The training consisted of: preventive patrol, quick response time, and follow up investigation. Policing is a very difficult, complex and dynamic field of endeavor that is always evolves as hard lessons teach us what we need to know about what works and what don’t work. There are three different Era’s in America’s policing: The Political Era, The Reform Era, and The Community Problem Solving Era. According to Kelling, Pate, Dieckman, & Brown (1974), patrol is the “backbone” of police work. This belief is based around the premise that the mere presence of police officers on patrol prohibits criminal activity. Despite increasing budgets and the availability of more officers on the streets, crime rates still rose with the expanding metropolitan populations (Kelling et al., 1974). A one year experiment to determine the effectiveness of routine preventive patrol would be conducted, beginning on the first day of October 1972, and ending on the last day of September 1973.

Only 1% of these police are indicted in killing compared to 90% of American that are hauled off to jail immediately (Cop Crisis). Whether it 's a police officer or an American citizen that commits the crime, there will always be an organization that supports the offender. The International Union of Police Associations is an organization that lobbies for the police department and its affairs. On the other end of the spectrum is the Communities for Police Reform. This organization fights to protects the rights of the average American citizen. Both organizations share the common ground to protect the rights of their members and can work together to reach a point of a compromise.
Law and Order in the Late Nineteenth Century In this essay I am going to write about Londonin the nineteenth century and also about the creation of the metropolitan police force. During the 19th century Londonwas different then what it is now for instance there was no major police force and most of the police was made up of volunteers. 75% of the crime in Londonwas petty theft; only 10% of the crime was made up of violent crimes such as murders so there really wasn't any need for a police force which explains why there wasn't one.
American policing originated from early English law and is profoundly influenced by its history. Early law enforcement in England took on two forms of policing, one of which heavily influenced modern policing and it is known as the watch (Potter, 2013). The watch consisted, at first, of volunteers which had to patrol the streets for any kind of disorder including crime and fire. After men attempted to get out of volunteering by paying others, it became a paid professional position (Walker & Katz, 2012). The three eras of policing in America are shaped by these early ideas and practices of law enforcement. Throughout time, sufficient improvements and advancements have been made from the political era to the professional era and finally the community era which attempts to eliminate corruption, hire qualified officers and create an overall effective law enforcement system.
The professionalization of law enforcement gained prominence from the 1940’s through the 1970’s. It came out of a necessity to improve the capabilities of police. It was believed that the improvement of organizations through better quality personnel, upgraded equipment, and standardized procedures would lead to better departments and that would lead to safer cities. Numerous research studies showed that the move to professionalize law enforcement through a higher standard of efficiency led to a detachment of police from the communities they served. This era is where the shift from a centralized task force has gravitated to a decentralized task force, causing some friction from both the community and the officers that serve it. Police are told that they are needed to listen to the concerns for the community; however, law enforcement is still the primary goal. Police forces now have to defend the values for which the forces were built upon. The idea of problem solving has come into question with police discretion towards certain run-ins with the law. Williams and Murphy argue it is due to the lack of sensitivity from minorities and the concern on crime itself than the community. Kelling and Moore contradict Williams and Murphy, with Kelling/Moore suggesting the era is more about listening to concerns of the community and improving the citizen satisfaction. Young people and the police have, for many years, experienced a tense and confrontational relationship (Borgquist & Johnson et al., 1995). This has led to a great wealth of literature based upon the notion of police-youth interaction. Much of this literature has tended to focus upon juvenile criminality and the reasons why young people commit such seemingly high levels of crime. Whilst the relationship between young people and the police force has been widely theorised and explained, there is very little literature on juvenile attiudes towards the police. Research that concerns societies attitudes towards the police force tends to focus upon the views and opinions of adults (Hurst and Frank, 2000). In this first section of my literature review I am going to focus upon work that allows us to gain a deeper understanding of why young people are so important when looking at crime. This section will allow us to comprehend the ways in which, literature suggests, young people view the police. This knowledge will provide a basis for my research in which I look more specifically at youth attitudes towards PCSO’s.
The New Zealand Police is the lead agency responsible for helping the community to decrease or reduce crime, corruption and improve the responsibility of safety and protection in New Zealand. There is a need to make changes to the police culture in order to improve the performance of their organisation. However there are three fundamental errors that need to be addressed which will be discussed in this essay. Firstly, there is a lack of an established sense of urgency which has the potential to jeopardize the future of the organization. Secondly is, not creating a powerful enough guiding coalition which means there is a lack of communication which resulted in an absence of leadership and teamwork from frontline staff to national headquarters. Finally, an undercommunicating the vision by a factor of ten that organisation leader needs to communicate visions and strategies. These three errors are relevant as they are pivotal in the implementation of a managing change programme. Recommendations are also provided to improve on how the New Zealand Police can be enhanced within a management perspective.
The key characteristics of community policing are as follows: Police officers are usually called upon to be particularly thoughtful, creative problem solvers. They are asked to listen to the concerns of community members, to logically reason out the roots of problems, to identify and research potential answers, to implement solutions, and to assess results. Police officers work in partnership with concerned citizens. The second characteristic is that police officers are visible and accessible component of the community and work with youths and other community members top address delinquency problems. On the third characteristic, police officers patrol a limited number of jurisdictions on foot. The so-called foot patrol officers are believed to be more approachable and offer a comforting presence to citizens. The fourth and last characteristic that will be mentioned on this paper is that the community policing have decentralized operations, which allows officers to develop greater familiarity with the needs of various constituencies in the community and to adapt procedures to accommodate those needs.
