross 2011). A majority of the new member states in this enlargement are from the eastern part of the continent and were countries that had just emerged from communist economies (EC 2009, Ross 2011), although overall, the enlargement also saw new member states from very different economic, social and political compared to that of the old member states (EC 2009, Ross 2011). This enlargement was also a historical significance in European history, for it saw the reunification of Europe since the Cold War in a world of increasing globalization (EC 2009, Mulle et al. 2013, Ross 2011). For that, overall, this enlargement is considered by many to have been a great success for the EU and its citizens but it is not without its problems and challenges (EC 2009, Mulle et al. 2013, Ross 2011).
