Introduction
A critical examination of police departments across the United States would show that while law enforcement agencies do common work, few agencies utilize the identical same strategy to tackle crime and disorder problems within their communities. Many agencies still deploy a traditional response model to address routine and emergency calls for service. The response model places a high emphasis on fast response times to calls for service and effective investigations which result in arrest and prosecution. However, more and more agencies are implementing variations of new strategies to deal with crime and disorder issues within their jurisdictions. The professionalization of law enforcement gained prominence from the 1940’s through the 1970’s. It came out of a necessity to improve the capabilities of police. It was believed that the improvement of organizations through better quality personnel, upgraded equipment, and standardized procedures would lead to better departments and that would lead to safer cities. Numerous research studies showed that the move to professionalize law enforcement through a higher standard of efficiency led to a detachment of police from the communities they served. Policing is a very difficult, complex and dynamic field of endeavor that is always evolves as hard lessons teach us what we need to know about what works and what don’t work. There are three different Era’s in America’s policing: The Political Era, The Reform Era, and The Community Problem Solving Era. A lot has changed in the way that policing works over the years in the United States.
According to Kelling, Pate, Dieckman, & Brown (1974), patrol is the “backbone” of police work. This belief is based around the premise that the mere presence of police officers on patrol prohibits criminal activity. Despite increasing budgets and the availability of more officers on the streets, crime rates still rose with the expanding metropolitan populations (Kelling et al., 1974). A one year experiment to determine the effectiveness of routine preventive patrol would be conducted, beginning on the first day of October 1972, and ending on the last day of September 1973.

American policing originated from early English law and is profoundly influenced by its history. Early law enforcement in England took on two forms of policing, one of which heavily influenced modern policing and it is known as the watch (Potter, 2013). The watch consisted, at first, of volunteers which had to patrol the streets for any kind of disorder including crime and fire. After men attempted to get out of volunteering by paying others, it became a paid professional position (Walker & Katz, 2012). The three eras of policing in America are shaped by these early ideas and practices of law enforcement. Throughout time, sufficient improvements and advancements have been made from the political era to the professional era and finally the community era which attempts to eliminate corruption, hire qualified officers and create an overall effective law enforcement system.
This era is where the shift from a centralized task force has gravitated to a decentralized task force, causing some friction from both the community and the officers that serve it. Police are told that they are needed to listen to the concerns for the community; however, law enforcement is still the primary goal. Police forces now have to defend the values for which the forces were built upon. The idea of problem solving has come into question with police discretion towards certain run-ins with the law. Williams and Murphy argue it is due to the lack of sensitivity from minorities and the concern on crime itself than the community. Kelling and Moore contradict Williams and Murphy, with Kelling/Moore suggesting the era is more about listening to concerns of the community and improving the citizen satisfaction. Hot spot policing is based on the idea that some criminal activities occur in particular areas of a city. According to researchers crime is not spread around the city instead is concentrated in small places where half of the criminal activities occur (Braga chapter 12). Also, many studies has demonstrated that hot spots do show significant positive results suggesting that when police officers put their attention on small high crime geographic areas they can reduce criminal activities ( Braga, papachristo & hureau I press). According to researchers 50% of calls that 911 center received are usually concentrated in less than 5% of places in a city (Sherman, Gartin, & Buerger, 1989; Weisburd, Bushway, Lum, &Yang, 2004). That is the action of crime is often at the street and not neighborhood level. Thus police can target sizable proportion of citywide crime by focusing in on small number of high crime places (see Weisburd & Telep, 2010). In a meta-analysis of experimental studies, authors found significant benefits of the hot spots approach in treatment compared to control areas. They concluded that fairly strong evidence shows hot spots policing is an effective crime prevention strategy (Braga (007) .Importantly, there was little evidence to suggest that spatial displacement was a major concern in hot spots interventions. Crime did not simply shift from hot spots to nearby areas (see also Weisburd et al., 2006).
Reformers wanted to stray away from political influences and believed that policing should be in the control of police executives (Peak, 2015). While the Political era’s goal was social services, the Reform Era began to shift policing to controlling crime. In addition, the police organizations were reorganized through the study of scientific theory of administration advocated by Fredrick Taylor, which led to the development of maximizing police efficiency (Peak, 2015). To improve professionalism within police departments, O.W. Wilson began emulating what J. Edgar Hoover did with the FBI. In 1924, the FBI director began to raise eligibility standards to develop an incorruptible force. As a result, it had a direct influence on local police agencies by placing emphasis on education, training, honesty and professionalism. Professionalism in police departments came about in the form of new Technological advances and a focus on crime fighting. During this period there were three major advances in technology: two-way radio, police cars and the telephone. Unlike the problems faced during the political era, the advent of these technologies changed everything. With two-way radios, supervisors now had the capability to notify patrol officers of calls and maintain accountability. Patrol cars allowed for greater mobility, which led to officers responding to calls more efficiently. Then telephones allowed for citizens to have a direct line to the police and were encouraged to call for any problem. However, while the advances in technology greatly increased police efficiency, it had unexpected consequences. Community policing is a strategy used by various departments in order to create and maintain a relationship between the law enforcement agency and the community being patrolled. Community policing is composed of three critical components, community partnerships, organizational transformation, and problem solving (Gardiner, 154, 2016). Community partnerships are pivotal in community policing since they increase public trust and create am improved relationship in law enforcement agencies better serving the community (Gardiner, 87, 2016). These partnerships not only offer public input but also encourage the public to cooperate with law enforcement agencies in order to minimize crime within the community (Gardiner, 88, 2016). Unlike, the traditional strategies of policing, community orientated policing has been adopted by two-thirds of agencies in order to improve public safety and control crime. (Gardiner, 148, 2016).
There are many different ways of policing in the 21st century and all address and apply different theories and ideas to try and control the crime this day in age. One of these methods is called community policing and many law enforcement agencies around our country and the world use it as a model for policing and interacting with communities. To conclude, Community policing represents a major development in the history of American law enforcement, but the extent to which this approach is a success and dominates contemporary policing remains a source of debate. In my point of view, community policing is good for communities. It has challenged the traditional concept of the police as crime-fighters by drawing attention to the complexities of the police role and function. In addition to the police officer hard work; citizens can also make a difference and contribute to make neighborhoods a better place to live. For instance, citizens can hold community meetings to talk about concerns and agree on solutions help organize healthy activities for children in your neighborhood, join or starting a neighborhood crime watch program, and talk to your community police officers and share information and concerns.
