The doctors have an electronic system that allows them to exchange clinical decisions and support from other physicians. With meaningful use, doctors use data sharing which with the help of healthcare information technology can be shared with other healthcare centers. This is called the Health Information Technology for Economic and Clinical Health Act, or HITECH for short. With the government’s goal in place for a national health information network, using meaningful use will make every physician use EHRs. Resulting in, which the governments hopes for, an improved quality of care with patient safety and lower costs. Having an interoperability technology system the users can use e-prescribing, communicate and discuss decisions with one another, and have health information to exchange with each other. As most of us can recall, before meaningful use was in place, doctors would fax files of patients to other physicians if they were needed. The preliminary effects of the Meaningful Use Program have began to have an impact on improving the quality of care and its’ safety and efficiency. I gained a greater understanding of information technology and it’s role and importance to my current and future practice. I learned the goal of the Meaningful Use Program isn’t just to install technology in facilities across the nation its so much more. The goals are to empower patients and their families, reduce health disparities and support research and health data. The EHR can prevent medication errors, reduce long term medical costs, improve population health and through the Meaningful use program the vision of this program is becoming reality.
The Health Information Technology for Economic and Clinical Health Act (HITECH) was put into place as part of the American Recovery and Reinvestment Act of 2009, and was signed and made a part of law in February 2009. There was $22 billion and of this $19.2 billion was supposed to be used as a method to increase the use or the Electronic Health Records by the doctors and healthcare facilities. “Meaningful Use” implemented in July, 2010, set criteria’s for physicians and hospitals to adhere, in order to qualify for certain financial incentives and to be deemed meaningful users (MU) of the EMR. Meaningful use in healthcare is defined as using certified electronic health record to improve quality, safety, efficiency, and reduce mortality and morbidity. There are 3 stages of meaningful use implementation. The requirements for the 3 stages are spread out over a period of 5 years. MU mandates that physicians meet 15 core objectives and hospitals meet 14 core objectives (Hoffman & Pudgurski, 2011). The goal is to in-cooperate the patient and family in their health, empower autonomy to make decisions while improving care in all population.
Unfortunately, the quality of health care in America is flawed. Information technology (IT) offers the potential to address the industry’s most pressing dilemmas: care fragmentation, medical errors, and rising costs. The leading example of this is the electronic health record (EHR). An EHR, as explained by HealthIT.gov (n.d.), is a digital version of a patient’s paper chart. It includes, but is not limited to, medical history, diagnoses, medications, and treatment plans. The EHR, then, serves as a resource that aids clinicians in decision-making by providing comprehensive patient information.
The objectives of meaningful use will take form in three stages, to be rolled out over a five year period. Stage one took place between 2011 and 2012 which involved data capture and sharing. Within this stage the criteria focused on electronically obtaining health data in a standardized format, using health information to track clinical conditions, instigating the reporting of public health information and clinical quality measures, and finally using these materials to involve patients and their families in their healthcare.
Over the last 5-10 years the healthcare system has begun reformation to increase safety, efficiency, cost reduction, increasing continuum of care, and increases in information technology (IT). There are many influences that are creating this need for change including laws, regulations, and the consumers of the healthcare system. The consumer is beginning to take charge of their health and become an advocate of their healthcare needs and plans of action. This transformation has created a greater need for the healthcare system to increase the use of health management information system (HMIS). HMIS is meant to help all departments within a healthcare organization, such as a hospital, to communicate easier creating a better care experience for both the care providers and consumers. These HMIS initiatives include systems such as computerized physician order entry (CPOE), electronic medical records (EMR), health information exchange (HIE), and other electronic systems. It is these initiatives that are reforming the healthcare system. However, there is not much information analyzing these new trending initiatives and how they will help or hurt the medical field. It is these systems that will be analyzed to determine the challenges they may have for the healthcare system, and the leadership of healthcare organizations.

So when did technology become a part of health care? In addition, it mandates basic requirements for EHR software manufactures that which have become fragmented in function and form. The result was in 2001 18 percent of offices used EHR as of 2013 78 percent are using EHR (Chun-Ju Hsiao, 2014). Advances in technology have influences our society at home, work and in our health care. It all started with online banking, atm cards, and availability of children’s grades online, and buying tickets for social outings. There was nothing electronic about going the doctor’s office. The Electronic Health Record has been, "identified as a strategy for effectively and efficiently coordinating and maintaining documentation of patients health histories and as a secure method of providing more informed clinical decision making" (MNA, 2006).

By late 1990s computer-based patient record (CPR) replaced with the term EHR (Wager et al., 2009). The process of implementing EHR occurs over a number of years. An electronic record of health-related information on individual conforms interoperability standards can create, manage and consult with the authorized health professionals (Wager et al., 2009). This information technology system electronically gather and store patient data, and supply that information as needed to the healthcare professionals, as well as a caregiver can also access, edit or input new information; this system function as a decision support tools to the health professionals. Every healthcare organization is increasingly aware of the importance of adopting EHR to improve the patient satisfaction, safety, and lowering the medical costs.
Although the technology is kept on advancing from day to day, there are some clinics that are still using old method in handling their records. Piles of files in registry counter sometimes make the place looks messy and it takes a large space to store all the records of their patients. Sometimes, they cannot find a record due to misplace and the records might be lost. Each time they want to retrieve the records, they have to find based on the series number which sometimes the file is placed not according to the series number. This process will take more time than it should be. There are some clinics that are already implementing an electronic medical record and it gives positive impacts to their record management. Other than reduce time in retrieval the records of patients, the system also help to manage all the records efficiently. Besides that, by using this kind of system, the use of large space can be reduced. Same goes to the cost, the organization (clinic) can save more in terms of stationary and they do not have to hire many workers to manage their records.
In other words, ICT basically promotes professionalism and reduce human effort as well as reducing the chances of erring. Healthcare simply means preventing, diagnosing and curing ailments that terminate life and reduce lifespan of human and all living things. In other words, the prevention, treatment, and management of illness and the preservation of mental and physical well-being through the services offered by the medical and allied health professions. Information and Communications Technology (ICT) play a vital role in improving health care for humanity. It is efficient in providing, communicating and storing certain information about users and uses. ICT helps in bridging the gap created in health sector and may be used to enhance efficient relationships between the healthcare providers and health researchers. In other words, through the development of databases and other applications, ICT enhances health research and; this provides the capacity to improve health system efficiencies and prevent medical errors.
