Along with the leadership skills that the officers will be required to teach recruits, there will also be hands on parts to the training process. These parts of the training will last for two hours of each four hour session. This particular part of the session will not cost money because of the fact that if equipment of any kind is needed the tools used by the Department to train the Cadets in the Cadet Program would be an option. The Training Officers would come up with exercises of their choosing that would require only equipment and materials that the Department would already have to use. The pros to this plan include a reduction in police corruption and misconduct in the Hanahan Police Department. There would also be a reduction in secrecy in the Hanahan Police Department, which would be a major step in the right direction after the lack of communication of the Department with its citizens. This program would also teach Police Officers of all ranks to do thinks by the rules, even if the person who commits a crime is a part of the Department. The cons to the new plan of the Anti-corruption task force and community involvement would be the amount commitment that all involve would have to make because being responsible for the training and conduct of recruits can be a challenging task even for the most experienced officers. Another con would be the fact that Police Officers who are teaching the training sessions would have to manage being an effective police officer as well as an effective teacher, which could possibly backfire. This could backfire in terms of the officers taking on too much, in turn causing both positions to suffer because of time management issues. The HSS Programs influence on the new plan has its drawbacks as well. According to Simmons, “A criticism of a proposal to involve the community in hiring is that creating closer community ties by involving the community in the selection process could actually lead to more corruption. It is, after all, the close relationship between the community and resulting patronage that was responsible for corruption in the ’political era’, and the resulting backlash that ushered in the ‘reform-era’”(Simmons). The con involved with the President’s Task Force would be its goal, which focuses on race.
