It is impossible to maintain social order without the existence of law enforcement. The expectation of uniformity is unrealistic among everyone in any given society. The mixing of various nationalities, culture, religion, and especially socioeconomic backgrounds generate conflict. Conflict can only be remedied by a neutral entity. The current trends in the impact law enforcement has on minimizing crime globally and domestically proves law enforcement is necessary. Social order is integral in order to generate an environment free from terror and unpredictable chaos. We have learned from historical events that citizens, of any given society, to police themselves, results in constant violence among parties with incompatibilities in their relations with one another. However, after reading the article the author noted that police are mandated to enforce civilian law and order, investigate crimes, and strictly follow legal procedures even when in pursuit of chronic and dangerous criminals (Kagoro, 2014). Ideally, it has been argued, there should be strict dividing lines between the police and the military; the former for domestic purposes with the latter protecting citizens from external threats (Kagoro, 2014). In his article on the anti-militarization of the police in the United States, Kurt Andrew Schlichter aptly put it that the military is designed, organized, and equipped to execute rapid, violent and efficient obliteration of the “enemy”-whoever the enemy may be ( Kagoro, 2014). However, the law enforcement is usually modeled after the military and in fact there a large number of police officers who are former military personnel. This was a new criticism of police that was unfamiliar to me in the study of criminal justice but, I found it to be a valid point. Areas such as skid-row are filled with people that are without the ability to function in normal society, and simply the fact that they exist is offensive to those that do operate within the normal realms of a community (Bittner, 1967). Due to the primitive nature of those individuals living in these chaotic areas, most officers feel it is necessary to enclose the area in which the behaviors occur to keep it from assimilating with “normal” society. The necessity to contain the areas similar to skid-row is the responsibility of the police, and with few governing superiors to mandate guidelines and the large amount of discretion allotted to police, they assume the peace keeping role and abandon the role of enforcer (Bittner, 1967). Maintaining peace is a difficult task in itself because of the uncontrolled way of life in skid-row. Therefore, it is by focusing on maintaining order and protecting the outside normalcy from skid-row inhabitants (Bittner, 1967) that officers use tactics where they choose non-enforcement, or make a decision to ignore a violation (Brown, 1981). In 1626, the local “Sheriff” would walk about the town, stopping and checking in on his neighbors, and the shop keepers, during the late night hours, he would provide overwatch so the community could rest. In order words, crime control deals with the methods that are taken by a society to reduce its crime. As a matter of fact, there are various crime control strategies from community policing to risk assessments. In addition to the different tactics for controlling crime, there are several theories that not only attempt to explain the causes of crime, but also outline different ways to handle offenders; for example, deterrence, rehabilitation, and even retribution. Some of the helpful factors to a community can be informal surveillance, movement-governing rules, and direct intervention. They also contain unity, structure, and integration. All of these qualities are proven to improve crime rate. Socially disorganized communities lack those qualities. According to our lecture, “characteristics such as poverty, residential mobility, and racial/ethnic heterogeneity contribute to social disorganization.” A major example would be when a community has weak social ties. This can be caused from a lack of resources needed to help others, such as single-parent families or poor families. How does humanity govern its self? The world, as seen today, is an extremely diverse nation with various, backgrounds, traditions, and customs. The aforementioned are informal social controls used to help govern citizens in an unceremonious way. These informal controls developed over time into formal controls, laws, to try and restore harmony within a society and punish those who are in violation of laws. Laws are defined as a set of rules developed by a body of legislation to maintain order and peace of an organized people. Laws can be used as an umbrella to blanket a multitude of subsets, such as, political, administrative, financial, and civil infractions. Public Order crimes can also be placed in to a subcategory of criminal legislation. When defining a criminal infraction there are two sides of the spectrum, the victim and the offender. Drug usage and drug-related crimes have the most relevant association when it comes to violation of federal and state statutes. So what happens when there is not apparent “victim?” Is there a thing as a “victimless” crime? Public order and drug crimes may not seem to have an effect in an instant, but over time it damages our nation as a whole.
The future of policing is fairly clear in what direction it is heading. It has been slowly reforming to meet the needs of the people, reduce crime, and make policing more efficient. Some of the reforms that will probably take place in the future include, better educated police officers and police managers, consolidation of police departments to save on money and resources, upgraded technology, race and gender equality, better testing techniques to recruit and promote within the department, and improved proactive planning techniques. One of these proactive tools that will surely become more widely used and implemented better is community policing. It has been evolving since its first introduction into the police world and will see more reforms in the future. Compstat should also become more widely used by almost all police departments to make those in charge more accountable and for improved crime mapping.

One can easily see the need for each and every nation to enforce its own set of rules. While all of the countries of the world have their own individuality – they all have one considerable feature which is a system of law. It has no significance what type of government is the command, the rules are all appropriate to the people in their community.
Social harmony has become a powerful and popular indicator to asset a population’s quality of life. So much so, people’s attitude toward crime rates has shifted from a lukewarm state to a profoundly sensitive level.
