Nakae Chomin’s Discourse was published in 1887, a period that demarcated a crucial turning point in Japan’s politics and economy. The book itself suggested the great debate that the people of Japan were having in deciding the future of the nation, and draws on Chomin’s studies on Western politics in France and his journalistic and political involvements in Japan.
The Discourse acts as a forum for the exploration of the political pathways that Japan could follow following the Meiji Restoration in 1868. At a time when Japan had just begun to consolidate herself, Chomin’s Discourse was aimed at discussing Japan’s long-term trajectory through three imaginary mouthpieces, ‘The Gentleman of Western Learning’, his opposition ‘The Champion of the East’, whose debate is being observed and arbitrated by a ‘Master Nankai’.
The “Gentleman of Western Learning” presents arguments centered around the political ideology of pacifism and can be seen as the “idealist” of the book, advocating ideas out of his time, seemingly to be a man of vision in today’s context. He proposes the abolishment of the Japanese military and believes that a moral defense built through the virtues of liberty, freedom, equality and fraternity would be more than sufficient to safeguard the nation’s shores and interests (Pg. 51). His cause for unilateral disarmament is indeed noble, though sadly, a pipe dream in his era.
I found two other ideas, which the “Gentleman” propagated, interesting. Firstly, the idea of self-defense is evil that is based on the philosophical justification that life is most precious and that if one were to kill, it would be hypocrisy. With the changes of the nature of power, Japan by balancing out aggressive economic policies and a quiet military buildup, was able to build herself up to become a prominent player in the international sphere today. In closing, while Japan’s policies today in general have been skewered towards the arguments of the ‘Gentleman’, increasingly Japan has considered more realist concerns of security in the escalation of tensions of the East Asian geopolitical sphere. Chomin’s Discourse has nonetheless served as a prophetic blueprint for more than a century of Japan policy-making.

Japan led a ruthless assault in the Pacific for fifteen years. This small island was able to spread imperialism and terror to neighboring countries through means of force and brutality. Japan even attempted to combat and overcome European and Western countries such as Russia and the United States. Even with an extreme militaristic government, Japan was unable to achieve the glory it was promised and hoped for. The Pacific War analyzes Japan’s part in the war and what the country could have done to prevent such a tragedy.
In Nakae Chomin’s A Discourse by Three Drunkards on Government, Chomin delineates a discussion between three men; the Gentleman of Western Learning, the Champion of the East, and Master Nankai. For the most part, the book handles the question of Japan’s future, for which each of these men has distinct view on. Although through the amiable and democratic viewpoint of the Gentleman of Western Learning and the belligerent nationalist viewpoint of the Champion of the East, Chomin shows appreciation towards western political theories and understanding of traditional Japanese approach, His personal views are conveyed through the character of Master Nankai.
In 1900 Britain was in many respects the world’s leading nation, enjoying a large share of world trade, a dominant position in the international money market, and possessing a far flung empire supported by the world’s most powerful navy. Japan was a complete contrast, sharing with Britain only the fact that it too was a nation of Islands lying off the shore of a major continent. Until the 1860s it had possessed a social and economic structure more akin to that of feudal, rather than twentieth century, Europe. By the 1990s, the positions were almost reversed. This paper sets out to examine the contrasting democratic political systems of the two nations and to explore the social and democratic consequences of the changes that have occurred.
In summary, Japan’s military buildup before the Pacific War coupled with its recent combat experience left Japan’s prewar preparation only slightly more resolute than the United States and this advantage was deleted by time. Japan’s current technological position was superior to that of America’s at the start of the war where craftsmanship generated higher-quality products to defeat quantitative numbers of a larger foe. Japanese doctrine and training were simply better. Finally, Japan’s limited strategy was logically sound and culturally acceptable to them.
In order for a political theorist to adequately theorize political structures, theories, strategies he must first deconstruct the basis of society. By first deconstructing society, the theorist is then able to reconstruct society and simultaneously elaborate on each component of society to then theorize on effective political structures. Locke, Hobbes, Aquinas, and Machiavelli each followed this process in creating their political theories and at the very center of each of their theories is a commentary on human conflict. Self-defense is the very first type of conflict between humans and is defined very differently by each theorist. The subject of self-defense renders the foundation of a political theory in that it illustrates a theorist’s presumptions regarding human nature and interaction, which extrapolates into how humans need to be governed.
Prior to and during World War II Pan-Asianist thought played a large role in Japanese imperialism in East Asia. Over time Pan-Asianism has been a flexible concept, however the main idea has always been the unification of Asian people against the West. (Aydin, 2008) In the early 20th century Pan-Asianism had huge cultural power and a powerful hold on elites around Asia. The modern nation of Japan is a result of expansionist prospects that resulted in war between the nations of Korea, China, and the United States. Modern Japan is a result of the Sino-Japanese War, conflict with China, and the Pacific War, as well as the process of establishing a democratic state. These events combined (as well as numerous others not mentioned in this paper) marked the transformation of a militaristic and expansionist empire in to a democratic nation and ally.
In dealing with the issues of Japan at the time, this Discourse was written in 1887 concerning political thought and written by Nakae Chomin and translated by Nobukuo Tsukui who is a major Japanese scholar in literature. Nakae Chomin was very interested in the area of political theory in his home country of Japan. There had been a call, in particular by Herbert Spencer, an English philosopher with many areas of study of which one in particular was political theory. Spencer as well as others had called for changes in Japanese culture and to conform to the ideas of social progress. Nakae and other intellectuals had spent a decade with the idea that this call should be met as a challenge and as a cause for freedom rather than accommodating the western powers of Great Britain, Russia, France and Germany. The competition of these countries gaining dominance in Asia was creating a strain on Japan and had to be addressed. Japan could not ignore what was happening internationally on the world stage or ultimately be left behind as a nation to never be recognized unless it could show the will to conform to western culture. Nakae was focused on the issues of national defense and pacifism especially in the twentieth century where men decided that national well-being was more important than national defense. There are three characters in the book: the Gentlemen who is promotes the idea of democracy, the Champion who promotes the thought of aggression and lastly, Nankai who loves to drink and discuss politics of the time. It seems that none of these characters hold the greatest wisdom but the one that is closest to Nakae is Master Nankai. At the very beginning of the “Great Asia War and Our Resolve”, written at the very beginning of Pacific War, Takeuchi Yoshimi exclaims: “The history has been created! The World has been transformed!” Then he argues in the article: “the Sina Incident has been completed by Great Asia War successfully and gains its rebirth in the world history.” In this sense, we could hardly distinguishes Yoshimi from those who were swept by the war and condemned as “intellectual chaos and complete abandonment of the intellect” by Yoshimi himself. Thus, when Yoshimi claims that his effort of studies on “Overcoming Modernity” symposium is to “strip the ideology from ideas” or “to extract the ideas from ideology” after the war, I believe that Yoshimi is also trying to start reflection on himself. While he argues: “the real legacy of the ‘Overcoming Modernity’ symposium was not its status as war and fascist ideology. The year was 1945, Hitler had died, the remaining German forces have surrendered and Europe had begun to rebuild the damages caused by World War II. However, not all was well, in the Far East the Japanese forces have refused to end their attempts at world domination. No amount of bargaining, threatening, or strategic bombing of military buildings had convinced Emperor Hiroshito to surrender and the Allied forces are scrambling to find any action they may take to avoid an invasion of Japan. This would result in massive casualties on both sides and poses a huge threat on the Japanese civilian’s way of life.
