Social, Political, Economic, and Environmental Pros/ Cons of Resources Conservation Recovery Act
One social con of the RCRA program is the lack of attempt to address landfills being in low-income communities. Even though the RCRA give a critical municipal service, they have failed to combat the issue of the placement of landfills near low-income homes. The problem is continuing to grow. These issues focused upon the fact that the waste mostly comes from outside the community, which eventually causes impacts to residents and degraded the environmental conditions. This issue also causes a decrease in property value because people do not want to live near landfills.
A political con associated with the policy is the fact that the law encourages states to add but not take away rules outlined in this legislation. As stated by Dale, "the act encourages states to create their own regulatory programs to manage waste so long as those programs utilize standards consistent with—or in excess of—federal limits." (Dale, 2015). This leave states with little room to make improvements to cater to their states specifically. The tension between state and federal waste management agencies are typical today. This is not beneficial for development of waste management.

Even though electronic waste contributes one percent of waste as discussed earlier, it poses a significant threat to the environment. “RCRA does not, however, cover electronic waste except CRTs, nor does it regulate electronic devices donated for educational or charitable reuse.” The RCRA should implement rules to govern e-waste because e-waste not only affects lives in the United States, It affects everyone globally. E-waste typically finds its ways out of the United States and ends up in developing countries like
Ghana. An economic con associated with the RCRA program is the cost it takes to develop the plan efficiently. For waste to securely and compost, it must be natural. This requires an expanded separation metal, glass, plastics, and other risky materials containing hazardous chemicals. For this to be done, the program will require a lot of employers and advance technology. Therefore, a significant drain of resources will arise to pay workers and pay for new machines as well. Also, a increase in consumers pay as you throw bill could also pose a threat. Conclusion This paper highlighted the increased amount of problem caused by solid and hazardous waste in the United States. These problems include increased size of landfills, increase use of electronic waste, and recycling programs. These problems subsequently decrease biodiversity and pose a high risk to human health. Program in place to combat these issues is the federal polices called Resource Conservation and Recovery Act. Although this policy exists to combat issue associated solid and hazardous waste, the problem doesn’t cover all point such as electronic waste. Continuous reviews are being made to address all the impacts related to solid and hazardous waste.
“FERPA [Family Educational Rights and Privacy Act] essentially means you have no right, as a parent, to know what or how your children are doing in school.” Michele Willens says this in her article, “College Students Have Too Much Privacy” about the FERPA act that was passed in 1974. It was originally put in place to protect the privacy of students, but it also keeps information private from the student’s parents, or current gauardians. Because so many parents waste money on college students that might miss classes or even drop out without them knowing, the FERPA act needs to be reformed.
Currently in Canada, the amount of waste generated by households is increasing. As Canadians continue to consume more, the amount of waste created as a result increases as well and between 2000 and 2004, household waste increased by 19% (Statistics Canada, 2008, para. 8). While this is appears to be a frightening statistic for landfills across Canada, recycling is actually increasing as well, and at a faster rate. Over the same time period (2000-2004), household recycling increased by 65% in Canada (Statistics Canada, 2008, para. 9). This is a positive sign as it is clear that Canada’s increase in trash is being offset by a much stronger effort with regards to recycling.
The article “Our E-Waste Problem Is Ridiculous, and Gadget Makers Aren’t Helping” by Christina Bonnington explains that our landfills are being filled with unused electronics of yesteryear. In 2011, there were 41.5 million tons of electronic wastes in landfills. In 2016, they projected the number to go up to 93.5 million tons. Specifically, our old products are in landfills now such as, HP computers, computer towers, cell phones, and batteries. The reason for all the waste is the human race is buying the newest electronics and not disposing of their unused and unwanted electronics properly. Electronic waste, or any waste for that matter is an inevitable part of an economic system where the destruction of an ecosystem is the primarily source of resources that are used to create the product. Electronic waste, also known as e-waste, has been a growing problem in the world due to the growth of technology. With just about every American home and many homes around the world having not only one but multiple computers and other electronic devices it raises the question of where is all of those electronics going when new and updated electronics are bought. As humanity develops new technology, the magnitude and severity of waste increases. When computers were developed, it widely was believed that the need for paper would be eliminated. On the contrary this was widely proven false and we are now utilizing more paper than ever. Canada is not an exception as the typical Canadian generates an average of three pounds of solid waste each day1. This alone shows what a careless species we have become- using and disposing materials without even considering the damage we are causing. With half a trillion tones of waste around the world, only 25% may be reused for a second or third time and less than 5% can be renewed limitlessly1. These facts are true only in developed countries. Since these traditional waste reduction methods have been proven inefficient, we must endorse new innovative technology to arrive at a solution.
The United States produces “about 8.25 billion tons of solid wastes each year” (Russell 1). People do not realize the impact they have on our planet and environment. When people throw anything in the trashcan, they are contributing to the destruction of our planet. Policy is needed to regulate which course of action should be taken and how it should be implemented. Because of this, many plans and policies revolving around the management of solid waste have been put in place. Sometimes however, a particular policy can have its shortfalls, potentially resulting in its negative aspects outweighing the positive ones. According to the Conference Board of Canada Report, “Canadians dispose of more municipal solid waste per capita than any other country” (2013). Solid waste management in particular, involves many aspects, ranging from packaging waste, food waste, etc. (White & Franke 1999), hence, the following analysis revolves around household and commercial waste – referred to as Municipal Solid Waste (White & Franke. 1999) – in the Greater Vancouver Regional District. Municipal waste is a major health and environmental concern as it contributes to numerous problems like habitat destruction, surface groundwater pollution, and other forms of air, soil, and water contamination. Waste disposal methods like incineration create toxic substances, and landfills emit methane, which contributes to global warming. According to the Zero Waste Objective Report, “The impact of climate change and the increasing awareness of the role of “waste” and “wasting” in the production of greenhouse gas emissions is a constant environmental pressure… (2009). This leads to an increasing limitation of government to prevent and control the volume and toxicity of products in the waste stream and a growing need to shift responsibility to the product manufacturer.
According to the Environmental Protection Agency (2008), an American produces 250 million tons of garbage per year (para.2). There are different circumstances that are based on the society, environmental conditions, occupation and size of each of the different families.
