Hence, we would like to discuss the principle of the provision of health care system. The principles are to provide accessible, affordable and equitable service. There are over a hundred hospitals, interspersed in different districts, aiming to make health care services easily accessible to everyone in the society. In most public hospitals, the charge for qualified residents in an emergence service is only one hundred dollar, making health care service generally affordable by most of the citizens in the society. Also, there are regulations launched by the government that, no matter race, gender, age or even they are criminals or smuggled illegal alien, they have the exactly same right to receive emergence service. Showing that principle of health care provision system is accessible, affordable and equitable. Another principle of health care provision is that generally good service quality should be maintained. As the great technological advancement, citizens demand high quality medical and health care services. Therefore, it is a must for health care service provider to maintain certain service quality. Also, government should continue to be the major funder of public health care, but with some targeted subsidies to areas of greatest need. Since the government can guarantee stable medical service with its great resources and its service and finance can provide transparency to the public. And more importantly, it can guarantee that affordable services are provided to the public and everyone can gain access to it. Other than that, there should be sufficient safeguards to ensure that no one is denied adequate care due to insufficient means. It also conform to the principle of health care provision in terms of ensuring service with generally good quality can be provided and also to focus on the areas of greatest needs in the society, in order to effectively solve the most threatening problem. However, it may not be the whole story of cost-saving measures. In some occasions, it may create burden to the patients, especially for the middle class, since they cannot afford private health care services, but they do not enjoy any subsidies or help from the government. It somehow conflict to the principle of health care provision in Hong Kong, which is to provide accessible and affordable service to the public no matter how wealthy they are.
