Public relations as defined by Merriam-Webster dictionary (2011) is “the business of inducing the public to have understanding for and goodwill toward a person, firm, or institution.” The use of public relations by government leaders is not a new management skill. In the United States public relation by government leaders is as old as the country itself. From the times of George Washington and Thomas Jefferson, there have been public relations issues and political agendas that have been presented to the United States citizens. Early revolutionary public relation issue had to deal with the formation of the United States as a sovereign country and the banishment of the King of Great Britain. Though, many people immigrated to United States to escape the rule of Great Britain, it took public relations from the founding fathers to establish a continental army and polices to protect the newly formed country from the invasion and taxation of Great Britain. Public relations have always and will always be at the eye of the beholder.
Until the invention of the mass media, in the form radio during World War 1, the profession of public relations was relatively unknown. It was then that public relations in the form of subliminal messages and propaganda started to emerge as a trend of coercion and control by government leaders (Shafritz, 2011). Public relations and propaganda has it place in every governmental society as long as it is used a tool to communicate the intentions of government and to provide the information for an informed decisions by its citizens. As society becomes more dependent on technology for information and becomes more educated on propaganda the old “black propaganda” (Shafritz, 2011) is going out the door. The thing to remember is propaganda has been around since the beginning of time, even the bible should be considered propaganda, but it’s up to each society to determine the worth of propaganda with public relations and government leaders.
Words and images were silent weapons used by all governments involved during World War II. Wars are generally fought between soldiers, but the different ideologies often meet on the battlefield as well. The support of the people is crucial during these times since it general knowledge that strength relies on numbers. Propaganda targets people’s emotions and feelings and changes people’s perception about a particular idea, people or situation. Propaganda goes hand in hand with the art of persuasion and convincing; these tools can control and manipulate the collective minds of massive amount of its audience. Advertising has the power to sell ideas, to give or take away hope, and to boosts people´s morale; the ideas that were presented to the public through propaganda are immortal, they linger in the nation’s memory. Images often displayed in posters and pamphlets during war time, were an essential factor to gain peoples support and trust, images attract people’s attention with more efficiency than word. It is an effective mean to attract attention; it I said that images speak louder than words and this case is not the exception. Media, during World War II, was the catalyst which increased the magnitude of the issue that was being confronted. What does the word propaganda really mean? For most of us we assume that it is a word for negativity use. Just to assure those that think of propaganda as a negative word. Propaganda does have a positive objective if used correctly. The word propaganda is defined in a few different ways, But in the most general usage, it varies from bad to good persuasion of our minds. It is used during election time to our daily lives on television to our newspaper stands. According to Donna Cross’s essay, “Propaganda: How Not to Be Bamboozled,” there are thirteen different types of propaganda; this paper will discuss six varieties. George W. Bush and Dick Cheney used primarily every sort of propaganda to influence the citizens; therefore, our national society needs to develop awareness in the propaganda used by such politicians so that they can make wise decisions intelligently.
Modern society is fixated on the existence of bias in media. They have recently discovered that every news outlet and journalist holds ulterior motives that drive their perspective on noteworthy events. However, this “political phenomena” is far from a recent development in news publications. Propaganda has been a persuasive tactic in advertising for as long as there have been differing political opinions. By any means, one of the most notable pieces of propaganda ever written, was penned by Frederick Douglass in 1845, at the height of the abolitionist movement.
Propaganda has been here for a long time and we weren’t the first to use it, for example Adolf Hitler used propaganda to convince the Germans that the Jews were to blame and that getting rid of them would make everything better. The beginning of Propaganda in the United States was in World War I. Propaganda in World War I was used to persuade people to get into the Army, such as the “I want you” poster with Uncle Sam. Propaganda was then used in the 1920’s for advertising all the new things that came out such as TV’s, Automobiles, and appliances.
Take a second to think about the word propaganda. What comes to mind? Do events such as World War II or The Cold War? According to The American Heritage Dictionary of the English Language, propaganda is a noun which means “the systematic propagation of a doctrine or cause or of information reflecting the views and interests of those advocating such a doctrine or cause.” In other words, propaganda, in this particular definition, is viewed as the deliberate transmission of an idea or document that a group of people believe in. This definition suits the description of propaganda in the novel 1984 by George Orwell. The Inner Party is pushing the concept of “Big Brother,” the ultimate leader. But words can have multiple meanings and can leave room for interpretation. In an alternate definition, from The Analysis of Propaganda by W. Hummell and K. Huntress, propaganda is defined in a different manner:
In the book, Propaganda, author Edward L Bernays, who is nephew of Sigmund Freud, transcends the public relation industry. This short, 13-part instructional manual delves deep into the intricacies and usage of propaganda. Bernays claims that the public is in a constant state of manipulation. He argues that in order for a society to be highly functioning and stable, public opinion must be manipulated and swayed. While I find his claims disturbing, it was refreshing to read something so blunt. Bernays’ use of psychological techniques to work the mechanics of public opinion truly classifies him as the “father of public relations.”

"Propaganda is the control of opinion by significant symbols influence", (Laswell, as cited in Chadwick). There are seven types of propaganda devices. These have been categorized into a few groups by the Institute of Propaganda Analysis (IPA): Name Calling, Glittering Generality, Transfer, Testimonial, Plain folks, Card stacking and Bandwagon.
