TOPIC A: Question of Palestinian Refugees

History of Topic
The 1949 Arab-Israeli conflict created hundreds of thousands of refugees. The 1967 Arab-Israeli conflict further compounded the problem. After each war, there was an exodus of refugees into neighbouring Arab states. Until now, these countries have denied them citizenship and basic rights. Albania condemns such actions and calls for these refugees to be accorded all rights as per the Universal Declaration of Human Rights.

The Palestinian territories have been fought over by Fatah and Hamas. We believe that Hamas is a terrorist insurgent group, which has assumed control of the Gaza strip illegitimately. The past conflicts between these two factions has worsened the condition of the refugees, especially in Gaza, which has an extremely large population but is completely isolated from the outside world because the Rafah crossing to Egypt is open only intermittently, and Gaza-Israel border is heavily restricted.

Further, after 2006, Israeli air raids on the Gaza Strip have been carried out in violation of The Additional Protocol I of 1977 of the Fourth Geneva Convention, and affect civilians and refugees adversely.

History of Position
Albania maintains diplomatic relations with both Israel and Palestine, Israel since 1991 and Palestine since 1990. Albania has historically chosen to help refugees instead of aligning herself politically.

...er to monitor and investigate suspected breaches of the GEF:
When the GEFC reports a breach in the GEF in a participating country, the report shall be filed with the country in which the violation took place, as well as all affiliated countries which host the affected TNC, for legal action to taken domestically, in home and host countries;
In a case where the GEFC feels that insufficient action has been taken against a violating TNC, it may refer the case to the General Assembly for action to be taken;
The GEFC shall also monitor, with the help of all relevant organizations, violations of sovereignty by TNCs;
Considering the fact that most violations of country sovereignty by influencing politics occur in developing nations, and that most TNCs are based in developed countries, specific focus for TNC regulation and enforcement of CSR must be given to these countries;
