Writing a successful Drug Free Communities (DFC) grant has become increasingly challenging with decreased levels of funding for the program and continued large numbers of applicants. Each year, SAMHSA receives approximately 500 applications. On average, about one-third of the applications are funded, although in 2011 only 19.2% of applications received funding, and in 2012 that number dropped to 16.5%, the smallest number of applications funded since 2002. In the FY2006 funding cycle, applicants had to score 82 or better to receive funding, but by 2013 the minimum score had increased by 10 points, to 92. What then does a coalition need to do to increase their chances of scoring high enough to get funded? Following are some suggestions for developing a successful DFC application.
While DFC staff insist the DFC grant application is simple, it is, in fact, a complex federal grant with very specific requirements that must be met. Coalitions must understand the two-part DFC application review process. The first review occurs when SAMHSA receives the applications, and eligibility screeners from ONDCP and SAMHSA review each application to ensure compliance with the statutory eligibility requirements outlined in the Drug Free Communities Act of 1997 and other requirements such as the application due date and format requirements such as page limitations.. Failure to meet even a single requirement may make an application ineligible and it will not proceed to Peer Review for scoring. , It is very easy to make a simple mistake and therefore be contacted for clarification, or worse, rejected altogether. Finally, set aside enough time to carefully review your proposal. During this review, ensure that your story is consistent. Proposals should make a strong case, show a compelling need and show how the proposed activities will effectively address that need. Your Action Plan should name the same target substances you identified in your Community Needs section. The strategies and activities in the action plan should directly relate to your target substances, and your budget should include only the costs associated with those strategies and activities. Use the scoring criteria and point allocations to make sure all RFA requirements are addressed, and score the section as though you were the reviewer. Lastly, allocate enough time at the end of this process to address any delinquencies you find, before submitting your final proposal.

There are elements that should be considered in having a winning business proposal. These elements include Solutions, Benefits, Credibility & Samples and Targeted. Solution includes stating the needs and problems that could or would occur then one would give solutions that one could be implemented. Benefits would include an outlined plan as to what benefits to be gained in doing business with this particular halfway house. Credibility and Sample is having a familiarity with clients in the area or having had a previous experience that can give a third-party endorsement that will give one the credibility.

DSRIP funding is used to offer financial incentives to health care providers that develop and implement projects aimed at improving how care is delivered to low-income populations. Specifically, the providers (often referred to as the “performing providers” or “performers”) propose and execute projects like programs, strategies, and investments designed to enhance access to health care, quality of health care, cost-effectiveness of services, and health of the patients and families served. Based on the completion of their project milestones, they receive DSRIP payments. Milestones are objectives of the projects, comprised of metrics indicating their progress, and the providers must achieve the milestones in order to claim the associated incentive funds. The President’s recommendation is to increase the funding to $80 million in fiscal year 2005. This new budget will be able to fund approximately 100 new local community anti-drug coalitions working to prevent substance abuse among young people. This program provides matching grant monies, with priority given to coalitions serving economically disadvantaged areas (President’s National Drug Control Strategy, 2004).
The drug control policy of the United States has always been a subject of debate. From Prohibition in the early 1930’s to the current debate over the legalization of marijuana, drugs have always been near the top of the government’s agenda. Drug use affects every part of our society. It strains our economy, our healthcare, our criminal justice systems, and it endangers the futures of young people. In order to support a public health approach to drug control, the Obama administration has committed over $10 billion to drug education programs and support for expanding access to drug treatment for addicts (Office). The United States should commit more government resources to protect against illegal use of drugs by youths and provide help for recovering addicts.

There are several accidents and stories we hear because we are such a small community. These are the things I would like our program to prevent and fix. The program will be called Allow Life to Thrive, Don’t Drink and Drive. It will be a program that meets once a week, for six months. This will give us plenty of time to help restore victims of alcoholism and bring them back to their regular everyday lives, without alcohol taking over anymore. We all know a family member, friend, or acquaintance that has suffered from alcoholism whether they like to admit it or not. A lot of the people that suffer from alcoholism do not get the help they need and it creates problems in relationships, friendships, and everyday life. This is due to the alcoholics only wanting one thing, one more drink. Together we can help Licking County and restore people’s lives back to reality, and let them have more to their day besides being dependent on alcohol. Overall, the issues that we face as a community do not only affect the alcoholics and their family and friends, but it also affects all of the other people that they pass and encounter while they drive intoxicated. Based off of other interventions I think that the CP was on the right track. They incorporated the community, focused on a community that really needed the attention, and partnered with other organizations to provide more access. The CP main problem is that it doesn’t address poverty and the sustainability of the program is not clear.
