Every year, cybercrime costs businesses $400 billion and by 2019, cybercrime will have cost the global economy 2.1 trillion dollars (Morgan 1). But, economic loss isn’t the only problem caused by weak cybersecurity; weak cybersecurity measures could allow hackers to collect data on citizens, cause widespread death, and destroy entire nations. Despite the massive threat the problem poses, no one has yet to institute an effective solution. Although government regulation and website blocking attempt to eliminate cybercrime and cyberwarfare, an ideal solution exists in government guidance and collaboration with the private sector.

In recent years, many possible plans to enact government regulation to improve cybersecurity have been suggested. Most recently, in 2017, then U.S. president Barack Obama implemented the Cybersecurity National Action Plan (CNAP). The plan would have invested $19 billion in cybersecurity by gathering experts to make recommendations in regards to cyber security, help secure the government IT group, and encourage more advanced security measures (Daniel 1). However, while CNAP does present a way to solve the problem, it just adds another program that attempts to enhance cybersecurity: “It is the multiplicity of programs and division of responsibility that diminishes their effectiveness. At least eleven federal agencies bear significant responsibility for cybersecurity” (Cohen 1). Every so often, another cybersecurity program will be established, but former plans are seldom removed. This leads to a large amount of departments to share responsibility, which creates general confusion and limits each department’s power. Furthermore, widespread government regulation may weaken cybersecurity. Many fear that any regulation would not be flexible enough and would instead allow easier hacking (Ridge 3). It is unrealistic to imagine that the copious amount of departments responsible for cybersecurity are able to adequately protect the country; therefore, the government needs to form one department that can be responsible for all cybersecurity problems and cyberattacks. When forming this new department, resources from other groups that currently share responsibility can be moved in order to decrease the amount of resources needed for the new group. But, it is also unfathomable for the government to be responsible for all cybersecurity as “... the reality is that while the lion’s share of the cybersecurity expertise lies in the federal government, more than 90 percent of the physical infrastructure of the Web is owned by private industry” (McConnell 4). Australia is dependent on technology, everything from state security, economics and information collaboration is more accessible resulting in an increased reliance on digital networks. The rapid increase in cyber activity has a symbiotic relationship with cyber crime. The evolving nature of cyber crimes are constantly leaving counter measures obsolete in the face of these new technologies. Australia takes insufficient action against cyber crime, inaction is based on Australia’s previous focus on counter-terrorism. This study will use the Australia’s National Security Strategy 2013 to show the increasing trend towards cyber security. Unfortunately the Australia Government is lacking in the presence of this growing phenomenon. Recently cyber crimes including attacks from Anonymous and Wiki-leaks prove that no network is completely secure. This study will conclude that the exponential growth of the Internet has resulted in an inability to properly manage regardless of the governmental strategies being implemented.
Cyber security is like trying to box while being blindfolded.. Cyber instability may cause massive panic in citizens of the United States. Government surveillance is one of the platforms of cyber security and it started to erupt after the 9/11 incident. The main ways the government watches people today is with cell phone, social media, and email surveillance. Should they be able to invade our privacy? Maybe. Many crimes are committed on computers everyday whether it be credit card hacks, stolen identities, or even social media accounts taken. Cyber attacks may lead people to distrust the cyber community and the people behind cyber protection.
One of the biggest burdens when it comes to homeland security is the cost to run the program. It is a known fact that the United States will always be an ideal target for terrorism. We cannot just sit back and do nothing; terrorists will take any opportunity to prove their ideals. Also, the United States has many natural disasters to contend with. With such protection of the country, a lot of money and resources are needed.
New York City Mayor Bill de Blasio’s video announcement that city schools were starting a new program that will bring computer science education to all students is late. America is dragging where it should be exceling. Less than 10 percent of the city’s schools offer computer science education and only one percent receive that education. New Yorkers should still applaud their mayor for taking on this monumental task that states should have addressed years before this announcement because New York City isn’t alone in this failure, only one in four U.S. middle and high school principals report offering any computer science education in their schools.

Global security is a relevant concept because the people of the United States need to be protected at all costs. Along with protecting the public, the government also needs to protect the interests of itself. The world is in another cold war, except this time countries are battling for cyber supremacy. Cyberspace is a massive land of ever-changing technology and personal interaction (McGuffin and Mitchell 1). Cyberspace is not only a place where people post pictures and update their profile, but it also plays an enormous role in running a country. Advanced countries use computers to guide their military, keep track of citizens, run their power grids, and hold plans for nuclear devices and nuclear power. Risks to commercial and government concerns are now being noticed and many countries are taking actions to prevent such threats (McGuffin and Mitchell 1).
The threats to security from the United States Department of Defense, the national power grid and the Chamber of Commerce are very real and omnipresent. The Defense Department made an admission of the first major cyber attack upon its systems in August 2010. It was revealed that the attack actually took place in 2008 and was accomplished by placing a malicious code into the flash drive of a U.S. military laptop. “The code spread undetected on both classified and unclassified systems, establishing what amounted to a digital breachhead.” (2) This quote, attributed to then Deputy Defense Secretary William J. Lynn III, is just part of the shocking revelations that were disclosed in his speech made on July 14, 2011.
Cybercrime is a global issue plaguing the world. The dictionary defines cybercrime as “crime conducted via the Internet or some other computer network”(Merriam-Webster). The definition remains very broad because the word “cyber” is defined as “relating to the culture of computers, information technology, and virtual reality.” Due to the growing number of people gaining access to the internet, rapid development of technology, and the globalization of the world, more of the world population is becoming susceptible to involvement in cybercrime – whether it be as a victim or a criminal. Cybercrime involves different levels of the world on both the victim and criminal side from an individual citizen, to small groups, businesses, and the government, to the countries of the world. There are different groups from law enforcement agencies to the U.S. Secret Service, that are attempting to combat the problem through cooperation and preemptive efforts. If these groups combined with the public to protect themselves and the country from criminals that commit cybercrime, the nation’s network and technology servers would be much safer for technology users. Clearly, cybercrime is a problem because it puts internet users at risk of being taken advantage of or harmed.
